Susan Relland Joins Miller & Chevalier Employee Benefits Practice
Miller & Chevalier Chartered today announced that Susan Relland has joined the firm's Employee Benefits practice as Of Counsel. Relland formerly worked for Ernst and Young's Human Capital practice and served as the Health Policy Legal Counsel for the American Benefits Council.

Relland's practice will be focused in two principal areas. She will be advising clients, especially employers and health plans, on health and welfare benefit plan issues. In addition, she will be providing strategic advice and representation to clients before Congress, the U.S. Department of the Treasury, Internal Revenue Service, Department of Labor and the Centers for Medicare and Medicaid Services. In the legislative area, she will be working with and providing clients guidance on health issues coming out of the House Committees on Education and Labor and Ways and Means, as well as the Senate Committees on Finance and Health, Education, Labor and Pensions.

Relland has experience helping clients mitigate risk by assessing and designing programs for compliance with the employer-sponsored health plan provisions of the Internal Revenue Code and ERISA. She also helps employers reduce health plan costs by assisting in the design and implementation of strategies that advance the company's business objectives. She has particular expertise advising clients regarding consumer-driven health care programs and retiree health plans; while at the American Benefits Council, she provided extensive input on the content of agency guidance implementing Health Savings Accounts and the employer provisions of the Medicare Part D prescription drug benefit.

"Susan is extremely well respected within the health plan area and has spent her career helping clients with business challenges, such as decreasing costs and mitigating risk, as well as working with government agencies and Congressional staff on critical issues that impact the development and execution of these plans."

"The addition of Susan Relland reflects our continuing strategy to expand both our technical and public policy capabilities," said Marianna Dyson, who formerly served as Special Assistant for Fringe Benefits in the Office of IRS Associate Chief Counsel and is Chair of Miller & Chevalier and a member of the firm's Employee Benefits practice. "Susan will be working closely with our tax policy practice, including Marc Gerson, who re-joined us recently after serving as Majority Tax Counsel for the House Committee on Ways & Means, to advocate on our clients' behalf and to provide guidance on important developing issues. She brings to Miller & Chevalier a critical mix of experience and knowledge gained both inside and outside the Beltway."

Miller & Chevalier's employee benefits and employment tax practice represents many of America's largest companies, including more than 20 percent of the Fortune 500, as well as some of the world's biggest non-U.S. companies. The practice has nationally recognized experience in payroll taxes, cross-border compensation, retirement and welfare arrangements, executive compensation, and shareholder disclosure. In addition to advising clients on the day-to-day compliance issues, the practice has a successful track record of guiding companies through complex and high-stakes projects. Miller & Chevalier's experience and capabilities in the employee benefits area are broad-based in nature, featuring critical experience in regulatory, ERISA litigation and legislative matters.

Prior to joining Miller & Chevalier, Relland was with Ernst & Young's Human Capital practice and served as the Health Policy Legal Counsel for the American Benefits Council, a Washington, D.C.-based trade association representing employers that either sponsor directly or administer health and retirement plans covering more than 100 million Americans. As Health Policy Legal Counsel, Relland provided information to Council members and Congressional and regulatory staff on the legal aspects of health policy matters.

Relland holds a J.D. cum laude from Tulane Law School, and a B.M. magna cum laude from the University of North Texas. She is a member of the Texas bar and is certified through the International Foundation of Employee Benefit Plans as a specialist in global benefits management.

Sonny Zhan of Merchant & Gould Honored With The Federal Bar Association's Annual Judge Jacob Dim Scholarship Award
Merchant & Gould, an intellectual property law firm, announced that Sonny Zhan, has been selected for the prestigious Federal Bar Association's (FBA) Judge Jacob Dim Scholarship Award for Excellence in the study of federal law and practice at Hamline University School of Law. Judge Donovan Frank presented the award to Zhan on April 18 at the University of Minnesota Law School .

For the past 20 years, the Minnesota Chapter of the FBA honors a student from each of the four law schools for excellence in the study of federal law and practice. Each year, the FBA requests faculty from each of the four schools to select a deserving student for the honor and the winner receives an engraved wooden plaque along with a $2,000 check.

Bill Capp Joins Merchant & Gould's Atlanta Office
Intellectual property law firm Merchant & Gould announced that Bill Capp has joined the firm as a partner in its Atlanta office.

Capp specializes in patent litigation matters involving mechanical, electro-mechanical, chemical and human-factors technologies. He is a registered patent attorney who has represented patentees and accused infringers in bench and jury trials before the U.S. District Courts, the Federal Circuit Court of Appeals and the U.S. Patent and Trademark Office.

"Bill's experience and expertise as an effective patent litigator is a huge asset to the firm," said Alan Gorman, managing partner of the Atlanta office of Merchant & Gould. "We are excited to have him as part of the Merchant & Gould team."

Capp received his J.D. from Georgia State University and his M.S. from Purdue University. He graduated with a B.S. from the United States Air Force Academy.

K.M. Das Joins Merchant & Gould's Seattle Office
Intellectual property law firm Merchant & Gould announced that K.M. Das has joined the firm as an associate in its Seattle office.

K.M. specializes in patent, trademark, and trade secret litigation. He has represented clients in matters before numerous United States District Courts throughout the country, has argued before the United States Court of Appeals for the Ninth Circuit, and has participated in various forms of alternate dispute resolution. K.M. has published articles on and lectured on issues relating to patent infringement and intellectual property law and is actively involved in pro bono activities.

"K.M. offers a great deal of industry knowledge and experience and is sure to have a major impact in our ongoing efforts to partner with our clients and ensure positive results," said Brett Hertzberg, managing partner of the Seattle office of Merchant & Gould.

K.M. received his J.D. from the University of Washington School of Law. He has a B.A. in Mathematics from Vassar College and his M.S. and Ph.D., also in Mathematics, from the California Institute of Technology.

Zhiyu (Sonny) Zhan Joins as Associate
Intellectual property law firm Merchant & Gould announced that Zhiyu (Sonny) Zhan has joined the firm as an associate in its Minneapolis office.

Zhan has been working at the firm as a Technical Advisor and a Law Clerk for the past two years. His technology areas are directed primarily toward the electronics and computer arts. Prior to Merchant & Gould, Zhan was a senior software engineer with a medical device company and an electrical engineer with an institute of remote sensing equipment.

Zhan attended the National University of Defense Technology in China and received a B.S. in Electronics Engineering. He has an M.S. in Computer Science from the University of Minnesota Duluth. He has recently received the Judge Jacob Dim Scholarship Award from the Federal Bar Association, Minnesota Chapter, an award offered to only one student from each of the law schools in Minnesota.

Matheson Ormsby Prentice has recently advised British private-equity house CapVest Limited in its acquisition of a stake in excess of 50 per cent in Mater Private Healthcare, one of the leading Irish private hospital operators. Corporate partner Robert Heron led the team from the firm. The Mater Private Hospital had previously been the subject of an MBO in 2000.

Robert G. Flanders, Jr., Partner, to Chair a New Commission
Governor Donald L. Carcieri has appointed Robert G. Flanders Jr. to chair a new commission charged with recommending ways to enhance research activity at the University of Rhode Island. The nine-member panel, authorized last year by the General Assembly, is charged with developing a strategy that will help URI to increase the university's "unusually low level of industry investment in academic R&D," produce a stronger, more technologically and scientifically oriented work force and better utilize federal and private national funding opportunities.

“It is a pleasure and honor to serve as chair of the URI Commission for Innovation,” said Flanders in a statement. “URI is one of Rhode Island’s most important resources. I am excited to work with other members of the commission, Governor Carcieri, the General Assembly, and leadership at the University of Rhode Island to develop ideas for how we can make the most of this valuable asset.
