Former ABA President Joins Stoel Rives as Chief Operating Officer
Stoel Rives LLP is pleased to announce that Robert E. Hirshon has joined the firm as its chief operating officer. Hirshon was president of the American Bar Association (ABA) from 2001 through 2002 and is a well-known lawyer, writer and speaker. He comes to Stoel Rives from Tonkon Torp, where he had served as CEO since 2003. Hirshon was a practicing lawyer for 30 years with the Portland, Maine firm of Drummond, Woodsum & MacMahon.

Hirshon brings to Stoel Rives a unique combination of extensive law firm managerial experience, strategic thinking and community service. “Bob has in-depth understanding of the legal profession as well as evolving business structures and client needs,” says Beth Ugoretz, Managing Partner of Stoel Rives. “We’re extremely happy to have found a chief operating officer with such strong strategic skills who also shares Stoel Rives’ values of client service and community involvement.”

Hirshon joins Stoel Rives as COO just as the firm prepares to celebrate its 100th anniversary. “I am delighted to be working at one of our country’s most respected law firms,” he says. “Stoel Rives has a national reputation for delivering high-value, practical legal counseling. My goal is to enhance and extend Stoel’s already excellent reputation, while ensuring that the firm remains one of the best law firm employers in the country.” In addition to chairing the firm’s Administrative Cabinet and overseeing daily operations, Hirshon will participate in developing long-range plans and objectives for Stoel Rives.

At Tonkon Torp, Hirshon was responsible for day-to-day management of the firm. He also helped draft and implement its strategic plan, launched a major diversity initiative and restructured administrative departments. At Drummond, Woodsum & MacMahon, he served on the firm’s Board of Directors and as leader of one of the firm’s most profitable practice groups.

As president of the ABA, Hirshon helped shape the legal profession’s responses to the events of 9/11 and to high-profile corporate scandals. He took part in national discussions relating to the Sarbanes-Oxley Act and the USA PATRIOT Act. As an officer of the ABA, he worked closely with members of Congress, their staffs, the White House, and various federal agencies and departments. During his tenure as chair of what is now the ABA’s Standing Committee on Pro Bono and Public Service, Hirshon helped usher in a new ethical rule governing pro bono service, establish uniform standards for pro bono programs and launch a program to increase the amount of pro bono service by government attorneys. He has held leadership roles in numerous ABA committees, sections and foundations, as well as heading up the Maine State Bar Association and the Maine Bar Foundation.

Hirshon’s legal career has included representing the insurance and banking industries in litigation, regulatory and legislative advocacy, and alternative dispute resolution. He has lectured throughout the country on various insurance, banking, civil litigation and civil justice issues. Hirshon is the recipient of numerous awards and honors, including an honorary degree from the College of Law at Willamette University in Salem, Oregon. He received the National Association of Pro Bono Coordinators Award in 1997, and he was the first practicing attorney to be honored with the Muskie Access to Justice Award, named after U.S. Senator Edmund Muskie. Hirshon earned both his undergraduate and law degrees from the University of Michigan. He does not currently practice law and is not licensed to practice in Oregon.

Ted Zangari - The Once-Powerful Newark Real Estate Board Reassembles Itself
Ted Zangari was interviewed for the May 2007 NJBIZ Real Estate Quarterly article about the resurgence of the Newark Real Estate Board. According to the article, “Ted Zangari, who chairs the redevelopment law and public policy practice groups at the law firm Sills Cummis in Newark, has worked to revive the NREB. Zangari says he wants the board to wield a clout as powerful as that of The Real Estate Board of New York. Last June, Zangari put together an NREB white paper with a plan of action for Booker.” Zangari stated, “We suggested a dozen real estate-related initiatives the mayor could launch in order to jump-start economic development activity in the city, from streamlining the land-use approval process to overhauling tax incentives.”

Shughart Thomson & Kilroy (Phoenix) Shareholder Joins YWCA Board of Directors
Shareholder and business trial lawyer, Leon Silver, of Shughart Thomson & Kilroy, P.C., is the second man to join the YWCA of Maricopa County Board of Directors during its 95 years of service to the Valley.

This year, the YWCA board opened its doors to men as the organization shifts its focus from providing services to enhancing advocacy efforts, empowering women and eliminating discrimination. Phoenix City Councilman Greg Stanton was the first male to join the board last month. Stanton and Silver previously practiced together in The Silver Law Firm.

“It is a great honor to be elected to this board of directors,” said Silver. “The YWCA has an incredible impact in the Valley in terms of gender and ethnic equality. I am eager to help out in any way I can.”

Silver, a Scottsdale resident, joined Shughart Thomson & Kilroy in 2006 and has practiced law in the Phoenix area since 1989. His expertise includes representing businesses of all sizes in litigation and individuals in personal service contracts, public image and privacy rights disputes.

“Leon has a longstanding history in the Valley of supporting women’s rights,” said YWCA Chief Executive Dana Campbell Saylor. “We are looking forward to incorporating his expertise into our advocacy efforts.”

In addition to his work with the YWCA, Silver is a current trustee and a former chairman of the board of directors for Planned Parenthood of Arizona. He also serves as a judge pro tempore of the Maricopa County Superior Court, and he is a member of the Community Advisory Counsel for “Advocacy for the Arts,” a non-profit legal advisory organization for artists and authors and a founder and community attorney advisor to the Liberty Project, a think-tank made up a law students, young lawyers and other professionals.

Silver received his bachelor’s degree in fine arts from St. Lawrence University in New York, and he earned his juris doctorate from Arizona State University.

Schiff Hardin LLP Welcomes Sarah R. Speakman as an Associate in the San Francisco Office
Schiff Hardin LLP has added Sarah R. Speakman as a Labor and Employment Group associate in the San Francisco office. Ms. Speakman joins the firm from Seyfarth Shaw in San Francisco, California.

Ms. Speakman focuses on a wide range of labor and employment matters, including a including a particular emphasis on litigation, labor negotiations and employment practices, and National Labor Relations Board hearings and arbitrations.

Earlier in her career, Ms. Speakman was an attorney at two other California-based law firms and a Hawaii-based law firm, where she handled various labor and employment matters.

Ms. Speakman received her undergraduate degree (B.A., English, 1995) from the University of California, Berkeley, was a visiting student (1999-2000) at the University of Hawai`i at Manoa, William S. Richardson School of Law, and her law degree (J.D., with distinction, 2000) at the University of the Pacific, McGeorge School of Law, where she was a member of The Transnational Lawyer Law Review. She is admitted to practice in California and Hawaii and also before the U.S. District Court of California for the Northern and Eastern Districts.

RDB's Pro Bono Efforts Pay Off for Parents of Children with Special Needs
In the case of Winkelman v. Parma City School District, the Supreme Court ruled on Monday that under the Individuals with Disabilities Education Act (IDEA), parents of children with special needs do not need to hire a lawyer to litigate against public school districts over their children’s special education needs.

Jeff and Sandee Winkelman were fighting for the right to take the Parma School District to court without legal representation. The Winkelmans wanted to contest the School District’s individualized education plan (IEP) for their autistic son Jacob, but like many parents of special needs children, they could not afford the legal fees associated with hiring an attorney to represent them. Justice Anthony Kennedy, writing for the Court, said the IDEA gives the parent of special needs children the right to prosecute IDEA claims on their own behalf. Parents can now pursue a lawsuit after the administrative process if they do not feel that their school district is offering their child an appropriate IEP.

RDB attorneys Barbara Etkind, Prashant Khetan, and Kim Ashmore filed briefs on behalf of several amici groups supporting the Winkelmans. This pro bono victory will have a far reaching impact on parents of autistic and special needs children who do not have the means to pay for legal representation.
