Pennsylvania Insurance Department Chief Counsel to Rejoin Stradley Ronon
PHILADELPHIA – The chief counsel for the Pennsylvania Insurance Department will rejoin Stradley Ronon Stevens & Young, LLP as a partner in the Philadelphia office later this month.
Steven B. Davis, who has headed the Insurance Department’s Office of Chief Counsel since 2003, will co-chair the firm’s nationally recognized insurance practice group with current chair Craig R. Blackman. Davis was an associate with Stradley Ronon from 1999 until 2001.
“We are very excited to welcome Steve back to Stradley,” said Stradley Ronon Chairman William R. Sasso. “I look forward to working with him again; and I’m sure our clients will too. Already, the response in the industry has been fantastic.”
As chief counsel for the Pennsylvania Insurance Department, Davis was responsible for providing counsel to the Insurance Commissioner, Governor’s Office and all Department program areas on commonwealth insurance matters. He managed the Department’s 17 attorneys and oversaw all of the Department’s litigation matters. In addition, he provided counsel on enforcement matters, troubled company workouts, receiverships, statutory interpretation and development, and the commonwealth’s Mcare and CHIP/adultBasic programs.
“With more than 25 attorneys in our group, we have an established, thriving and diverse insurance practice handling business interruption, errors and omissions, directors and officers’ liability, property and casualty, healthcare, fidelity and surety, and flood insurance claims, among others,” said Blackman. “Steve will add depth to our practice, but also lead us in areas where he has a specialized background such as insurance regulatory and life and long-term-care industry representations.”
“Considering that Steve was being courted by several top firms in the area, it is a major coup for Stradley to land him,” added Managing Partner Jeffrey A. PHILADELPHIA – Michael Migliore, Billy J. Smith and Nathan Will have joined Stradley Ronon Stevens & Young, LLP as associates.
As a member of the firm’s business department, Migliore focuses his practice on mergers and acquisitions, public and private securities work, private equity investments, joint ventures, commercial finance, bankruptcy and other general business matters. Prior to joining Stradley Ronon, Migliore was a bankruptcy associate at Pachulski, Stang, Ziehl, Young, Jones & Weintraub P.C., and an attorney for DuPont Chemical Company in Wilmington, Del. He also interned for U.S. Sen. Joseph R. Biden Jr. Migliore graduated from Widener University School of Law and received his bachelor’s degree from Villanova University.
As a member of the firm’s litigation department, Smith counsels clients on a broad range of complex commercial disputes, employment matters, and white-collar criminal investigations. Prior to joining Stradley Ronon, Smith was a litigation associate at Miller, Alfano & Rapsanti, P.C., and an Assistant District Attorney in the Philadelphia District Attorney's Office. He graduated from Franklin Pierce Law Center and received his bachelor’s degree from Temple University.
As a member of the firm’s investment management group, Will focuses his practice on advising investment companies, investment advisers and hedge funds on regulatory and compliance issues. Prior to joining Stradley Ronon, Will was an investment management associate at Drinker, Biddle & Reath LLP in Philadelphia. Sheppard Mullin Lands Leading Food and Drug Attorney, Peter S. Reichertz
Peter S. Reichertz has joined the Washington, D.C. office of Sheppard, Mullin, Richter & Hampton LLP as a partner. Reichertz, most recently with Sonnenschein Nath & Rosenthal in Washington, D.C., joins as the chair of the firm's new Food and Drug Law group and as a member of the Intellectual Property practice group.


Deborah Shelton also joins the firm as a member of the Food and Drug Law group in the Washington, D.C. office. Shelton most recently practiced at Reed Smith in Washington, D.C.

Reichertz, concentrates in both food and drug regulatory law and intellectual property law. He counsels companies whose products are regulated by the FDA under the Federal Food Drug and Cosmetic Act. Reichertz represents manufacturers and distributors in obtaining approval to market drugs, medical devices, food, dietary supplements and cosmetic products, and counsels on all aspects of marketing of such products, including labeling, advertising, manufacturing and distribution.

Additionally, Reichertz's practice includes advising advertising agencies, clinical investigators, research organizations and other non-manufacturers on compliance with the Federal Food Drug and Cosmetic Act. He represents clients in FDA rulemaking proceedings, and in enforcement proceedings brought by the U.S. on behalf of the FDA. He also counsels on related federal and state regulatory statutes.

"Peter's impressive skills and experience will be a huge asset to the firm, especially in launching our FDA practice," said Guy Halgren, managing partner of the firm. "He will play a important role in the firm's ongoing expansion in D.C."

Reichertz also practices in intellectual property, specifically in trademarks, copyrights, trade secrets and licensing. His trademark expertise includes counseling and advising clients on the selection and adoption of trademarks, as well as the prosecution of trademark applications in the United States Patent and Trademark Office. Reichertz also prepares and negotiates trademark licensing agreements. He has been extensively involved in trademark infringement litigation, as well as opposition and cancellation proceedings before the Trademark Trial and Appeal Board.

Reichertz earned his law degree from The National Law Center, George Washington University in 1975 and graduated, with honors, from Brown University, with an AB in 1972.

Robert Hanseman & Toby Henderson become SS+D shareholders
Robert G. Hansmen and Toby K. Henderson became Sebaly Shillito + Dyer's most recent Shareholders on January 1, 2006.

Bob joined the firm in January 2001 and concentrates his practice in Commercial Litigation and Government Contracts. Prior to joining SS+D, Bob served as a military officer and Judge Advocate General (JAG) where he represented the Air Force during court martial trials and before administrative tribunals, including the Armed Services Board of Contract Appeals (ASBCA), the Equal Employment Opportunity Commission (EEOC) and the Merit Systems Protection Board (MSPB).

RIDER BENNETT'S PRO BONO LEGAL ASSISTANCE PAYS OFF FOR LOCAL SMALL BUSINESS OWNER
With pro bono legal assistance from Rider Bennett law firm, business counseling from the Metropolitan Economic Development Association (MEDA) and a $64,000 loan from the Milestone Growth Fund, Jessie and Laura Perez have become owners of a company called Jessie's Quality Classic Shines. They've moved up from a family income of about $25,000 a year from shining shoes and day care to running a six-employee business with more than $200,000 in annual revenue. Al Coleman, the business lawyer who negotiated the purchase of Minnesota Shines for Perez, said the meeting was special 'because Jessie is an individual who shows that the American dream is true.'

Hiroshi Fukuda of Matsushita Corporation Visits RatnerPrestia
RatnerPrestia is pleased to have hosted a two-week visit in November from Mr. Hiroshi ("Hiro") Fukuda of Matsushita Corporation. Matsushita Corporation, better known in the U.S. as Panasonic, is headquartered in Osaka, Japan and is one of the largest consumer electronics manufacturers in the world. RatnerPrestia has been providing patent procurement services in the United States and Canada to Matsushita for over fifteen years.


Hiro Fukuda is a corporate manager with Matsushita and has been with the company for twenty-one years. He liaisons between RatnerPrestia and the engineers and managers within various divisions of Matsushita to optimize patent procurement procedures. The visit was planned and coordinated by Larry Ashery, a Shareholder and managing attorney for Matsushita Japan. "The ability to work with our foreign clients, in person, provides unique opportunities," Larry Ashery noted. "Not only does the client learn a great deal about us and the practice of U.S. law, but we are also able to learn a lot about the client and how to better serve their needs."


During his visit, Mr. Fukuda attended lectures on important aspects of intellectual property law and claim drafting. He also visited the U.S. Patent Office for a full day to gain first hand experience with the patent examiners and learned how to respond to examiners' concerns. He worked closely with the patent attorneys and agents who prepare Matsushita patent applications. In addition to working closely with Larry Ashery, Hiro Fukuda worked with Dan Calder, Stan Weinberg, Bruce Monroe, and Debbie Grove.


Both Mr. Fukuda and RatnerPrestia found the visit enjoyable and very fruitful, and remarked upon the tremendous value that could only be gained through personal interaction and an extended visit. Hiro Fukuda developed a better understanding of the practical issues involved in U.S. patent procurement, the internal workings of RatnerPrestia, and the communication issues that arise between patent attorneys, inventors and corporate management. He will be able to use this knowledge to educate his Matsushita colleagues who hold similar management positions. RatnerPrestia was pleased to have the opportunity to boost client relations with Matsushita through personal interaction with Mr. Fukuda. RatnerPrestia is looking forward to hosting other Matsushita representatives and getting to know the Matsushita management better in the future.
