Mr. White Featured in The Landscape Contractor
Mr. Bob White, who spoke at the recent Illinois Landscape Contractors Association, was featured in the February 2006 edition of The Landscape Contractor. Landscape contractors rely heavily on immigrant labor and closely follow developments in immigration law. In the article, "H-2B & You," Mr. White outlines government proposals for immigration law reform and suggests that employers support the McCain/Kennedy Secure America and Orderly Immigration Act of 2005. The act would create a new H-5A visa for low-skilled workers, those who form the base of the landscape contracting labor pool. In the meantime, Mr. White implores companies to take full advantage of the H-2B visa program, which allows people to work in the U.S. for a limited period of time in positions unfilled by U.S. citizens. WolfBlock Promotes Five Attorneys to Partner

Philadelphia- February 1, 2006 – WolfBlock is pleased to announce that five attorneys have been elected as partners effective today.

Two of the promoted attorneys, Monique DeLapenha and Michael E. Plunkett, are resident in the Philadelphia office. Michael McAuliffe Miller and Mark S. Stewart are resident in the Harrisburg office, and Helen E. Casale is resident in the Norristown and Cherry Hill offices.

Monique DeLapenha
DeLapenha, a resident of Philadelphia, is a member of the firm’s Real Estate Practice Group who concentrates her practice in municipal finance and affordable housing finance. DeLapenha earned her J.D. from the University of Pennsylvania in 1993 and her B.A. in Political Science and History from Emory University in 1990. Prior to joining WolfBlock, DeLapenha served as general counsel of the Real Estate Department for the Philadelphia Housing Authority. She is a member of the Pennsylvania Association of Bond Lawyers and the National Association of Bond Lawyers.

Michael Plunkett
Plunkett, a resident of Haddonfield, NJ, is a member of WolfBlock's Corporate/Securities Practice Group and focuses his practice on general business and corporate transactions. Plunkett received his J.D. from Temple University School of Law in 1996 and his B.S. from Trenton State College in 1991. He is a member of the American, Pennsylvania and Philadelphia Bar Associations and is also a member of the Young Professionals Network of the Greater Philadelphia Chamber of Commerce. He also is a board member and acting chair of the Marketing Committee of the Philadelphia Young Playwrights Festival.


Michael McAuliffe Miller
Miller, a resident of Mechanicsburg, PA, is a member of WolfBlock's Employment Services Practice Group. He concentrates his practice exclusively on the management side of employment and labor law including employment and labor-related litigation before a variety of state and federal courts. Miller received his J.D. from Duquesne University School of Law and his M.A. and B.A. from the University of Pittsburgh. He has been honored by The Legal Intelligencer, which recently identified him as one of 35 Pennsylvania attorneys under age 40 on its 2005 “Lawyers on the Fast Track” list. Miller has previously served as a member of the Pennsylvania Bar Association’s governing body, the House of Delegates, as well as a member of the Allegheny County Bar Association’s Ethics, Headquarters and Nomination Committees.

Mark Stewart
Stewart, a resident of Harrisburg, PA, is a member of WolfBlock's Business Litigation and the Energy, Telecommunications, and Utility Regulation Practice Groups. He concentrates his practice in the areas of civil and administrative litigation, public utility law and telecommunications law. He received his J.D., cum laude, from Cornell Law School in 1995 and his B.A. from Pennsylvania State University in 1992. Stewart is a member of the boards of directors of the Harrisburg Redevelopment Authority and serves on the Board of Control for the Harrisburg School District under Pennsylvania's landmark Education Empowerment Act.

Helen Casale
Casale, a resident of Philadelphia, is a member of WolfBlock’s Family Law Practice Group. She concentrates her practice in the area of domestic relations law including child custody, divorce, support, adoption, property distribution and abuse actions. She received her J.D. from Rutgers University School of Law - Camden in 1994 and her B.A. from Lynchburg College in 1990. Casale has authored several articles regarding common law marriage, second-parent adoption and same-sex custody issues for the Pennsylvania Bar Institute and co-authored an article concerning hidden income and support for the American Academy of Matrimonial Lawyers. She has spoken at seminars for the Pennsylvania Bar Association regarding GLBT issues and has frequently served as a faculty member and panelist on a variety of family law topics including custody, support and equitable distribution updates. Casale is also currently vice-chair of the Pennsylvania Bar Association’s newly formed Committee on the Legal Rights of Gay Men and Lesbians.

Willkie Assists Teva in $2.75 Billion Offering
On January 27, Willkie client Teva Pharmaceutical Industries Ltd. announced that it priced its offering of $2.75 billion of debt securities through several special purpose finance subsidiaries. The offering consists of: $1.5 billion of senior notes, of which $500 million will mature in 2016 and $1 billion will mature in 2036; $750 million of convertible senior debentures maturing in 2026; and $500 million of convertible senior debentures maturing in 2026. Teva expects to use the proceeds from the offering to refinance short term bank borrowings incurred in connection with its recent acquisition of IVAX Corporation. Teva Pharmaceutical Industries Ltd., headquartered in Israel, is among the top 20 pharmaceutical companies and among the largest generic pharmaceutical companies in the world. The company develops, manufactures and markets generic and innovative human pharmaceuticals and active pharmaceutical ingredients. Preeminent Investment Management Group Joins Willkie
Willkie is pleased to announce that five partners have joined the firm’s Investment Management practice group. Effective February 1, Barry P. Barbash and Karrie McMillan will be resident in Willkie’s Washington office; and Joel H. Goldberg, Margery K. Neale and Maria Gattuso will be resident in the firm’s New York office. They are joining four partners currently in Willkie’s Investment Management practice group: Burton M. Leibert, Rose F. DiMartino, Daniel Schloendorn and Emily M. Zeigler. The group provides a broad array of legal services to registered funds, hedge funds and private equity funds and their directors, managers, shareholders, clients and vendors. The five new partners were formerly with Shearman & Sterling LLP.

Mr. Barbash, who served for five years as the Director of the Securities and Exchange Commission’s Division of Investment Management, will head Willkie’s Investment Management group. He regularly advises mutual funds, hedge funds, private equity funds and their advisers in all aspects of their businesses.

Mr. Goldberg, who also served as the Director of the SEC’s Division of Investment Management, has more than 20 years experience advising mutual funds, as well as mutual funds’ advisers and independent directors.

Ms. Neale’s practice primarily involves organizing and counseling mutual funds and other registered investment companies and business development companies, as well as advising clients that offer alternative investment vehicles, such as hedge funds, collective trusts and structured products.

Ms. McMillan, who previously served as Assistant Chief Counsel of the SEC’s Division of Investment Management’s Office of Chief Counsel, advises registered funds and hedge funds, their advisers and other service providers on transactional and regulatory issues, including SEC examinations and enforcement proceedings.

Ms. Gattuso’s practice involves providing advice on the establishment and operation of registered investment companies, hedge funds, new product development, alternative fund structures and merger and acquisition transactions.

Williams Mullen Elects New Partners, Board Members
RICHMOND, VA – Williams Mullen attorneys Gregory R. Bishop, Christian H. Chiles, Karen A. Doner, E. Livingston B. Haskell and Rachel L. Semanchik have been named partners in the firm. In addition, the firm has elected Calvin W. Fowler, Jr., Jimmie V. Reyna and C. Grigsby Scifres to its board of directors. Samual W. Hixon, III, Craig L. Mytelka, William A. Old, Jr. and Craig L. Rascoe have been re-elected to the board of directors.

Greg Bishop is a member of the Business Section at Williams Mullen. He practices from the firm's Richmond office. Mr. Bishop's practice is focused primarily on mergers and acquisitions and other corporate and securities transactions. He also provides clients with general business counsel and long-range planning. He received his bachelor of business administration degree in accounting from James Madison University. He received his law degree from the T.C. Williams School of Law at the University of Richmond.

Christian Chiles is a member of the Finance and Real Estate sections at Williams Mullen. He practices from the firm's Virginia Beach office, where he focuses on commercial real estate and banking services. Mr. Chiles received his juris doctor degree from the George C. Taylor School of Law of the University of Tennessee and his bachelor of arts degree from Emory University.

Karen Doner is a member of the Williams Mullen Litigation and Employment Law sections. She practices from the firm's McLean office. Ms. Doner represents businesses in all types of commercial litigation matters. She also represents private employers in all aspects of employment law. Ms. Doner received her bachelor of arts degree from the University of Delaware and her juris doctor degree from Loyola University of Chicago School of Law.

Livingston Haskell is a member of the Williams Mullen Litigation Section. He practices from the firm's Richmond office. Mr. Haskell's practice focuses on civil litigation and state and federal trial and appellate work. He also represents clients in bankruptcy and creditors' rights matters. Mr. Haskell is a graduate of Washington and Lee University School of Law. He received his bachelor of science degree from the McIntire School of Commerce at the University of Virginia.

Rachel Semanchik is a member of the Williams Mullen Government Contracts Team. She practices from the firm's McLean office. Her practice focuses on all aspects of government contracts law. Ms. Semanchik also works closely with the firm's Litigation Section. Ms. Semanchik received her law degree from the Marshall-Wythe School of Law at the College of William & Mary. Ms. Semanchik is a graduate of Tulane University with a bachelor of arts degree.

At Williams Mullen's January board of directors meeting, Calvin W. Fowler, Jr., Jimmie V. Reyna and C. Grigsby Scifres were elected vice president positions, serving two-year terms. Samual W. Hixon, III, Craig L. Mytelka, William A. Old, Jr. and Craig L. Rascoe were re-elected to vice president positions. Each will serve a three-year term.
