Congratulations to Sean D. Houseal - New Buist Moore Principal
The attorneys of Buist Moore Smythe McGee P.A. are pleased to announce that Sean D. Houseal has become a Principal of the firm. A former criminal prosecutor specializing in environmental and white collar crime, Mr. Houseal received his B.A. in Economics from Wake Forest University in 1990, and his J.D. from the University of South Carolina in 1993. Mr. Houseal joined Buist Moore as a litigation associate in 2001, and has concentrated his practice in the areas of admiralty and maritime matters, and environmental law. He has served on the Board of Directors for the Southeastern Admiralty Law Institute, and is the Immediate Past Chairperson of the Environment and Natural Resources Section of the South Carolina Bar Association. He currently serves as a Section Delegate to the SC Bar Association’s House of Delegates. CLF Features Tampa Port Authority CEO Wainio
GrayRobinson's Community Leader Forum featured Tampa Port CEO Richard Wainio who spoke on ""P&O Ports Providing Terminal Operating Services at the Port of Tampa and the related concerns over Port security."" This timely forum came on the heels of a national debate regarding foreign country operation of U.S. Ports.

""Wainio's insightful speech shed light on the complex security issues facing not only ports, but shippers in today's global economy and the war on terror,"" noted David Hendrix, a senior partner with GrayRobinson's Tampa office.

Wainio assumed the head role at the Tampa Port Authority in early 2005, after serving as director at the Port of Palm Beach. He has wide and varied maritime experience and has also held executive positions at a shipping company and cargo terminal in Latin America. As the No. 3 official at the Panama Canal Commission in the 1990s, he directed transfer of control over the canal to Panama.

The GrayRobinson Community Leader Forums are hosted on a quarterly basis with the intentions of bringing together clients, attorneys and friends of the firm to hear high-profile business and community leaders discuss issues critical to the Tampa community.

House Passes Income Tax Cut Bill Offering Relief to Most Taxpayers


The Alabama House March 16 on a 101-0 vote passed a state income tax cut proposal (H.B. 292) pushed by Gov. Bob Riley (R) that would provide tax relief to 98 percent of the state's taxpayers.

The bill's approval came after Riley and Rep. John Knight (D), author of a competing tax relief plan, spent several weeks working out a compromise. It now goes to the Senate for consideration. The Alabama Legislature is off the week of March 20 but then returns to the current session for two additional weeks before adjourning.

""I applaud the House for passing tax cuts. We're finally going to change an immoral tax system by lifting the income threshold,"" Riley said in a statement March 16.

""I believe, however, that with a record budget surplus, all taxpayers deserve budget cuts. Republicans in the House agree, and I thank them for refusing to give up and for pushing for votes on broader tax cuts,"" Riley added.

Greater Relief Sought by Governor

""As this moves to the Senate, we'll keep working to amend it so it provides real tax relief to those who make more than $20,000 a year. I call upon the Senate to give tax cuts to all Alabama's working families, not just some,"" said Riley.

Bruce Ely, a tax practitioner with the Bradley Arant law firm in Birmingham, Ala., told BNA March 17 he has worked on various tax reform proposals in Alabama over the past 16 years. ""I am delighted to see the various factions come together on this bill. It's a good start toward low-income taxpayer relief, but many of us hope the Legislature will pass this bill then revisit the issue next spring,"" he said.

According to Ely, if the plan is passed without changes, the annual income threshold at which an Alabama family of four would begin paying state income tax would increase over a five-year phase-in period from $4,600 to $12,500.

""The plan would result in an estimated 131,000 taxpayers no longer being required to file state income tax returns, for a total decrease in tax revenue of approximately $133 million when the plan is fully phased-in. Doing so would move Alabama from the state that holds the dubious distinction of being considered the least friendly to low-income taxpayers to fourth,"" said Ely.

Series of Income Tax Changes

Ely said the plan accomplishes results through a series of changes.

First, the plan will increase the standard deduction for families from its current maximum of $4,000 to $7,000. The dependent exemption would be increased from $300 to $1,000 and the personal deduction would be increased from $1,500 to $1,700.

""The personal deduction would not be increased, however, for those with an adjusted gross income of $100,000 or more a year [$200,000 for married couples)],"" added Ely.

He said that starting in 2008 ""the phase-in of the plan would be postponed for any year in which the state finance director estimates that the Education Trust Fund would grow less than 3 percent.""

On Feb. 16, the Alabama House failed to include Riley's tax cut proposals in the record $6.02 billion education budget (H.B. 272), which passed on a 99-3 vote (34 DTR H-1, 2/21/06).

Riley, who said publicly his tax cut plan would not die, then began working with supporters and legislators on H.B. 292.

SAUL EWING HOSTS 2nd ANNUAL MID-ATLANTIC WOMEN’S PUBLIC FINANCE FORUM
Suzanne S. Mayes, a Partner in the
Public Finance Department of Saul Ewing LLP, hosted Ladies First: 2nd Annual Mid-Atlantic
Women’s Public Finance Forum at The Rittenhouse in Philadelphia on March 10. The Forum
was sponsored by Saul Ewing LLP and was well-attended by prominent women in the public
finance industry, including bankers, financial advisers, issuers and borrowers of municipal debt,
bond insurers, trustees and lawyers.

""This conference is a wonderful opportunity for women public finance professionals to
network and exchange information,"" Ms. Mayes said. ""We provided attendees with substantive
education on current public finance issues that impact the work we do everyday.

Ms. Mayes concentrates her practice in municipal finance and project finance law,
including economic development, single, multi-family and senior housing, transportation,
government, and education. She serves as bond counsel, underwriter’s counsel, borrower’s
counsel, and special counsel to a variety of clients in the implementation and financing of major
capital projects and debt refinancing for public, for-profit, and nonprofit entities.

She has served as Chairman of the Tax-Exempt Finance Committee in the Business
Section of the Philadelphia Bar Association. Ms. Mayes is a member of the Executive Council of
the Commission on Women in the Profession of the Pennsylvania Bar Association. She serves on
the Board of Trustees of Manor College. In addition, she is President of the Mount Saint Joseph
Academy Alumnae Association.

Ms. Mayes graduated from Fairfield University, summa cum laude, and received her J.D.
degree, magna cum laude, from the University of Pennsylvania School of Law.
