PROMINENT TAX LAWYER JOINS SQUIRE SANDERS’ CINCINNATI OFFICE
Todd L. Cooper, a prominent tax lawyer with extensive experience in public finance tax, is joining the global law firm Squire, Sanders & Dempsey L.L.P. DLA Piper assists Vietnamese company in securing lowest anti-dumping rate for catfish exports to US
DLA Piper Rudnick Gray Cary (""DLA Piper"") represented Vinh Hoan Company Ltd, one of Vietnam's leading fish suppliers, in a comprehensive review by the US Department of Commerce, resulting in the company being awarded the lowest anti-dumping rate in Vietnam - 6.81% for the export of catfish into the US.

The Department of Commerce commenced its first review of the US anti-dumping order against Vietnamese catfish in September 2004. Three Vietnamese exporters including Vinh Hoan Company Ltd requested to participate. As part of the review, questionnaires were issued and data was collected from the companies about ownership; sales to the US; and factors of production. The Department of Commerce also conducted on-site verifications. On 21 March 21 2006, after almost 17 months, the US Department of Commerce announced its decision based on the review. One company was given the Vietnam-wide rate of 63.88%, another 80.88%, and Vinh Hoan Company, Ltd. achieved the lowest rate in Vietnam at 6.81% (a decreased from 36.84% gained previously).

CEO and President of Vinh Hoan Company Ltd, Truong Thi Le Khan, said: ""Vinh Hoan's success was the result of financial discipline on the part of the company, as well as a strong defense made by both the company and its lawyers in front of the US Department of Commerce in their questionnaire responses and at the on-site verification.""

""As a result of Vinh Hoan Company Ltd's success in this case, it is now in a very enviable situation in the marketplace as its new anti-dumping rate gives it a significant advantage over its competitors. Because the next lowest anti-dumping rate of any Vietnamese company is 45.55%, US buyers will turn to Vinh Hoan as their supplier of choice,"" said DLA Piper corporate partner Mathew McConkey who led the project with associate Linh Doan.

""The results in this case show how important it is for companies to spend time and resources to properly defend their position in front of the US authorities. It also shows that if done correctly, Vietnamese enterprises can obtain good results from an anti-dumping review,"" said Linh Doan.

ROBERT PLESNARSKI JOINS O’MELVENY & MYERS’ WASHINGTON, D.C. OFFICE
O'Melveny & Myers LLP announced today that Robert Plesnarski, who, until recently, served as Deputy Chief Counsel for the Division of Corporation Finance of the United States Securities and Exchange Commission, has joined the firm as a partner in its Corporate Finance practice and will reside in the firm's Washington, D.C. office.

Hogan & Hartson Expands International Business, Finance, and Tax Capabilities in New York and Berlin
Hogan & Hartson L.L.P. announced today that Sina R. Hekmat has joined the firm’s business, finance and tax practice as a partner in the New York office. Hekmat will also spend a substantial amount of time in the firm’s Berlin office.

Hekmat’s practice is concentrated in the areas of corporate finance and mergers and acquisitions involving U.S. and cross-border transactions. He has extensive experience representing issuers, shareholders, and underwriters in U.S. and global public offerings and private placements of debt and equity securities. Hekmat has also advised acquirers, sellers, and target companies in a number of U.S., European, and global M&A transactions, involving publicly traded and privately held companies.

“Sina brings valuable experience and knowledge of complex corporate cross-border transactions to our firm, particularly to the New York and German markets,” said Dennis Tracey, managing partner of Hogan & Hartson’s New York office. “Sina joins our growing team of corporate lawyers and is an important part of our strategic plan to increase the depth and breadth of corporate work we can offer to our clients.”
