Buchanan Ingersoll/Burns Doane Merger Noted in Article on D.C. Consolidation Trend
The merger of Burns Doane Swecker & Mathis with Buchanan Ingersoll in 2005 was noted in an article in the April 3, 2006, edition of The Washington Times, which discussed the recent increase of mergers of Washington, D.C., law firms and weighed some of the pros and cons of such mergers.

Burns Doane merged with Buchanan Ingersoll in May 2005. In total, 55 attorneys, 4 patent agents and more than 100 other professionals joined Buchanan as a result of the merger.

Corporate Finance Attorney Sean Moran Appointed to Propel Schools Board of Trustees
Buchanan Ingersoll special counsel Sean W. Moran was recently appointed to the board of trustees for Propel Schools, as noted in the April 3, 2006, issue of the Pittsburgh Post-Gazette. Moran is a member of the firm's Corporate Finance Section.

Propel, based in Pittsburgh, PA, is a not-for-profit school organization founded to bring new, high performance schooling options to Western Pennsylvania families who lack them. Its mission is to develop academically accomplished young men and women who will be effective members of their communities. The first Propel School opened in September 2003 in Homestead, Allegheny County.

Judge Phyllis W. Beck Joins Pepper Hamilton as Of Counsel
Pepper Hamilton LLP announced that the Honorable Phyllis W. Beck, former Senior Judge of the Pennsylvania Superior Court, has joined the firm as of counsel in the Philadelphia office.

""Judge Beck was a well-respected jurist in the Commonwealth who approached issues in her cases with intelligence and clarity,"" said Barbara W. Mather, co-chair of Pepper's 225-lawyer Litigation and Dispute Resolution Department. ""She will be a tremendous resource for our litigation and appellate practices, providing insight and editing skills for our briefs and enhancing our training for junior lawyers. We are delighted to welcome her to Pepper.""

Judge Beck served on the Commonwealth of Pennsylvania Superior Court, to which Governor Thornburgh appointed her in 1981. The Superior Court is the intermediate appellate court in Pennsylvania. Judge Beck was the first woman to serve as a judge on the court, which was formed in 1895. She became Senior Judge at the end of 1997, and stepped down from the bench on December 31, 2005.

Judge Beck started her career in private practice and joined Temple University School of Law as an associate professor in 1974. She became vice dean at the University of Pennsylvania Law School in 1976, and held that position until she was appointed to the bench in 1981. She also has served on the faculty of the University of Pennsylvania Law School’s Center on Professionalism.

She is a Fellow of the American Law Institute and the American Bar Foundation.

A strong advocate for judicial reform, Judge Beck chaired Pennsylvania Governor Casey's Commission on Judicial Reform in 1987-88. She has been actively involved with Pennsylvanians for Modern Courts, the Philadelphia Bar Association's Committee on Judicial Ethics and the Pennsylvania Bar Association’s Commission on Women in the Profession. She has written numerous articles on judicial reform and women in the law, and speaks often on those topics.

Judge Beck has received many awards, including the Sandra Day O’Connor Award and the Brennan Award from the Philadelphia Bar Association; the Judicial Award from the Pennsylvania Bar Association; the Herbert Harley Award from the American Judicature Society; the Excellence Award from Pennsylvania Legal Services; the Anne X. Alpern Award from the Pennsylvania Bar Association's Commission on Women in the Profession; the Florence Murray Award from the National Association of Women Judges; and the Outstanding Alumni Award from Temple University School of Law. She also is the recipient of two honorary degrees.

Judge Beck is chair of the board of directors of the Independence Foundation and, as of January 2006, chief financial officer of the foundation. The Independence Foundation is a private, nonprofit philanthropic group that supports organizations that provide services to people who do not ordinarily have access to them.

She also serves on a number of other organizations' boards, including the American Judicature Society, Temple University School of Law, Villanova University School of Law, the University of Pennsylvania School of Nursing, the Foundation for Cognitive Therapy and Research (president), the Free Library of Philadelphia (vice president), the Mann Center for the Performing Arts, the Museum of American Jewish History, Philadelphia Futures (founding member and past president), Philadelphia READS, and After School Activities Partnerships.

Judge Beck is married to Aaron T. Beck, M.D., University Professor Emeritus at the University of Pennsylvania School of Medicine and director of the Beck Institute for Cognitive Therapy and Research.

Judge Beck is a magna cum laude graduate of Brown University and graduated first in her class from Temple University School of Law in 1967, where she was in the evening division. She is a member of Phi Beta Kappa.

Philadelphia Inquirer Notes Pepper Alliance with Energy Group
On the front page of the business section in its April 3, 2006 edition, The Philadelphia Inquirer noted Pepper Hamilton's strategic alliance with the Abraham Group, an international consulting company specializing in the energy sector that is led by former U.S. Energy Secretary Spencer Abraham.

The article noted that the alliance will be particularly helpful to the firm's clients in the private equity and construction industries, as well as energy companies.

Scogland Appointed to Department of Labor’s ERISA Advisory Council
Partner William L. Scogland has been appointed to the Advisory Council on Employee Welfare and Pension Benefit Plans, according to an official announcement made by U.S. Department of Labor Secretary Elaine L. Chao on Friday. Mr. Scogland and the four other new appointees will each serve three-year terms.

The Advisory Council is established pursuant to the Employee Retirement Income Security Act of 1974 (ERISA), and its duties are to advise the Secretary of Labor and submit recommendations regarding the Secretary’s functions under ERISA.

Each of the new ERISA Advisory Council members will serve specific roles on the council, representing distinct sectors of the employee welfare and pension benefit community. Mr. Scogland will represent employers, Dennis Simmons of Valley Forge, Pa. investment management, Edward A. Schwartz of Bloomfield Hills, Mich. the general public, Robert M. Archer of Southampton, N.Y. employee organizations, and Edward S. Mollahan of Andover, N.J. corporate trust.

“I’m very pleased to be able to contribute to this advisory council to the Secretary on important issues related to employee welfare and pension benefit plans,” said Mr. Scogland, Chair of Jenner & Block’s Employee Benefits and Executive Compensation Practice and Co-Chair of the ERISA Litigation Practice.

Mr. Scogland regularly counsels clients on benefits issues in merger and acquisition transactions, the benefit implications of bankruptcies, investments by ERISA plans and ERISA fiduciary issues.

Leading Energy Tax Attorney Martha Groves Pugh Joins Thelen Reid & Priest LLP
Thelen Reid & Priest LLP announced today that prominent energy tax specialist Martha Groves Pugh has joined the firm‘s Tax Department as a partner in the Washington, DC office. Ms. Pugh joins Thelen Reid from McDermott Will & Emery LLP, where she was a partner and a leader of the firm’s Energy Tax Group.

Ms. Pugh is widely recognized as one of the premier attorneys on nuclear decommissioning, and has appeared before the Internal Revenue Service, Nuclear Regulatory Commission, Federal Energy Regulatory Commission, and state public service commissions. Ms. Pugh also has extensive experience in advising energy companies on a wide range of tax-related issues.

Kaye Scholer Welcomes David Stoll and Estate Planning Group
Kaye Scholer has announced the growth of the Wills and Estates Department in New York with the addition of partner David J. Stoll and three associates, Katherine P. Benett, Marceline B. Mosio and Bich-Nga H. Nguyen, all formerly of Simpson Thacher & Bartlett LLP. Mr. Stoll serves as co-chair of the Wills and Estates Department. He represents clients in complex estate planning, trust administration, estate administration and charitable giving.

Mr. Stoll was Senior Counsel in Simpson Thacher's Personal Planning Department. Following law school he clerked for the Hon. Samuel A. Alito, Jr. of the United States Court of Appeals for the Third Circuit. Mr. Stoll is a graduate of Columbia College, where he was elected Phi Beta Kappa, and Yale Law School, where he was a member of the Yale Law & Policy Review.
