Kelly Legier of Proskauer Appointed to Louisiana State Bar Association\'s Board of Governors
Proskauer Rose LLP, an international law firm with more than 700 lawyers in the United States and Europe, today announced that Kelly Legier, an associate who specializes in employee benefits litigation and labor and employment issues, has been appointed to the Louisiana State Bar Association's (LSBA) Board of Governors as one of three at-large members. The Board of Governors creates and implements the LSBA's strategic plan. Ms. Legier was tapped for this honor by Marta Schnabel, incoming president of the LSBA.

""We congratulate Kelly on her appointment to the Board of Governors and are proud of her continuing representation of the firm in the Louisiana State Bar Association and a number of other organizations in the community,"" said Howard Shapiro, head of Proskauer's New Orleans office.

Ms. Legier has held previous leadership positions in the LSBA, as both the chair of the Bar Governance Committee and the chair of the Minority Involvement Section of the LSBA. She is a member of the Board of Directors of the New Orleans Chapter of the Federal Bar Association, a Fellow of the Louisiana Bar Foundation, and an instructor for the National Institute of Trial Advocacy and Louisiana State University Trial Advocacy Program. In addition, Ms. Legier was previously appointed several times by the Louisiana Supreme Court to serve as judge pro tempore in First City Court of New Orleans, and she serves as recording secretary of the Executive Committee of the St. Thomas More Inn of Court. She also served as president of the Louis A. Martinet Legal Society (the local National Bar Association Chapter) from 2004 to 2006.

Ms. Legier received her J.D., cum laude, from Loyola University School of Law. She received her B.A., magna cum laude, from Loyola University. She has clerked for Judge Carl E. Stewart on the United States Fifth Circuit Court of Appeals and Judge Ivan L. R. Lemelle on the United States District Court for the Eastern District of Louisiana.

Proskauer's New Orleans office opened in October of 2004. Located in the heart of the New Orleans Central Business District, the office specializes in the nationwide defense of large national and global employers in the area of employee benefits litigation including ERISA 401(k) litigation, ERISA cash balance litigation, and other ERISA litigation. The office also practices in the area of general labor, employment, and employment litigation representing clients of all sizes, from major multinational corporations to small nonprofit organizations.

Leading Environmental Litigator Tracie Renfroe Joins King & Spalding as Partner
King & Spalding, a leading international law firm, announced today that Tracie J. Renfroe, a litigator with extensive experience handling environmental, toxic tort and product liability cases, has joined the firm as a partner in its Houston litigation group.

“We are proud to welcome an attorney of Tracie’s caliber to King & Spalding and are enthusiastic about the excellent trial skills and experience she offers our clients,” said Robert E. Meadows, managing partner of King & Spalding’s Houston office and a member of the firm’s Houston litigation group. “Tracie’s experience managing large complex cases and her successful track record in the courtroom will be extremely valuable as we continue to grow King & Spalding’s presence in Houston.”

Renfroe joins King & Spalding from Bracewell & Giuliani LLP, where she had a commercial and environmental litigation practice. She has represented refining companies, chemical and polymer manufacturers, aerospace contractors, deep injection well operators, manufacturing conglomerates and engineering firms in contamination, toxic tort and commercial cases. Most recently, she acted as national counsel for certain refiners in MTBE products liability and groundwater contamination litigation. She has also litigated commercial disputes involving indemnification agreements, breach of contract, fraud, conspiracy, tortious interference and product disparagement. Her product liability experience includes gasoline additives and other chemicals, diet drugs, and asbestos-containing products. She also represented professionals and corporations in professional negligence and securities fraud litigation.

Renfroe has been consistently ranked among the top environmental litigators in Texas by Chambers USA: America’s Leading Lawyers for Business. Legal publisher Law & Politics has named her a Texas Super Lawyer each year since 2003, and in 2005 it named her one of the Top 50 Female Lawyers in Texas. In 2004 she was recognized in the BTI Client Survey for providing best client service. She received a B.A., cum laude, from Baylor University and a J.D. from Baylor University School of Law. In addition to her pro bono work, she is Chair of the Houston Bar Foundation and serves on the Board of the Houston Food Bank.

Reed Smith Attorney Wins Suit that Confirms Learning Disabled Student Was Appropriately Placed in Private School
Although New York State law requires placement of special education students on a timely basis, a 15-year old student, known as E.A., was not offered placement in a state-approved school until after the 2005-06 school year had begun.

In order to provide for his son’s education, E.A.’s father enrolled him at the Robert Louis Stevenson School, even though that school for special education students is not on the state-approved list.

The student had been classified by the Committee on Special Education of the Department of Education as learning disabled and the parents had cooperated with the DOE throughout the placement process. Nevertheless, the DOE was unable to make the placement in a timely manner; it offered the placement on September 19, 2005.

The father brought suit against the New York City Department of Education and sought tuition reimbursement; the case was handled on a pro bono basis by Reed Smith LLP.

Based on testimony from the father and the Headmaster of the Robert Louis Stevenson School, and the cross-examination of the Committee on Special Education, the Impartial Hearing Officer ordered that the Department of Education defray the tuition expense for E.A. for the 2005-06 school year and reimburse the parents for the tuition previously paid.

Baker Botts Repeats as Who’s Who Legal’s ‘Global Oil & Gas Law Firm of the Year’
For the second year in a row, Baker Botts has been named ""Global Oil & Gas Law Firm of the Year"" in Who's Who Legal: The International Who's Who of Business Lawyers annual survey.

The 2006 awards identify the pre-eminent lawyer and firm in each of 27 practice areas covered by the publication.

South Texas College of Law Honors Fulbright’s Jim Sales for His Leadership
Fulbright & Jaworski’s Jim Sales was recently honored by the South Texas Alumni Association at “The Legacy of Honors 2006” Gala. Mr. Sales and Wayne Fisher, of Fisher, Boyd, were both honored on March 25 at the Houston Intercontinental Hotel. As a member of South Texas College of Law’s board of directors for 23 years and as chair of its Strategic Planning Committee for 2003-2004, Sales has been instrumental in guiding the growth of South Texas.

The event had over 600 attendees -- among them Joe Jamail, Ronald Krist, David Berg, Kenneth Tekell, Texas Supreme Court Justice Harriet O'Neill and, via video, Astros owner Drayton McLane.

Mr. Sales, former head of the litigation department at Fulbright for 20 years, currently serves as of-counsel in the Houston office. During his 43 years with the firm, Mr. Sales’ practice has concentrated on litigation of all types, with a heavy emphasis in tort-related litigation matters.

For the last 20 years, he has devoted his practice to defense of a variety of complex products liability cases. He has handled and tried numerous general liability, products liability, and general commercial liability cases in both the state and federal courts.

Weil, Gotshal & Manges LLP, the international law firm, advised Gestiones y Recuperaciones de Activos SA (formerly known as Weise Sudameris Leasing SA) in connection with the sale of mining concessions and related mining assets to a subsidiary of Gold Hawk Resources Inc. The transaction closed on March 28, 2006.
