Haynes and Boone Attorney Named to Police Investigation Review Panel
Haynes and Boone LLP, an international corporate law firm, announced Wednesday that Houston Mayor Bill White has named Haynes and Boone associate Jeff Dinerstein to Houston’s Citizen Review Committee.

Dinerstein, a Houston native and an associate in the Business Planning and Tax practice group for Haynes and Boone, assumed his position on the Committee [Monday] [April 10].

The Citizen Review Committee reviews internal police investigations that involve allegations of excessive force, discharge of firearms, serious bodily injury or death and other matters referred by the Chief of Police.

A 1999 magna cum laude graduate of Tulane University, Dinerstein earned his law degree from Washington University in 2002 and a Master of Laws degree in taxation from New York University in 2003.

Dinerstein also helped with the 2004 launch of the Houston Police Foundation, a non-profit group unaffiliated with the city of Houston that provides supplemental equipment for Houston police officers.

Fulbright One Step Closer to Getting Young Zheng\'s Green Card
A Houston Family Court has granted juvenile status to 17-year-old Chinese national Young Zheng, paving the way for Young Zheng’s road to freedom and citizenship. The court ruled that Young Zheng’s father, through the act of publicly disowning him and handing him over to “snake-head” smugglers, abandoned the boy at age 14.

HoustonFulbright persuaded the 309th District Court to grant its motion to give Young Zheng juvenile status. DHS Attorney Don Cassidy has stated on the record that he will no longer block Young Zheng’s path to obtaining residency in the United States.

Barely beating the deadline by 10 days (Young Zheng will turn 18 on April 23rd and could have no longer claimed juvenile status after that date), Young Zheng is now qualified for a permanent resident visa. Fulbright must now get ""express consent"" from a different division of DHS (Citizenship and Immigration Services), but, because Cassidy has acquiesced, the Fulbright team expects DHS to cooperate.

Young's case has weaved its way through a labyrinth of courts and administrative bodies, including the U.S. District Courts for the Southern District of Texas (before both Judge Harmon and Judge Hittner), the Immigration Court in Philadelphia, the Board of Immigration Appeals in Virginia, the U.S. Court of Appeals for the Third Circuit Court of Appeals and the Harris County 309th District Family Court. Now Young Zheng's I-360 Petition is pending before the U.S. Citizenship and Immigration Services Agency.

Young Zheng’s Fulbright team has consisted of partners John Sullivan, Terriann Trostle and Stewart Gagnon; associates Hannah Sibiski, Nick Morrow, Audrey Cumming, Kimberly Carter, Kate Blaine, Laura Morton, and Mark Emery; as well as the following law students who have accepted offers from Fulbright: Lara Pringle, Krystal Scott, Greg Moore, Cristina Lunders, Seth Isgur, Catina Haynes and Zack Hall.

Cooley Litigator, Michael Traynor, Named to American Academy of Appellate Lawyers
Cooley Godward today announced that senior counsel Michael Traynor has been approved unanimously for membership in the American Academy of Appellate Lawyers, an organization that recognizes outstanding appellate lawyers and promotes the improvement of appellate advocacy and the administration of the appellate courts.

“I am honored to be selected to join this prestigious organization and a group of the very best appellate lawyers in the country,” Traynor said. “I hope to be able to contribute to its continuing success and further the practice of appellate law through my participation.”

Traynor specializes in appellate litigation, intellectual property, business, and First Amendment litigation as well as internal corporate investigations and product liability and risk management counseling. Varied cases at the trial and appellate level have involved him in appearances before state and federal courts, including the U.S. Supreme Court, and also before administrative agencies and arbitrators. He is a member of the California Academy of Appellate Lawyers. He also serves as a mediator for the U.S. District Court in San Francisco.

Membership in The American Academy of Appellate Lawyers is by invitation and is open to individuals who possess a reputation of recognized distinction as an appellate lawyer. Members must have been in appellate practice for at least 15 years and only those persons with a recognized reputation for the highest integrity and excellence in appellate work are invited to join. Academy membership is limited to 500 members in the United States.

Traynor is President of the American Law Institute. He is also a member of the Board of Directors of the Lawyers Committee for Civil Rights Under Law, the Developmental Studies Center, and the Berkeley Community Fund. He also is a life fellow of the American Bar Foundation, a member and past president (1973) of the Bar Association of San Francisco, and a past chairman and president of the Sierra Club Legal Defense Fund (now Earthjustice).

In 2004, the U.S. Court of Appeals for the Ninth Circuit awarded him its outstanding lawyer award. The award, given in the name of John P. Frank, recognizes a lawyer who has ""demonstrated outstanding character and integrity; dedication to the rule of law; proficiency as a trial and appellate lawyer; success in promoting collegiality among members of the bench and bar; and a lifetime of service to the federal courts of the Ninth Circuit.""

Prior to joining Cooley, Traynor served from 1961 to 1963 as a deputy attorney general of the State of California, engaging in public law practice and litigation.

Traynor attended Harvard Law School, where he received a J.D. in 1960. He graduated from the University of California, Berkeley, in 1955 with a B.A. in Economics.

Bell, Boyd Co-Sponsors French Life Sciences Awards and America-Israel Business Exchange During BIO 2006
In addition to Bell, Boyd & Lloyd's participation as an exhibitor in BIO 2006, the Annual Convention of the Biotechnology Industry Organization held in Chicago April 9-12, 2006, the firm supported related international events held during the conference.

Bell, Boyd was one of two co-sponsors for the 6th Annual French Life Sciences Awards 2006, a program of the Invest in France Agency. The event honored Cerenis Therapeutics, Eli Lilly and Company and Stryker for their significant biopharmaceutical investments in France. Also co-sponsoring the awards event was LyonBiopole, a consortium of Lyon-based biotechnology corporations, medical schools, hospitals and local governments.

Bell, Boyd attorneys and their international clients joined French dignitaries at the event held at the Sofitel Grand Ballroom on Monday April 10th. Guests included the President of the Invest in France Agency, Clara Gaymard, who is also Ambassador, Special Representative of France for International Investment; Jean-David Levitte, the Ambassador of France to the United States; and Christine Lagarde, French Minister of Foreign Trade. Invest in France is the official French government agency set up to offer support for foreign investment and business projects.

Bell, Boyd also co-sponsored and attorneys participated in the 10th Annual America-Israel Business Exchange an initiative of the America-Israel Chamber of Commerce Chicago, the Israel Life Science Industry Organization (ILSI), and the Illinois Biotechnology Industry Organization. The two-day event on April 6-7 at the Illinois Science + Technology Park, showcased some of Israel's life science technologies and encouraged collaboration between life science companies from Israel and leading U.S. companies based in the Midwest.

Our Life Sciences attorneys participated as conference committee members and speakers at BIO 2006 and joined the Illinois delgation as an exhibitor in the Illinois Pavilion. Conference organizers report attendance exceeded 19,000, the largest turnout in the history of the biotech industry event.

Baker Hostetler Continues Expansion of its New York Office New Partners Bring Business Litigation, Tax and Bankruptcy
Baker Hostetler announced today the expansion of its New York Office with the addition of three new partners. These individuals will substantially increase Baker Hostetler’s depth of experience in the areas of tax, bankruptcy and business litigation, which supports the firm’s strategy of expanding its practice areas to better serve clients both locally and nationwide.

Joining the firm as partners are John Siegal, Elizabeth A. Smith and Douglas E. Spelfogel:

John Siegal: Mr. Siegal is a business litigator. He has substantial experience as a trial and appellate advocate appearing in Federal and State courts and arbitration tribunals in 15 states and internationally. He handles real estate, media and financial services cases involving contract, partnership, fiduciary duty, trade secrets, libel, privacy, executive employment, antitrust, government contract and business fraud issues. Mr. Siegal has been deeply involved in New York government and public affairs throughout his career, including serving as an Assistant to former Mayor David N. Dinkins, Chair of Mark Green's 2001 mayoral campaign and Counsel to Congressman Anthony Weiner's 2005 mayoral campaign.

Elizabeth A. Smith: Ms. Smith has substantial experience providing tax planning advice and representing corporations and individuals in all aspects of tax controversy. Her experience includes advising clients on a multitude of Federal and New York State income tax issues with respect to mergers, acquisitions, restructurings, debt and equity offerings, accounting, depreciation, and deductibility issues. Douglas E. He has served as counsel to various parties in national reorganizations including: Williams’ Communications, Enron, Inc., K Mart, Herman’s Sporting Goods, Inc., and Sesame Street Retail Stores, Inc. Based on his experience, Mr. Spelfogel has been named one of the top 10 unsecured creditor lawyers in the nation by Bankruptcy Insider, a prominent industry publication.
