BARRY S. NEUMAN JOINS CARTER LEDYARD & MILBURN’S WASHINGTON, DC OFFICE
Carter Ledyard & Milburn LLP announced today that Barry S. Neuman will join the firm as Counsel in the Washington, DC office effective today. The addition bolsters the firm’s renowned national environmental and litigation capabilities. Mr. Neuman was previously in private practice and will continue to serve his clients as he begins work with Carter Ledyard’s environmental and litigation teams.

Carter Ledyard & Milburn LLP’s Environmental Practice Group was established in 1994 and is headed by Stephen L. Kass, Clifford P. Case, III, and Jean M. McCarroll (former partners at Berle, Kass & Case, a firm noted for its expertise in environmental law since 1972 and where Mr. Neuman began his legal career) and Michael C. Davis. The group has been involved in many of the recent major New York City infrastructure and facility projects, representing both governmental and private clients in the preparation of environmental impact statements and assessments under federal and state law, as well as in a broad range of environmental litigation and administrative proceedings.

“We are pleased to welcome Barry to our firm,” said Michael C. Davis, Managing Partner of Carter Ledyard’s Washington, DC office and member of its environmental practice group. “Barry’s extensive experience representing federal agencies, public interest groups and the regulated community in groundbreaking cases is an excellent complement to our environmental practice.”

“Barry’s arrival greatly enhances our federal and state litigation capabilities,” said Larry F. Carnevale, Executive Committee Member and Chair of the firm’s Litigation Department. “His extensive experience in commercial litigation, toxic torts, environmental, administrative proceedings and appellate work will further strengthen our ability to offer our clients full-service capabilities with the personal attention of a mid-sized firm.”

Mr. Neuman’s legal career has focused on complex litigation and environmental law. He has enjoyed an active national practice representing corporations and their principals, municipal governments, trade associations and business coalitions in an array of regulatory and litigated matters under major federal environmental statues and state counterparts. Some of his major cases include negotiating a precedent-setting settlement against one of the nation’s largest electric utilities, serving as trial counsel to a Fortune 600 plaintiff in a 50-day trial for contribution under CERCLA, and serving as lead trial counsel on behalf of a chemical company in a two-week administrative trial successfully challenging the State’s termination of discharge permits. Mr. Neuman also pursues an active commercial litigation practice. Recently, he obtained the first ruling from a federal court granting coverage under an insurance policy for business interruption losses sustained at airports nationwide in the wake of the 9/11 terrorist attacks, and he obtained a $2.5 million jury verdict on behalf of the former president of a high-tech company in a breach of contract/fraud case.
Mr. Neuman has served as an attorney in the Office of General Counsel of the Environmental Protection Agency, and as a trial and appellate attorney in the Environmental Defense Section of the U.S. Department of Justice. During his government tenure, Mr. Neuman litigated and argued many major cases involving the Clean Water Act, Clean Air Act, Endangered Species Act and Uranium Mill Tailings Act.

Mr. Neuman received his B.A. with high distinction from University of Rochester in 1971 and his J.D. in 1974 from University of California at Berkeley School of Law. He is admitted to practice in New York, District of Columbia and Maryland. Mr. Neuman writes and lectures frequently on environmental law, and his articles have been quoted and relied on by federal appellate and district courts. He also serves on the Editorial Advisory Board of the EPA Administrative Law Reporter.

Carter Ledyard & Milburn LLP (www.clm.com), established in 1854, has more than 120 attorneys and is headquartered on Wall Street, with additional offices in midtown Manhattan and Washington, DC. A significant portion of the firm’s broad-based commercial practice involves the representation of overseas-based clients and their U.S. affiliates, representation of financial institutions and other financial services providers, representation of governmental entities and representation of media and technology clients.

David Foster and Christina Howard joined WFW as trainees in 1995 and it is gratifying that they have chosen to remain with the firm as their careers have developed.

David is a member of the firm’s international litigation group. With his broad experience in finance litigation and general commercial disputes, he has built an outstanding reputation as a litigator. He was heavily involved in last year’s Dabhol Arbitration, acting for the Indian Government in its case against GE and Bechtel. He also acts for numerous banking clients, as well as clients in the offshore oil and gas sectors. David joined as a trainee in 1995.

Christina Howard joined WFW in 1995 as a trainee and qualified into our international corporate group in 1997. Her practice is in mainstream M&A, JVs and IPO work. She has developed key client relationships across shipping and energy, two of the firm’s core sector strengths. In particular Christina has recently been involved in several leading projects in relation to the renewable energy sector.

The final promotion is Madeline Leong, a member of the international finance group based in our Singapore office. She specialises in asset, project and structured finance and has acted for most of the leading banks and financial institutions, as well as acting for a wide range of shipowners, in relation to sale and purchase of vessels and shipping projects. Madeline joined the firm in 2003.

“These promotions demonstrate the potential for individuals to grow their careers at WFW. They underline our commitment to expand the firm at the same time as ensuring the profitable growth in our business. I have no doubt that these three talented individuals will continue to have a positive impact on our business and the legal profession,” commented Michael Greville, Managing Partner.
