Former FDA Regulatory Counsel Elaine Tseng Rejoins King & Spalding\'s FDA/Healthcare Practice
King & Spalding, a leading international law firm, announced today that Elaine Tseng, who for the past three years has served as Regulatory Counsel in the U.S. Food and Drug Administration's Office of Regulatory Policy, has rejoined the firm's FDA/Healthcare practice as Counsel.

Tseng will be affiliated with the firm's Washington, D.C.-based FDA/Healthcare Group, but will be resident in San Francisco, Calif., from where she will serve the firm's West Coast-based clients and develop new business for the practice in that region.

""During her previous time at the firm, she developed a reputation as an astute and skillful advocate for pharmaceutical and medical device clients, and now she has even more to offer them after spending three years at the FDA.""

At the FDA, Tseng served as Regulatory Counsel at the Center for Drug Evaluation and Research in the Office of Regulatory Policy. In that role, she developed regulations, guidance and policies concerning FDA's regulation of pharmaceuticals. Her main areas of focus were interpretation of Section 505(b)(2) of the Federal Food, Drug, and Cosmetic Act; follow-on biologics, risk management for drugs; and interpretations of the Hatch Waxman provisions of the statute.. While at FDA, she earned several top honors, including the Department of Health and Human Services' Secretary's Award for Distinguished Service, one of the department's highest honors. Prior to joining the FDA in 2003, Tseng spent five years practicing in King & Spalding's FDA/Healthcare group, during which she advised medical device, biotech and pharmaceutical companies on FDA regulatory matters.

The firm's FDA/Healthcare Group includes twenty-two attorneys and four regulatory professionals who dedicate their practice on representing pharmaceutical, biotechnology, and medical device companies on the full-range of FDA, healthcare, and reimbursement issues.

Tseng earned a law degree from Harvard Law School and B.A. degrees in Government and Economics, magna cum laude, from Cornell University.

King & Spalding Partner Joseph Bankoff Named CEO of Woodruff Arts Center
Joseph R. Bankoff, a senior partner of King & Spalding, a leading international law firm, has been named president and chief executive officer of Atlanta's renowned Woodruff Arts Center. Bankoff, a 30-year veteran of the Atlanta-based law firm, will assume the post in September. He succeeds Shelton g. Stanfill, who retires in June.

Bankoff will become counsel of King & Spalding in September and a retired partner after the end of the year.

The Woodruff Arts Center is the largest arts center in the Southeast and one of the three largest in the nation. It combines five visual and performing arts divisions on one campus as one not-for-profit organization. Opened in 1968, the Woodruff Arts Center is home to the Alliance Theatre, the Atlanta College of Art, the Atlanta Symphony Orchestra, the High Museum of Art, Young Audiences and the 14th Street Playhouse.

Bankoff joined King & Spalding in 1972. An experienced trial lawyer with more than 30 years' experience in patent, technology and communications law, he is recognized as one of ""Atlanta's Best Lawyers,"" one of The Best Lawyers in America and one of Georgia Trend magazine's ""Legal Elite."" A long-time arts and civic leader in Atlanta, he negotiated record-setting television rights for the 1996 Olympic Games, led the Atlanta Regional Arts Task Force and the formation of the Metropolitan Atlanta Arts and Culture Coalition (MAACC) and was vice chair of the Atlanta Symphony Orchestra.

Hunton & Williams Lawyer Julia Sexton Recognized During National Victims’ Rights Week
Hunton & Williams LLP is pleased to

was one of five victim rights advocates
honored by the United States Attorney
of the Western District of Virginia,
the Jefferson Area Victim Assistance
Coalition, and the FBI. The five were
recognized at an April 24 luncheon in
Charlottesville for their work helping victims
maneuver through the often painful
criminal justice system.

everything you do for the criminal justice
system,” U.S. Attorney John L. Brownlee,
Western District of Virginia, told the
honorees.
The firm’s pro bono office in
Charlottesville opened in September
2005, in partnership with the University
of Virginia School of Law, to provide
free legal services to low-income
Charlottesville area victims of domestic
violence and to immigrants seeking
asylum from persecution in their country
of origin. Cases are referred to the Pro
Bono Partnership office through the Legal
Aid Justice Center, the Commonwealth’s
Attorneys office and local women’s
shelters. Since its opening, the office
has exceeded it expectations, providing
more than 4,000 hours of service to the
community.

Fenwick & West Represents VeriSign in Acquisition of GeoTrust
May 17, 2006 (Mountain View and San Francisco, CA) – Fenwick & West LLP represented VeriSign, Inc. (NASDAQ: VRSN) in its acquisition of GeoTrust, Inc., a supplier of SSL and other solutions to secure e-business transactions. VeriSign will pay approximately $125 million in cash for GeoTrust. The acquisition is subject to regulatory approvals and other conditions and is expected to close in the second half of this year.

Femwick & West Sponsors Largest Educational Event for Women Angel Investors
Over 100 women angel investors converged in San Francisco for the largest event ever held to educate women on angel investing – the First National Women’s Angel Colloquium. “With only 20,000 women angels nationwide, this gathering is a significant event,” commented keynote speaker, Audrey MacLean, adjunct professor at Stanford University and Forbes’ Dealmaker with the Midas Touch. “I commend the Women's Technology Cluster for hosting the Colloquium.”

Attracting attendees from as far as Chicago, the Colloquium was comprised of two separate full day sessions - one designed for novice angel investors and the other for experienced angel investors. Incorporating the Power of Angel Investing materials developed by the Ewing Marion Kauffman Foundation, the attendees benefited from insights from 45 keynote speakers and faculty. The faculty included prominent angel investors, early stage VCs, and angel group leaders, such as Sue Preston, founder of the first women’s angel group, Seraph Capital Forum; Shanda Bahles, General Partner, El Dorado Ventures and Forbes’ Dealmaker with the Midas Touch; Dr. Ian Sobieski, Band of Angels; Dr. Ellen Levy, advisor to Draper Fisher Jurvetson; Carol Sands, founder, The Angels Forum; Cindy Padnos, Outlook Ventures; Allan May, founder, Life Science Angels; William Reichert, Garage Technology Ventures; Christine Herron, Omidyar Network; Amanda Reed, Palomar Ventures; Randy Williams, founder Keiretsu Forum; and Ken Elefant, Opus Capital. The day began with morning keynote Mike Underhill, Managing Director, Pacific Corporate Group LLC.

Keynote speaker Susan Wojcicki, a VP of Product Management for Google, commented on the value that angel investors contributed to Google early on in assisting with recruiting top quality people - an area in which Google has continued to excel. ""Of the first 35 hires, 7 became VPs."" Susan's affiliation with Google began in 1998 when she rented her garage to Larry Page and Sergey Brin, Google's co- founders. She joined the company as soon as it moved out of her garage and into its headquarters.

Audrey MacLean closed the Colloquium by sharing her insights after many years of successful angel investing which included investing in over six companies that went public. “There are a lot of good ideas, but precious few good opportunities.”

The WTC, together with the lead sponsors Fenwick & West LLP, Ewing Marion Kauffman Foundation, Charles Schwab, and U.S. Trust, created the event to inform women about angel investing and to enhance the skills of women angel investors.

Marianne Short Named To Lead International Law Firm Dorsey & Whitney
One of the largest U.S. law firms – and the largest Minnesota-based firm – has selected its first female managing partner. Dorsey & Whitney LLP today announced that trial attorney and former Minnesota appellate court judge Marianne D. Short will lead the country’s 68th largest U.S. law firm. Short, who will continue her trial practice while serving as managing partner for the AmLaw 100 firm, will succeed current Dorsey head Peter S. Hendrixson in January 2007.


Hendrixson is completing his second three-year term in the leadership role at Dorsey, and will return full-time to his trial practice at the firm.


Short is a seasoned trial lawyer with 30 years of experience in the courtroom. She has served as trial and appellate counsel for a number of major companies in important litigation, including antitrust, health care, products liability, securities and class action lawsuits. Short joined Dorsey in 1977, and was named a partner in 1983. In 1988, she was appointed a judge of the Minnesota Court of Appeals, where she authored more than 900 opinions across a wide range of civil and criminal law cases.


Short left the bench in 2000 and returned to the Dorsey Trial group. She has been a member of the firm’s policy committee, a governing body elected by Dorsey partners, since 2001.


“Marianne is a superior attorney whose success as a litigator is the result of tremendous skill, high integrity and a tenacious focus on clients’ goals,” said Hendrixson. “As a trial attorney and as a judge, Marianne has significantly impacted and influenced Minnesota laws and the state’s justice system.”


In 2005, Short successfully defended health insurer Medica in a case with implications for corporate governance and government oversight of nonprofit companies. As lead counsel for Medica, Short won a Hennepin County District Court bench trial ending in dismissal of a four-year lawsuit brought by the State of Minnesota.


“In selecting Marianne Short as managing partner, Dorsey has secured the talents of a strong leader who has all the presence and vision required for this demanding role,” said U.S. Bank General Counsel Lee Mitau. “I’ve known Marianne as a friend and colleague for 23 years, and am confident she will succeed in taking this great law firm to new levels of excellence. It’s highly unusual, in my experience, to find a superb trial lawyer and appellate judge who also possesses the leadership and personal skills required to lead a large firm. Dorsey is lucky to have Marianne in this position.”


Short is equally well known and respected for contributions of time and talent to organizations and initiatives throughout the community and within the legal profession. “Marianne shares her leadership abilities and energy with the boards of numerous arts, education and human services organizations. And her commitment to helping and mentoring women attorneys is unparalleled,” said Hendrixson.


Short is a member of the Boston College Board of Trustees; the Boston College Law School Board of Overseers; Saint Thomas Academy Board of Trustees; the University of Minnesota Law School Board of Visitors; the Minneapolis Club Board of Governors; the Fund for the Legal Aid Society Board of Directors; and the Academy of Certified Trial Lawyers in Minnesota. She is a Fellow of the American Bar Foundation, and serves on two Supreme Court Advisory Committees.


In 2005, Short was named to the American Academy of Appellate Lawyers. She received her law degree from Boston College of Law, and is a graduate of Newton College of the Sacred Heart, Massachusetts.

Cozen O\'Connor Chairman Receives Distinguished Service Award from University of Pennsylvania Law School
Cozen O’Connor founder and chairman, Stephen A. Cozen, was recently honored by the Law Alumni Society at the University of Pennsylvania Law School, receiving the Distinguished Service Award, The Goat. The award is presented to a member of the Penn Law community who has distinguished himself by outstanding service to the law school.

The Goat is the law school’s “mascot,” better known as the Hsieh-Chai, the ancient Chinese supernatural animal that is goat-like in appearance but with only one horn. It is endowed with the faculty of detecting the guilty and can distinguish between the crooked and the upright. In the days of the Shun (legendary sage – ruler, circa 2200 B.C.) when the famous minister Kao Yao tried cases in which guilt was uncertain, he would order the Hsieh-Chai to butt the guilty. Those who were in fact guilty would be butted, whereas it would not butt the innocent.

In a letter announcing the award, Michael A. Fitts, dean of the University of Pennsylvania Law School, and Tai Chang Terry, president of the Penn Law Alumni Society, said, ""No individual has contributed as much to the Law School as you have or is as deserving of credit for its success as you are.""

An accomplished litigator and counselor, Cozen is a fellow in the American College of Trial Lawyers, a designation held by only the most respected and experienced court room practitioners. He is also well-recognized as a consummate strategist, an appellate advocate, and is frequently called upon for specialized appellate advice, counsel and oral advocacy before both state and federal appellate courts. Cozen is also a nationally recognized lecturer and author on a wide variety of legal and litigation issues. Judicial opinions frequently cite his articles and texts as authoritative references.

In connection with government relations, Cozen has served as chair of the Department of Energy Advisory Committee on Fire Safety, and the Insurance Department Transition Team for Governor Rendell in Pennsylvania.

Cozen has also been an important player in major financial transactions, including one of the largest national sports deals in recent history: the purchase of the Philadelphia 76'ers, by Spectacor, and the sale of its arena sports franchise (Philadelphia Flyers) to Comcast.

Cozen serves on numerous education and philanthropic boards, including The Kimmel Center for the Performing Arts, the Federation of Jewish Agencies, The National Museum of American Jewish History and the University of Pennsylvania's Institute for Law and Economics and its Law School Board of Overseers. In 2002, he was elected to the reconstituted board of directors for the Shoah Foundation and was awarded The Anti-Defamation League’s (ADL) highest honor – The 25th Annual Americanism Award. He also serves on the boards of the Pennsylvania Medical Reinsurance Corporation, Assured Guaranty Ltd. and United America Indemnity Ltd. He was selected a 2005 ""Pennsylvania Super Lawyer"" by his peers, appearing in Philadelphia magazine and Pennsylvania Super Lawyers.

Cozen earned his undergraduate degree and law degree, both with honors, from The University of Pennsylvania in 1961 and 1964, respectively. He is admitted to practice in Pennsylvania before all the courts of Pennsylvania, and in addition to many U.S. District Courts and U.S. Court of Appeals, the U.S. Supreme Court and the U.S. Court of Federal Claims.
