New York Associate Adds Financing Experience to Lending Group
Blank Rome is pleased to announce that Amoy W. Chambers has joined the Firm as an Associate in the Financial Services group. Ms. Chambers will be based in Blank Rome’s New York office.

Prior to joining Blank Rome, Ms. Chambers served as a Corporate Associate for the New York law firm of Fried, Frank, Harris, Shriver & Jacobson LLP. Ms. Chambers’ practice includes representation of commercial and investment banks and companies in the real estate sector, mezzanine financing providers, and issuers and underwriters in connection with syndicated senior financings, acquisitions, recapitalizations, restructurings, securitizations, collateralized debt obligations, commercial loans, and mezzanine financings. In addition, Ms. Chambers focuses on the negotiation of transaction documents, including intercreditor, loan, participation, assignment and assumption, pledge and security, and operating agreements.

Admitted to practice in New York, Ms. Chambers received her law degree from Benjamin N. Cardozo School of Law, where she was Symposia Editor, Cardozo Journal of Conflict Resolution. Ms. Chambers holds a Bachelor of Arts in Sociology and English from Binghamton University (SUNY).

Corporate Attorney Joins Buchanan Ingersoll in San Diego
Buchanan Ingersoll's Corporate Finance & Technology Group has announced the addition of William A. Reavey, special counsel, in the firm's San Diego office.

Reavey's practice is focused on international business transactions, cross-border investment in Mexico, structuring international joint ventures, real estate development, construction, leasing and finance. His experience includes representing buyers and sellers in M&A transactions involving private companies; negotiating IT outsourcing contracts; representing a private, nonprofit university; and advising corporate clients on contract disputes, leasing and handling hazardous materials.

San Diego's rapid development over the past 20 years has resulted in Reavey's real estate practice being focused on the representation of developers and users of commercial real estate. The recent boom in Mexico resort development has led to his representing U.S. developers in the acquisition of large tracts of land throughout Baja California for development of resort communities. Over the years, Reavey has also gained experience in matters involving compliance with RESPA by real estate brokers, title insurance companies and other settlement service providers.

Reavey has represented Native American tribes on non-gaming matters including casino construction contracts, leasing, executive employment agreements, waivers of tribal sovereign immunity and casino management agreements.

After serving on active duty in the United States Air Force from 1966 to 1973, Reavey remained in the Reserves until his retirement as a lieutenant colonel in 1992.

He is a member of the American, California and San Diego County Bar Associations, as well as the Board of Trustees of the Anza-Borrego Foundation.

Reavey received his J.D. degree from Yale University in 1976, where he also earned an M.A., degree in international relations in 1968. He earned a B.S. degree in international affairs from the United States Air Force Academy, graduating in 1966 as a distinguished graduate.

BLB&G Partner Jerry Silk Featured on CNBC’s Morning Call; Discusses Emerging Stock Options Backdating Scandals
BLB&G Partner Jerry Silk, lead attorney in the shareholder derivative litigation filed against UnitedHealth Group Inc. (“UnitedHealth,”) was a featured speaker on CNBC’s television program, Morning Call. In a lengthy segment, Mr. Silk provided extensive commentary on the emerging and widening accounts of stock options backdating, which are the focus of numerous regulatory investigations and private actions.

The UnitedHealth suit was filed by BLB&G on behalf of five public pension funds against certain current and former executive officers and members of the Board of Directors of UnitedHealth, charging that they obtained, approved, and/or acquiesced in the issuance of stock options to senior executives that were unlawfully backdated to provide the recipients with windfall compensation, at the direct expense of UnitedHealth.

As Mr. Silk explains on Morning Call, options backdating results in illegal excess compensation for these executives:

“If you know how the stock performed, then you can go back in time and pick a date when the stock was lower; your option is immediately in the money-and that’s extra compensation to the executives... sometimes hundreds of millions of dollars.

Sonnenschein Scholars Named for 2006
Law firm Sonnenschein Nath & Rosenthal LLP today announced that 50 students representing 25 leading U.S. law schools have been selected as Sonnenschein Scholars for 2006. Each student will receive a $4000 summer stipend to help underwrite their work with a public interest agency of their choice.

Sonnenschein established the Sonnenschein Scholars public-service program this year as a centerpiece of its centennial celebration. Over the next five years, two first-year law students from each of the participating law schools will be named annually.

“We can think of no better way to commemorate our 100th anniversary than by providing future lawyers the opportunity to take on their first pro bono projects,” said Duane C. Quaini, Sonnenschein chairman. “Our firm--and the legal profession as a whole--has a long history of public service, and we look forward to such outstanding individuals as this year’s Sonnenschein Scholars to carry on the tradition.”

The 2006 Sonnenschein Scholars have chosen a wide variety of public interest agencies to work with this summer. They range from the Cabrini Green Legal Aid Clinic in Chicago, the Mexican American Legal Defense and Education Fund in Los Angeles and the Children’s Law Center in Washington, D.C. to the Brennan Center Poverty Program in New York, the Mental Health Advocacy Project in San Jose, Calif., and the Public Interest Legal Advocacy Project in Phnom Penh, Cambodia.

“We created the Sonnenschein Scholars program to make it possible for deserving students to pursue their commitment to public service, whether their dream may be to represent abused women and children, fight discrimination, or advocate on behalf immigrant rights,” said Jerome T. Wolf, a Sonnenschein partner spearheading the effort. “All of our Scholars are eagerly anticipating the practical experience that they will gain this summer, and we look forward to learning how they were able to make a difference in the communities in which they served.”

Saul Ewing Attorney Elected Baltimore Assistant Chair of the Maryland Bankruptcy Bar Association
Gary H. Leibowitz, an Associate in Saul Ewing’s
Bankruptcy and Restructuring Department and resident in the Baltimore office, was recently
elected Baltimore Assistant Chair of the Maryland Bankruptcy Bar Association.
Mr. Leibowitz focuses his practice on corporate reorganizations, creditors' rights issues
and litigation arising in Chapter 11 bankruptcy cases. He has served as counsel for numerous
parties including debtors, creditors’ committees, secured and unsecured creditors, landlords, and
trustees in Chapter 11 cases. He has significant experience in various aspects of bankruptcy
practice including: voluntary and involuntary petitions, stays and injunctions, contracts and
leases, claims litigation, preference and fraudulent transfer litigation, reorganization plans, and
liquidations.
Mr. Leibowitz also has extensive experience in an array of litigation involving disputes

King & Spalding\'s Philip Weems and Stéphane Gauducheau Edit Special LNG Section For Global Energy Portal Oil, Gas & Energy Law Intelligence
Philip R. Weems, a partner and head of the Global Transactions practice of King & Spalding, a leading international law firm, and Stéphane D. Gauducheau, a lawyer in the firm's London office, are editors of a special feature on liquefied natural gas in the May 2006 issue of Oil, Gas & Energy Law Intelligence, a global energy law portal also known as OGEL.
