Dickstein Shapiro Receives Prestigious MCCA Thomas L. Sager Award
Dickstein Shapiro Morin & Oshinsky LLP is proud to announce that it has been honored with the Minority Corporate Counsel Association’s (MCCA) Thomas L. Enhancing diversity is a component of Dickstein Shapiro’s strategic plan and is integrated in firm culture. The Thomas L. Sager Award is given annually in five different regions. Dickstein Shapiro is the sole recipient of the award for the Mid-Atlantic region. The firm will be honored, along with the winners of the MCCA’s ""Employer of Choice"" Award, at the Mid-Atlantic Region Dinner, to be held at the JW Marriott in Washington, DC, on June 13, 2006. Thomas L. Sager, the award’s namesake, is Vice President and Assistant General Counsel of DuPont Company and is a member of the MCCA’s Board of Directors.

Carlton Fields Shareholder, Phyllis F. Granade, Appointed to Vice Chair of the Health Information & Technology Practice Group of AHLA
Carlton Fields Atlanta Shareholder Phyllis F. Granade was appointed to Vice Chair of the Health Information & Technology Practice Group of the American Health Lawyers Association (AHLA).

In addition to providing general health law advice to her clients, Granade has established a nationally recognized reputation in the fields of HIPAA Privacy and Security Law and Telemedicine and e-health law. Her largest clients are publicly-traded hospital chains, but she also represents non-profit hospital systems, academic medical institutions and many other participants in the health care industry.

Granade also has assisted the investment banking industry with health care company acquisitions. She serves as a member of the Advisory Board for the Center for Biophotonics Science and Technology (CBST), a National Science Foundation Center for Science. Granade has spoken before the Congressional Ad Hoc Steering Committee on Telemedicine and Health Care Informatics, the Montana Hospital Association, the California Medical Board, and the Federation of State Medical Boards regarding the legal issues related to telemedicine. She frequently speaks at conferences, including those sponsored by the American Health Lawyers Association, regarding privacy and security issues concerning patient identifiable information.

Granade received her A.B., cum laude, Phi Kappa Phi, from the University of Georgia and received her J.D. from the University of South Carolina School of Law. She is a member of the South Carolina and Georgia Bar Associations

FORMER CHAIRMAN OF THE MASSACHUSETTS DEPARTMENT OF TELECOMMUNICATIONS AND ENERGY JOINS BROWN RUDNICK
Brown Rudnick, a premier international law firm, today announced that attorney Paul G. Afonso has joined the firm, bringing 20 years of energy, legislative and regulatory experience and a strong background in international trade law. Mr. Afonso served as Chairman of the Massachusetts Department of Telecommunications and Energy (DTE) from 2003 to 2005, and since then has remained on the DTE board as a commissioner. He is noted for his expertise in regulatory policies and legislation related to electricity, gas, water, cable television, telecommunications, pipeline engineering and safety, railway, trucking and bus services. At Brown Rudnick, Mr. Afonso will focus his practice on these industry sectors, helping clients navigate through complex state and federal regulatory policies. As Co-Practice Leader of the firm’s Boston Government Law & Strategies Group, Mr. Afonso plans to divide his time between Brown Rudnick's Boston and Washington offices. While at the DTE, Mr. Afonso served as Chairman of the Energy Facilities Siting Board, the agency charged with reviewing major generation, electric transmission, gas storage facilities and certain gas pipelines. This agency also represents the Commonwealth before the Federal Energy Regulatory Commission on projects within Massachusetts that are subject to that agency's jurisdiction. As Chairman, he oversaw the review of a key petition for the Cape Wind project, the nation's first major off-shore wind project. He also led the review of a major infrastructure project with a 345 kV electric transmission line into the greater Boston area. 2 Before being appointed as Chairman of the Massachusetts DTE, Mr. Afonso served as that department’s general counsel, where he acted as chief legal and policy advisor to the chairman and commissioners. In this role, he helped oversee state regulatory policies, governing rates and quality of service for electric generation, gas supply, telecommunications, cable television and transportation. Mr. Afonso also served a term as President of the regional body of New England public utility regulators - New England Conference of Public Utility Commissioners. Complementing his background in state matters, Mr. Afonso also brings extensive experience in federal regulatory issues. He has served as legislative liaison to federal regulatory agencies, including the Federal Communications Commission (FCC) and Federal Energy Regulatory Commission (FERC). Assisting the Office of the Attorney General, he has also defended DTE orders on appeal before the Supreme Judicial Court and federal courts. “Paul Afonso is a highly respected legal and regulatory expert, and we are very pleased that he has decided to join the firm,” said Brown Rudnick CEO Joseph F. Nikolas Tysiak Joins Steptoe & Johnson PLLC
Nikolas Tysiak has joined the Business Department of Steptoe & Johnson PLLC practicing in the firm’s Charleston office as an associate. Tysiak will focus his practice in the areas of energy and real estate law. He received his legal education from the Washington College of Law at American University in Washington, DC, where he briefly worked at the Department of Labor and the Department of Justice. Tysiak received his Bachelor of Arts with a dual concentration in Government and History from the College of William and Mary in Virginia in May of 2002.

Ms. Rocktashel received her Juris Doctor degree, with honors, on May 21, 2006, from The National Law Center at The George Washington University. Ruskin Moscou Faltischek Announces 2006 Summer Associates
Ruskin Moscou Faltischek, P.C. announced today that, effective June 5, 2006, David R. Schoenhaar and Jamie J. McFarland have joined the firm as 2006 summer associates. Jamie J. McFarland completed her second year at
Fordham University School of Law in Manhattan, where
she is a member of the Sports Law Forum and serves as a Symposium Editor. Last summer, Jamie worked as a summer associate with McGivney & Kluger; prior to that, she spent three years as an advertising account executive with J. Walter Thompson in New York City.
