Tax Lawyer Kathleen M. Nilles Joins Holland & Knight’s Washington Office
The international law firm Holland & Knight announced today that Kathleen M. Nilles, a former tax counsel for the Committee on Ways & Means in the United States House of Representatives, has joined the firm’s Indian Law practice group as a partner.

Ms. Nilles will focus her practice on the unique federal and state tax issues faced by non-profit and governmental entities. Over the course of her career, she has advised clients on appropriate structures for business and economic development activities, alternative risk financing vehicles, the tax-efficient design of governmental programs, and compliance with federal reporting and tax withholding requirements. Her client base includes tax-exempt hospitals and health care organizations, charitable foundations, trade and professional associations, insurance entities and tribal governments from around the country.

“Ms. Nilles is a fine lawyer whose in-depth experience handling tax issues and IRS audits for governmental and non-profit organizations will be a valuable resource to our clients,” said Jerome Levine, head of the firm’s Indian Law group and Executive Partner of the Los Angeles office.

Ms. Nilles also helps clients navigate the halls of Congress when they are seeking or opposing statutory tax law changes. In the legislative arena, she has worked to obtain federal excise tax relief for medical inhalers, clarification of the federal unemployment tax treatment of tribal employers, and provision of a specific tax exemption for charitable risk pools. In addition, she assisted tribal governments in their successful defense against the imposition of a UBIT-style tax on tribal their economic development activities. She is currently involved with efforts to clarify the tax treatment of certain government pension plans, to reform the standards for tax-exempt hospitals and other charitable organizations and to provide a federal framework for simplified state sales tax collection.

Ms. Nilles received her J.D. from the University of Virginia in 1985, her L.L.M. (Tax), with distinction, from the Georgetown University Law Center in 1992, her M.A. in Religion, Tew Prize, from the Yale Divinity School in 1976 and her B.A. magna cum laude from Santa Clara University in 1973. She is a member of the District of Columbia Bar and is admitted to practice before the United States Tax Court.

She has authored and co-authored numerous publications, including Tax Exempt Status of Health Care Organizations (BNA Health Law and Business Portfolio: 1996), Giving with Honor: A Legal Reference on the Charitable Activities of American Indian Tribes (Council on Foundations: 1998), “Tribal Bonds Under Scrutiny” in American Indian Report (December 2002), and the chapters on offshore captives and the foreign insurers excise tax in Alternative Risk Financing Options for Health Care Organizations (American Health Lawyers Association: 2005).

Gibson Dunn Associate Mark Vlasic Selected as a White House Fellow
Gibson Dunn is pleased to announce D.C. associate Mark Vlasic has been appointed by President George W. Bush as a 2006-2007 White House Fellow. Vlasic is one of two private practice attorneys out of the 14 individuals in the 2006-2007 class. An associate in Gibson Dunn's Litigation, Public Policy and International Trade Practice Groups, Vlasic previously served on the Slobodan Milosevic prosecution trial team at the UN War Crimes Tribunal in The Hague, and was recently involved in international training courses for Iraqi jurists, including a course for the judges of the Iraqi High Tribunal that is trying Saddam Hussein. John L. Beard Joins Faegre & Benson to Lead Trademark Practice
Senior trademark attorney John L. Beard has joined Faegre & Benson, where he will head the firm’s global trademark practice. Beard will be a partner in the firm’s Minneapolis office and a senior member of the firm’s nationally recognized Intellectual Property group.

Prior to joining Faegre & Benson, Beard was a senior vice president at the Minneapolis intellectual property law firm Merchant & Gould. He is a former chair of that firm's trademark practice.

Beard joins one of the largest and most respected intellectual property practices in the central United States. Faegre & Benson offers more than 60 lawyers in the areas of IP litigation, trademarks, patents, technology and licensing, and media law, from offices in the U.S., Europe, and Asia. President Bush Appoints Bedouin L. Joseph Among 2006-2007 White House Fellows
Bedouin L. Joseph, an associate in the Litigation Practice Group of Adams and Reese LLP, has been selected by the White House to participate in the White House Fellows program, one of the country’s most prestigious programs for leadership and public service. Joseph, 36, is one of only 14 young professionals from across the country invited to participate. Selection as a White House Fellow is highly competitive and based on a record of remarkable professional achievement, evidence of leadership skills, a strong commitment to public service, and the knowledge and skills necessary to contribute successfully at the highest levels of the Federal government.

“I am honored to have been selected as a White House Fellow, especially considering the excellency of the candidates,” says Joseph. “The fellows are truly amazing both in accomplishment and character, and I am humbled to be in the company of such outstanding Americans. I learned about the program from reading General Colin Powell’s biography in the mid 1990s, but never truly considered taking part in it until after Hurricane Katrina devastated New Orleans. I began to look for ways I could help the city and state thrive again. I am confident that by participating in the White House Fellows program, I will gain the experience, insight and contacts on a national level to help the city overcome the challenges it faces. I have had an overwhelming outpour of support from my family and friends, and from my law firm, Adams and Reese. The firm, in particular, views my participation in this program as an extension of its commitment to public service. While I am excited about what lies ahead, I also look forward to returning home at the conclusion of the program.”

Joseph has practiced with Environmental Litigation and Toxic Tort Team in the New Orleans office of Adams and Reese since 2001. Before beginning his legal career, Joseph was the officer-in-charge of the Transportation section of the 174th Fighter Wing, Syracuse (New York). He also served as officer-in-charge of the Management and Systems Flight of the Logistics Squadron at the 174th Fighter Wing, and prior to that, as a Medical Corpsman with the 3rd Combat Medical Battalion at Marine Corps Base Camp Hansen (Okinawa, Japan). He is a former Regimental Commander at the United States Merchant Marine Academy. He is active in various civic and community organizations throughout the New Orleans area including service as a Board and Executive Committee member of the Preservation Resource Center, a volunteer attorney for the New Orleans Pro Bono Project, and a tutor and mentor for at-risk middle-school students. He has published legal articles in the Louisiana State Bar Journal and the Tort Trial & Insurance Practice Law Journal. He has been recognized with several honors and awards including Top 25 Multicultural Leader, Distinguished Service as a Pro Bono Volunteer, Naval Order of the United States New York Commandery, and Community Service Volunteer of the Year.

As a fellow, Joseph will spend one year in Washington D.C. working as a full-time, paid special assistant to a senior White House Staff, Cabinet Secretaries, or other top-ranking government official. He will also participate in an education program consisting of roundtable discussions with leaders from the private and public sectors, and trips to study U.S. policy in action both domestically and abroad.

The White Fellows Program was founded in 1964 by President Lyndon B. Johnson to offer exceptional young men and women first-hand experience working at the highest levels of the Federal government. Since its inception, the program has fostered leaders in many fields, including former Secretary of State Colin Powell, Secretary of Labor Elaine Chao, former CNN President Tom Johnson, Chairman of the New York Stock Exchange Marshall Carter, United Nations Foundation President and former U.S. Senator Timothy Wirth, and U.S. Senator Samuel Brownback.
