Judge William H. Webster Appointed Chair of the Homeland Security Advisory Council
U.S. Homeland Security Secretary Michael Chertoff has announced the appointment of Judge William Webster as the Chair of the Homeland Security Advisory Council (HSAC). Judge Webster, a consulting partner in the Washington, DC office of international law firm Milbank, Tweed, Hadley & McCloy LLP, previously served as the HSAC Vice Chair.

The Homeland Security Advisory Council provides advice and recommendations to Secretary Chertoff on homeland security issues and is comprised of experts from state and local governments, first “preventer” and responder communities, academia and the private sector.

One of the most distinguished lawyers in the United States, the Hon. William H. Webster is former chair of Milbank’s Litigation Department and is involved in the firm’s international corporate, banking, and administrative law practices and active in the areas of arbitration and mediation.

Prior to joining Milbank in 1991, Judge Webster served as Director of the Federal Bureau of Investigation from 1978 to 1987 and as Director of the Central Intelligence Agency from 1987 to 1991, during which time he led some of the most prominent and sensitive legal commissions, including a review of the performance of government agencies during the riots that followed the verdict in the Rodney King case in Los Angeles. He later served as Chair of the Commission for the Review of FBI Security Programs, which was set up in 2001 following the arrest of a senior FBI agent on charges of espionage. A former federal judge, Webster served on the U.S. Court of Appeals for the Eighth Circuit (1973-1978) and on the U.S. District Court for the Eastern District of Missouri (1970 – 1973).

Throughout his tenure at Milbank, Judge Webster has continued his extraordinary commitment to public service and is often called on by both federal and state governmental agencies to head sensitive public policy commissions and investigative panels, including:

Serving at the request of Chief Justice William Rehnquist as chairman of the Statutory Commission on the Advancement of Federal Law Enforcement, which recommended that the FBI take over the duties of the Bureau of Alcohol, Tobacco and Firearms and the Drug Enforcement Agency.

Serving as a special advisor to the Commission on Capital Punishment created by Illinois Governor George Ryan to recommend reforms to the Illinois death penalty system after 13 death row inmates in that state were found innocent of the crimes for which they had been sentenced.

Completing on behalf of the Department of the Treasury a review of the Criminal Investigative Division of the Internal Revenue Service after congressional charges of abuse of taxpayers.

Serving as a member of the three-man Independent Review Board of the International Brotherhood of Teamsters under a RICO Consent Decree.

Serving as a member of the National Commission on the Future of DNA Evidence and the Center for Strategic and International Studies (CSIS) Commission on Science and Security.

Serving as Chair of the CSIS Task Force on Global Organized Crime.

Serving as a member of the Board of Directors of the American Arbitration Association and the CPR Institute for Dispute Resolution.

Serving as Vice Chair of the President's Advisory Council on Homeland Security.

Serving as Co-Chair of a Commission of the National Academies of Science on Privacy in the Information Age.

Judge Webster has received numerous awards in recognition of his outstanding leadership in all areas of the legal profession, the administration of justice, government service and the rule of law, including the Distinguished Intelligence Medal, the Presidential Medal of Freedom, and the National Security Medal. Judge Webster graduated from Amherst College and received his Juris Doctor from Washington University Law School.
