St. Cloud Attorney, Phillip Kunkel Elected Chair, Business Law Section, Minnesota State Bar Association
The law firm of Gray Plant Mooty is pleased to announce that St. Cloud attorney, Phillip Kunkel has been elected for a one-year term as Chair of the Business Law Section of the Minnesota State Bar Association, effective July 1, 2006. The Business Law Section has nearly 1,300 members and is one of MSBA’s largest. Proskauer Rose Attorneys Recognized As New York Area's Best Lawyers

Robert S. Hertzberg of Pepper Hamilton Elected JVS Chairperson
Robert S. Hertzberg, a partner with Pepper Hamilton LLP, has been elected chairperson of the board of JVS Detroit, a leading human services organization founded in 1941 as the Jewish Vocational Service. The term is for two years.

Mr. Hertzberg is a bankruptcy lawyer and fellow of the American College of Bankruptcy. He has been practicing almost exclusively in the bankruptcy and restructuring field for more than 25 years, representing secured lenders, debtors, debtors-in-possession, trustees, creditors and creditors’ committees.

Former State Purchasing Director Joins McKenna Long & Aldridge
Colorado’s former Purchasing Director, Richard Pennington, has been named of counsel to McKenna Long & Aldridge’s government contracts practice group (www.mckennalong.com). The addition of Mr. Pennington expands the national law firm’s well-known expertise in federal government contracting into the state and local government market.

Prior to joining the firm, Mr. Pennington was Director of the Division of Finance and Procurement of the Colorado Department of Personnel & Administration. He was responsible for the state’s financial affairs and accounting as well as statewide procurement of goods and services for multiple state agencies. He was the state Purchasing Director from 1999-2002.

Pennington brings more than 23 years of contracting and procurement experience at both the federal and state level to the firm’s 55-plus attorney government contracts practice. Additionally, the firm’s government contracts practice group has received Chambers Directory USA’s highest national ranking for the second year in a row and is recognized by the directory as the nation’s first government contracts practice. Katten Muchin Rosenman Adds Keir Dougall as Partner in Litigation Practice
Katten Muchin Rosenman LLP today announced the addition of Keir N. Dougall to the Firm as a partner in its Litigation and Dispute Resolution Practice. Mr. Dougall will practice in the Firm’s New York office.

“Keir’s wealth of trial experience, his work as a federal prosecutor and his background in the areas of white collar crime, regulatory enforcement and commercial litigation, make him a valuable addition to our Practice,” said Anthony L. Paccione, chair of the Firm’s New York Litigation and Dispute Resolution Practice. “We are very pleased to welcome him to our team.”

Prior to joining the Firm, Mr. Dougall, 41, was Counsel in the New York office of White & Case LLP. Prior to that, he served as an Assistant United States Attorney in New York and Philadelphia. While with the U.S. Attorney’s office, Mr. Dougall served as the Criminal Health Care Fraud coordinator for the U.S. Attorney’s Office for the Eastern District of New York and was responsible for developing and supervising the District’s investigations and prosecutions of health care fraud offenses. He provided training to the FBI, the U.S. Department of Health and Human Services and the U.S. Department of Labor on health care fraud and related issues and was a frequent public speaker on those issues. Mr. Dougall was also a member of the District’s Public Integrity Section, where he conducted white collar, tax and bank fraud, extortion, obstruction of justice, public corruption and corporate criminal investigations and prosecutions.

A seasoned trial attorney, Mr. Dougall’s experience with the U.S. Attorney’s office included a month-long jury trial, working with pharmaceutical corporations, in which he won the conviction of an individual who sold millions of dollars worth of counterfeit, trademark infringing and contaminated injectable fertility drugs and contaminated Parkinson’s disease drugs. He also led a labor racketeering investigation of corrupt union representatives and officials which resulted in the conviction of more than three dozen defendants and culminated, after a two month jury trial, in guilty verdicts against a former union vice president, on charges of operating a no-show jobs, kickback, fraud, money laundering and RICO scheme. The Attorney General of the United States commended Mr. Dougall for this racketeering prosecution, praising his “outstanding work” and “superlative efforts.”

Mr. Dougall received his B.S. from Cornell University and his J.D. cum laude from the University of Michigan Law School. He also holds a Masters degree in Electrical Engineering from Cornell University.
