Governor's deputy legislative director joins to H&L public policy group
Victoria Ford joins Hughes & Luce in its public policy group, after having served 14 years in various roles in State Government. Ford has spent the last two years as a deputy legislative director and senior advisor for health and human services in the Texas governor’s office, where she oversaw more than 5,000 bills and amendments that were considered and negotiated by the Office of the Governor during the legislative sessions.

“Victoria is a significant addition to our already solid line-up in this area,” said Jack Erskine, head of the firm’s public policy group. “We are extremely pleased that she is joining our team. She will add depth and breadth to the existing lobbying team of Myra Leo and Larry McGinnis, of which we are quite proud.

“After 14 years of working in the House, the Senate and the Governor's office, she brings not only expertise in legislative and administrative process, but also great substantive knowledge of the state budget and programs, especially those relating to health care and taxes. The addition of Victoria will allow us to continue to provide superior service to the clients of the firm.”

As senior advisor for health and human services, Ford oversaw the governor’s health-related public policy agenda, including issues related to private health care, bioterrorism, public health, health insurance and health facility regulation.

Ford also served in the governor’s office as assistant director of the Office of Budget, Planning and Policy for a year and as health services policy director prior to that. Before joining the governor’s office, she was a legislative assistant for Texas state Senator Frank Madla and legislative director for Texas state representative Leticia Van de Putte.

Ford has received honorary recognitions from the Texas Association of Community Health Centers, the Texas Center for Rural Health Initiatives and the Selective Service Association. She holds a master’s degree in public administration with an emphasis in health policy and a bachelor’s degree in political science, both from the University of Texas at San Antonio.
