Foley Expands Public Affairs Practice With Energy, Highway and Tax Lobbyist in Washington, D.C., Office
Foley & Lardner LLP announced today that Joseph L. Colaneri has joined its Washington, D.C., office as public affairs director and a member of the firm's Government & Public Affairs Practice and the Energy Industry Team.

Colaneri comes to Foley from National Stone, Sand & Gravel Association, the largest mining association by product volume in the world, where he was director of government affairs. In this role, he served as chief lobbyist before the U.S. Senate and principal tax lobbyist for the association, successfully lobbying Congress on issues including the reauthorization of TEA 21 — the highway bill.

He has also served as executive director for the Propane Vehicle Council; Washington representative for Unocal Corporation, a Fortune 100 oil and natural gas company; and legislative assistant to both Congressman Cecil Heftel and Congressman Norman Y. Mineta.

Colaneri has been an integral part of the congressional debate on national energy policy for more than 20 years. He drafted the Wind Energy Systems Act of 1980, which became Public Law
96-345. He successfully lobbied for the extension of the business energy tax incentives for geothermal energy production enacted as part of the Energy Policy Act of 1992. He also successfully lobbied for tax equity for propane motor fuel under the Federal Motor Fuel Excise Tax enacted in the 1997 Omnibus Tax Reconciliation Bill. In his experience in both the public and private sectors, he has worked with virtually every major national oil, natural gas and renewable energy and alternative fuel stakeholder group.

Colaneri will focus his practice in government relations, association management, legislative and political analysis, employee and corporate communications, and grassroots lobbying. Specifically, he will concentrate in the areas of energy development/procurement, tax reform, energy tax initiatives, renewable energy and alternative fuels, oil and gas, construction, transportation, windpower, solar and automotive.

Colaneri earned a Ph.D and M.Phil. in political science from George Washington University. He also obtained master's and bachelor's degrees in political science from Boston College.

Foley's Public Affairs Practice consists of attorneys who have first-hand experience with and insight into the White House, U.S. Congress, executive branch departments, and regulatory agencies in Washington, D.C. — the key market for government relations, both in the United States and the world.

Foley also has well-established public affairs practices in California, Florida, Illinois and Wisconsin. The announcement of Colaneri joining the firm comes on the heels of the announcement that prominent Republican lobbyist Michael Harrell and former Department of Management Services Secretary Robert Hosay joined the firm's public affairs practice in its Tallahassee office. Osler Tops Corporate Transactions to Date in 2006
During the first half of 2006, Osler Hoskin & Harcourt LLP has emerged as Canada’s leading corporate stickhandler as counsel of record on 28 newly announced deals valued at more than US$31.5 billion.

According to Rob Yalden, a partner with Osler’s Montréal office and co-chairman of the firm’s mergers and acquisitions group, there’s been a marked acceleration in the number of domestic corporate deals, with transactions jumping to about 1,000 in 2005, from the usual 850. “We see this trend even more pronounced in the first quarter of 2006, where there were more than 400 transactions,” says Yalden. “If that pace continues, 2006 will be substantially ahead of 2005.”

Osler was the #1 firm on the list of the Top 10 Firms for Announced Canadian Deals, and acted in four of the Top Ten Newly Announced Deals in the second quarter of 2006.

Settlement Reached For FOX News Network
FOX News Network, represented by KBT&F, agreed to settle a U.S. Equal Employment Opportunity Commission sex discrimination lawsuit. The lawsuit had been filed in the United States District Court for the Southern District of New York. KBT&F partner Blythe Lovinger served as counsel for this case.

Attorney Andrew L. Zwerling Named Partner at Garfunkel, Wild & Travis, P.C.
Andrew L. Zwerling has been named Partner at the law firm of Garfunkel, Wild & Travis, P.C. (GWT). Known for its expertise in health law, as well as meeting the needs of litigation clients, GWT has offices in Great Neck, New York and Hackensack, New Jersey.

Mr. Zwerling, who joined GWT in 2003, is a co-Chairperson of the firm’s Appellate Litigation Practice Group. He is also a member of the firm’s Litigation and Arbitration Practice Group, which advises clients on all aspects of federal and state trial and appellate matters, arbitrations and administrative agency matters, and a member of the firm’s Compliance and White Collar Defense Practice Group.

Mr. Zwerling's practice includes the following representative areas of dispute resolution: general commercial, real estate, civil rights, employment law, patient rights, including guardianship proceedings and discharge planning, and criminal law.

Mr. Zwerling has particular expertise in appellate advocacy. He successfully briefed and argued the case of Portuondo v. Agard before the United States Supreme Court, a case that led to his being profiled in local legal publications. He has also handled hundreds of appeals before New York’s appellate courts, both State and Federal.

A prolific legal writer, Mr. Zwerling has more than three dozen publications to his credit, covering a range of subjects from medical malpractice to civil rights to criminal law to litigation. As a lecturer, he has created and conducted in-service presentations for Risk Management Departments of local New York hospitals, with such sessions customized to meet the specific needs of each health care facility’s respective medical departments. He has also lectured to insurance groups on a wide range of subjects, including premises liability and automobile coverage.

Prior to joining the firm, Mr. Zwerling spent 17 years as a prosecutor, serving as an Executive Assistant District Attorney with the Queens County District Attorney’s Office ("Queens D.A."), where he prosecuted numerous high-profile felony cases. He also served as the Equal Employment Opportunity Officer for the Queens D.A., having drafted that office’s E.E.O. and Sexual Harassment policies. In addition, Mr. Zwerling created a litigation training program for the Queens D.A.'s 300-plus attorneys, which led to the accreditation of the office as a Continuing Legal Education Provider.

Following that lengthy period of public service, Mr. Zwerling was a partner at a New York City litigation firm specializing in the areas of medical malpractice, general insurance liability, commercial litigation and civil rights defense. His aggressive litigation strategies led to the savings of millions of dollars for insurance carriers.

Mr. Zwerling received his B.A. from the State University of New York at Stony Brook in 1979, and his J.D. from the National Law Center at George Washington University in 1982.

Attorney Philip C. Chronakis Named Partner at Garfunkel, Wild & Travis, P.C.
Philip C. Chronakis has been named Partner at the law firm of Garfunkel, Wild & Travis, P.C. (GWT). Known for its expertise in health law, as well as meeting the needs of litigation clients, GWT has offices in Great Neck, New York and Hackensack, New Jersey.

Mr. Chronakis, who joined GWT in 2003, is a member of the Litigation and Arbitration Practice Group. Mr. Chronakis' practice includes all aspects of New York and New Jersey federal and state litigation and alternative dispute resolution. He represents hospitals, physicians, medical practice groups, managed care companies, as well as clients outside the health care industry. Mr. Chronakis has considerable experience with ERISA litigation, restrictive covenant disputes, managed care/reimbursement litigation, commercial lease disputes, health care software licensing contracts, and representing physicians in insurance fraud prosecutions and white collar criminal prosecutions.

Prior to joining the firm, Mr. Chronakis was an associate in the health care litigation section of the Princeton, NJ office of Reed Smith, LLP. From 1998 to 2000, Mr. Chronakis served as an Assistant Prosecutor at the Office of the Hudson County (NJ) Prosecutor, gaining significant trial and appellate experience. While at the Prosecutor's Office, Mr. Chronakis briefed and argued New Jersey v. Cooke, 751 A.2d 92 (2000) before the Supreme Court of New Jersey, resulting in the unanimous reversal of two lower courts and significantly impacting state search and seizure law.

Mr. Chronakis was an Adjunct Professor at Seton Hall University School of Law from 2001 through 2004, where he instructed students in appellate advocacy and lectured on prisoners' post-conviction remedies. He is also a former President of the Hudson County Bar Association Young Lawyers’ Division.
Mr. Chronakis has been published in the National Law Journal, the New Jersey Law Journal, the University of Detroit Mercy Law Review; and in the former webzine Criminal Law Weekly.

Mr. Chronakis is a graduate of Rutgers University (B.A. 1991) and Seton Hall University School of Law (J.D., cum laude, 1997). He is admitted to practice before the state courts of New York and New Jersey, and before the United States District Courts for the Southern District of New York, Eastern District of New York, District of New Jersey and the United States Supreme Court.

Before embarking on his legal career, Mr. Leyden was an Assistant Vice President in the Credit and Risk Management Department at Morgan Stanley & Co., where he oversaw the company’s counterparty trading risk for fixed income products.
He holds a Bachelor of Science from Fairfield University (1990) and a Juris Doctor from Brooklyn Law School (1995).
