Bracewell & Giuliani Managing Partner J. Tullos Wells and City Officials Lead First Ever San Antonio Delegation to Canada
Honorary Canadian Consul General and local Bracewell & Giuliani attorney J. Tullos Wells led a delegation of civic and business leaders on a trade mission representing the city of San Antonio with visits to Toronto and Montreal, Canada.

The delegation discussed opportunities for San Antonio companies in the aerospace, automotive, biomedical, information technology and tourism industries, among others.

Wells, the managing partner of the San Antonio office of Bracewell & Giuliani, was named the first Honorary Canadian Consul General in September 2005. In the position Wells represents Canadian interests in San Antonio and South Texas in business, academic, cultural, economic and political affairs.

Canada is Texas’ second-largest trading partner after Mexico. In 2004, Texas exported $8.9 billion in merchandise to Canada, more than Texas’ exports to all of Latin America and the Caribbean combined, excluding Mexico. Texas imported $8.1 billion of goods from Canada in 2004. Combined two-way trade of $17 billion increased $1.4 billion from the previous year. In Texas, 369,000 jobs are supported by Canada-U.S. trade.

Texas’ leading exports to Canada in 2004 include plastics ($1 billion), computers ($880 million), chemicals ($800 million) and motor vehicle parts ($487 million). Texas’ leading imports from Canada in 2004 were motor vehicle parts ($572 million), petroleum and coal products ($555 million), chemicals ($431 million) and synthetic rubber and plastics ($390 million).

Tourism, an important sector in San Antonio, is also a key component of the Canada/Texas relationship. Nearly 260,000 Canadians visited Texas in 2004, spending $169 million. In 2004, 350,000 Texans visited Canada, spending $241 million.

Weil Gotshal Makes Strong Showing in The American Lawyer’s Annual Mid-level Associate Survey
The annual mid-level associate survey conducted by The American Lawyer ranked Weil Gotshal 38th nationally; the highest ranking of all large New York law firms. This is a major step forward from previous years. In the local city rankings, the Dallas and Houston offices were ranked number 1, the Washington DC office was ranked number 11 and the New York office was ranked number 18.

The American Lawyer conducts its survey on third, fourth, and fifth-year associates from law firms worldwide. A firm's national score is based on the average of 12 questions that summarize the firm's qualities, including the interest and satisfaction levels of work, benefits and compensation, relations between associates and partners, training and guidance, openness about finances and strategies, billable hours policy, the firm's attitude toward pro bono work, and the likelihood of the associate being at the firm in two years.

Lawyers’ Committee for Civil Rights Under Law Names Marsha Simms Co-Chair of Its Board of Directors
Marsha E. Simms, a partner in Weil Gotshal’s Banking & Finance practice, was elected Co-Chair of the Board of Directors of the Lawyers’ Committee for Civil Rights Under Law (LCCRUL). Her term of office will begin in September 2006. Ms. Simms will serve as co-chair with Robert E. Harrington, a shareholder of Robinson, Bradshaw & Hinson in Charlotte, North Carolina. Ms. Simms’ position was previously held by Marjorie Press Lindblom, a partner with the New York office of Kirkland & Ellis.

The LCCRUL, a nonpartisan, nonprofit organization, was formed in 1963 at the request of President John F. Kennedy to involve the private bar in providing legal services to address racial discrimination. The principal mission of the Lawyers’ Committee is to secure, through the rule of law, equal justice under law. The Lawyers’ Committee implements its mission and objectives by marshaling the pro bono resources of the bar for litigation, public policy advocacy, and other forms of legal service to promote the cause of civil rights. The Lawyers’ Committee has nine independent Local Committees in Boston, Chicago, Denver, Los Angeles, Philadelphia, San Antonio, San Francisco, Jackson and Washington DC. All offices work to protect fundamental civil rights by representing people of color and women in the courts as well as advocating strong enforcement of civil rights laws before administrative bodies.

In addition to her work with the LCCRUL, Ms. Simms serves on the Board of Trustees of Educational Broadcasting Corporation (Channel 13) and on the Board of Directors of MK Level Playing Field Institute.

Ms. Simms is also a member of the American Bar Association Meetings and Travel Committee and a former chair of the ABA Coordinating Group on Energy Law. She is President of the American College of Commercial Finance Lawyers and a member of The American Law Institute.

Robinson & Cole Business Group Partner Installed as Treasurer of Fairfield County Bar Association
The Fairfield County Bar Association installed Eric J. Dale, chair of R&C’s Emerging Companies, Private Equity and Venture Capital Group, as Treasurer at its annual meeting in June. Eric has served on the Association's board for several years and is also cochair of its Business Law Section.

Paul Hastings Adds Former SEC Lawyer Keith Miller to New York Litigation Department
Paul, Hastings, Janofsky & Walker LLP (Paul Hastings), a leading international law firm, is pleased to announce that Keith Miller, previously at Kirkpatrick & Lockhart LLP and a former U.S. Securities and Exchange Commission (SEC) lawyer, has joined Paul Hastings as a partner in the Litigation Department, resident in New York.

Fulbright Partner Is Federation of Defense and Corporate Counsel Vice President
Fulbright partner Stephen Pate has been elected as a vice president of the Federation of Defense and Corporate Counsel at its annual meeting in Bermuda. Pate began his service on the FDCC's board of directors at the conclusion of the meeting.

Composed of leading law firm and corporate legal practitioners, FDCC members are experienced attorneys who are actively engaged in the administration and defense of civil litigation throughout the world.

In addition to being named vice president, Pate was also honored at the meeting by a special ""Above and Beyond"" Award for his authorship of the 70th Anniversary History of the FDCC. Pate was appointed historian of the FDCC, a newly created position, as well.

Fulbright has a long history in the FDCC. Three Fulbright partners--John C. Williams, L.S. Carsey, and Dudley Oldham--have served the FDCC as Presidents.

Sixty Percent of Industry Leaders Cite Increase in Rounds in 2005 in Foley’s Second Annual Golf Industry Outlook Survey
Sixty percent of industry leaders cited an increase in rounds played in 2005, despite concerns of declining rounds at golf courses across the country, according to the 2006 Golf Industry Outlook Survey conducted by the Golf and Resort Industry Team of Foley & Lardner LLP. The survey also reveals that environmental, safety and liability issues remain a chief concern among industry executives.

For the first time in five years the majority of respondents cited a boost in overall rounds in 2005 after experiencing declines from 2001 to 2004. The Southeastern United States experienced the steepest rebound in 2005 of any region surveyed, as one in four respondents cited increases of up to 20 percent.

""Our survey indicates that rounds have begun to rebound across the country and emerge from a four-year decline,"" said Fred Ridley, co-chair of Foley's Golf and Resort Industry Team. ""More importantly, this broad-based rally has continued among the majority of facilities throughout the country during the first half of 2006.""

Though rounds seem to be on the rise, the survey found that water resources and pesticide contamination are two pressing environmental issues impacting today's golf course executives. While two-thirds of respondents revealed they are not currently implementing water reduction programs, water resources ranked as the top environmental issue facing golf executives today. The survey results and verbatim comments indicate that respondents are clearly concerned about the future implications of water resources demands and regulation.

An overwhelming 70 percent of respondents claimed that they are concerned or very concerned with the impact of proposed pesticide bans and increased regulation. However, only one in 10 considered themselves actively involved in regulatory issues affecting the industry.

The findings also show the majority of respondents, 94 percent, believe that safety and liability exposures represent a significant concern in today's increasingly complex legal and business environment. Fueled by this apprehension, 81 percent have reviewed or revised their insurance policies, though 89 percent said they have not yet faced any legal action.

Methodology
In April of 2006, Foley distributed a survey to 700 top executives within the golf industry. A total of 112 surveys were returned, representing a 16 percent response rate. The break-out of respondents included General Managers (52 percent), Owner/Operators (30 percent), and Architects/Developers (18 percent). Collectively, the respondents represent more than 150 golf courses spread throughout the country with a majority of respondents located in the Southeast (34 percent) and Midwest (27 percent). Due to rounding, not all numbers will add up to 100 percent.
