Eminent Domain Attorney Marjorie Stern Jacobs Joins Duane Morris in Philadelphia
Duane Morris is pleased to welcome Marjorie Stern Jacobs, formerly of Fox Rothschild LLP, as a partner in the Philadelphia office. Marjorie joins the firm as a partner in the Real Estate Practice Group, where she will work with Drew Kapur and George Kroculick, both partners in that practice group. She represents clients on matters of eminent domain (condemnation), real estate taxation and zoning.

At her former firm, Marjorie was co-chair of the Condemnation Group and Tax Appeals Practice Group. At Duane Morris, Marjorie focuses her practice on representing condemning authorities and property owners with respect to pre-condemnation planning and consultation and post-condemnation litigation. Marjorie's practice also emphasizes Pennsylvania real estate taxation pertaining to the valuation and exemption of a wide range of properties. She further concentrates on Philadelphia zoning and related land use matters.

Prior to beginning her private practice, Marjorie was a Divisional Deputy City Solicitor in the Law Department of the City of Philadelphia. In that role, she served as counsel to the Board of Revision of Taxes of the City of Philadelphia and the Zoning Board of Adjustment of the City of Philadelphia. She also served as a chair of the 700-member Real Property Section of the Philadelphia Bar Association and currently chairs the Real Property Section's Eminent Domain and Appraisals Committee.

Marjorie has written and lectured extensively on the topics of eminent domain, real estate taxation and zoning. Since 1980, she has co-authored and edited the Cumulative Supplements to Snitzer on Pennsylvania Eminent Domain, the widely read treatise on Pennsylvania condemnation law.

GUNSTER YOAKLEY ATTORNEYS MICHAEL S. SCHIMMEL AND DAVID C. SCILEPPI FORM ORBIS
Michael S. Schimmel and David C. Scileppi, attorneys at the Ft. Lauderdale office of Gunster Yoakley, have joined forces with colleagues and associates throughout South Florida to form a new non-profit organization. Called Orbis, the new group of business professionals have dedicated themselves to the growth and viability of the local economy. Periodically, Orbis will sponsor social gatherings, panels, and speakers to which the South Florida business community is invited to attend. In addition, Orbis works with local charities and other non-profit organizations to improve the South Florida community.

“We know that the business landscape is dotted with networking groups and business clubs, but we are looking to create something a little different,” said Schimmel. “Orbis will maintain a certain level of exclusivity for membership but offer a platform for the exchange of ideas.”

Eleven members currently comprise the Orbis board of directors, including Schimmel and Scileppi. Other board members include Andria Cunningham, D. Jeffrey Dever, Jim Duffy, Nicole Flier, Alec Lindenaur, Craig Moskowitz, Samuel A. Schwartz, Allyn G. Thomas and Gary Vadenais.

Scileppi notes that an additional five to 10 board positions will be filled in the near future. “We are looking for unique and qualified professionals who are looking to make a difference in our community.” “This core group will be responsible for arranging speakers and creating means of helping our community.”

The group is targeting November 9th for its first community event, a Thanksgiving fundraiser at Tarpon Bend in Ft. Lauderdale to benefit Kids@Home.

Jaeckle Fleischmann To Present Annual Employee Benefits Seminar
Jaeckle Fleischmann & Mugel, LLP announces that the Firm’s Employee Benefits practice group will present its annual seminar on Thursday, November 9, 2006, from 7:45 a.m. to 11:00 a.m. in Amherst, NY. This seminar is complimentary.

The seminar will focus on legislative changes and trends in the areas of employee retirement, compensation and benefit plans. Donovan Named Vice President of WolfBlock Public Strategies
Joseph M. Donovan, an accomplished public affairs professional, has joined WolfBlock Public Strategies as vice president. He will work out of WBPS' Boston office.

Most recently director of communications in Massachusetts Gov. Mitt Romney's Executive Office of Economic Development, Donovan will be responsible for assisting clients with state government relations needs and providing public relations and crisis communications services.

While in the Romney administration, he was closely involved with the development and roll-out of policies and programs affecting every area of economic development across Massachusetts.

"Joe is a senior-level, hands-on practitioner who understands politics and business in Massachusetts," said Christopher J. Greeley, executive vice president for WolfBlock Public Strategies. "He'll help our clients navigate state government agencies as well as raise their profiles with the right audiences."

Prior to his time working for Gov. Romney, Donovan was a public relations executive with two Boston-based strategic communications firms and also ran his own independent communications practice. He represented Fortune 1000 firms, academic institutions and emerging businesses in sectors including technology, telecommunications and energy.

A resident of Randolph, MA, he holds a bachelor's degree from the University of Massachusetts Amherst and a master's degree from the University of Massachusetts Boston’s McCormack Institute.

Willkie Advises Stiefel in $930 Million Acquisition of Connetics Corp.
On October 23, Willkie client Stiefel Laboratories Inc., the world's largest independent pharmaceutical company specializing in dermatology, announced that it has agreed to purchase all of the shares of Connetics Corporation for $17.50 per share, in a transaction valued at approximately $640 million plus the assumption of $290 million in debt. Upon the closing of the transaction, Connetics Corporation, a specialty pharmaceutical company that develops and commercializes dermatology products, will merge into a wholly owned subsidiary of Stiefel. The merger creates one of the largest dermatology pipelines in the world. The deal was handled by partners William Grant, William Hiller, Cornelius Finnegan, Theodore Whitehouse and Frank Daniele; special counsel Jonathan Konoff and Kim Walker; and associates Thomas Mark, Michael Brandt, Katie Calabrese, Jordan Messinger, Manuel Miranda, David Park, Christopher Peters, Sandrine Asseraf and Danielle Scalzo.

Firm Settles Whistleblower Suit Against Medco for $9.5 Million
Robins, Kaplan, Miller & Ciresi L.L.P. announces that Medco Health Solutions Inc., has agreed to pay $9.5 million to a whistleblower to resolve claims under the federal False Claims Act brought against the pharmacy benefits manager (PBM) in the Eastern District of Pennsylvania in Philadelphia. The claims concern kickbacks from pharmaceutical manufacturers to Medco.

This is the second settlement involving a federal False Claims Act suit against a PBM; the Act allows private citizens to sue individuals and companies they believe have defrauded the government. Robins, Kaplan, Miller & Ciresi L.L.P. also represented three plaintiffs in the first major settlement of this kind, entitling the three whistleblowers to $137.5 million in their November 2005 settlement against Caremark Rx, Inc., formerly known as AdvancePCS, Inc.

"This qui tam settlement shows that the conduct we complained of will not be tolerated by employees or the government, and will lead to thorough scrutiny, legal action, and monetary consequences," said W. Scott Simmer, a partner in the health care litigation practice with Robins, Kaplan, Miller & Ciresi L.L.P. "Our client is to be commended." Simmer and firm attorney Thomas J. Poulin were counsel to the plaintiff.

The $9.5 million settlement is in conjunction with the settlements of two additional complaints filed against Medco.
