Butzel Long to Receive HAVEN's Commitment to Mission Award
The law firm of Butzel Long will receive the Commitment to Mission Award presented during HAVEN’s Annual Celebration event on January 11, 2007 at the Community House in Birmingham.

Butzel Long is being honored for its longtime volunteerism and commitment to the non-profit. Philanthropist Maggie Allesee is being honored and will receive the award as well. The Heart of HAVEN Award and Volunteer of the Year Award also will be presented.

HAVEN is Oakland County's leading non-profit organization devoted to the elimination of domestic violence and sexual abuse.

"Butzel Long has been such a wonderful friend to HAVEN," said Beth Morrison, President and CEO, HAVEN. "Butzel Long employees serve on committees, help with pro bono work, collect cell phones, and donate needed supplies and money. Their devotion is inspiring!"

This past fall, the women of Butzel Long's Labor Department launched a new initiative known as "W5" (Women Working With Women for Women). The goal of W5 is to make a difference in our communities by partnering with other business women to raise awareness of non-profit organizations that support women.

At its inaugural event, W5 hosted a reception to highlight awareness of HAVEN during Domestic Violence Awareness Month and HAVEN’s "Weekend of Champions" initiative.

"HAVEN provides a critical and much-needed service in metropolitan Detroit," said Lynne Deitch, Butzel Long attorney and shareholder who currently serves as Chair of the HAVEN Board of Directors. "It is truly an honor to be recognized by such an incredible resource in our community.

Government Relations and Lobbying UPDATE: House Finalizes Committee Assignments
Late last week, House leadership filled out the membership rosters of the 35 new committees in place for the 2007-2008 sessions. Despite the large number of committees created this year, the quantity of committees grew even larger. Finance divisions, which in the past typically contained 10 to 15 members, now have as many as 20 to 26 legislators assigned to serve on them. To maintain rosters of this size, the majority of representatives will serve on four or five committees, where in the past the average number of assignments was three to four.

Speaker-elect Margaret Anderson Kelliher (DFL-Minneapolis) maintained the spirit of bipartisanship by honoring most of the committee requests made by the House Republicans, and even designating four minority members with committee leadership posts. Representative Dennis Ozment (R-Rosemount) has been named chair of the joint legislative Claims Committee. Serving as Vice Chairs will be Representative Kathy Tingelstad (R-Andover) on the Veterans Affairs Division; Ron Erhardt (R-Edina) on the Transportation Finance Division; and Steve Smith (R-Mound) on the Ethics Committee. Not coincidentally, these legislators have been known to veer from the Republican party line and vote with the Democrats on issues such as fuel tax increases, the environment and labor policy.

Polyus Gold On The Listing Of Its ADRs On The London Stock Exchange
Debevoise & Plimpton LLP acted as legal advisor in connection with the London Stock Exchange listing of the American Depositary Receipts (ADRs) representing common shares of OJSC Polyus Gold (‘Polyus Gold’), Russia’s leading gold producer. The ADRs were admitted today to the Official List of the U.K. Listing Authority and to trading on the main market of the London Stock Exchange (LSE).

The shares of Polyus Gold are listed on the RTS Stock Exchange (code: PLZL) and the MICEX Stock Exchange (code: PLZL) in Moscow, Russia, with a market capitalization of approximately $9 billion. Polyus Gold also has a Level 1 ADR program, with its ADRs trading in the over-the-counter (OTC) market in the United States. Debevoise represented Norilsk Nickel in the spin-off of Polyus Gold, which was completed in March 2006, and, in October, advised Jenington International, an indirect wholly-owned subsidiary of Polyus Gold, on its approximately $1 billion tender offer for shares of Polyus Gold.

The Debevoise team was led by partner Alan V. Kartashkin in Moscow and partner James C. Scoville in London, and included international counsel Vera Losonci, and associates Natalya Drebezgina, Dmitry Karamyslov, Robert Manson and Colin Scagell.

Whilt Publishes on The Foreign Intelligence Surveillance Act
O'Melveny associate Nicholas Whilt recently authored the article "The Foreign Intelligence Surveillance Act: Protecting the Civil Liberties that Make Defense of Our Nation Worthwhile," published in the Southwestern University Law Review (35 Sw. U. L. Rev. 361).

Congress and the courts have limited the U.S. government's power by only permitting FISA surveillance when its primary purpose is to obtain foreign intelligence, and not to obtain evidence for prosecutorial purposes. The article argues that the intelligence/prosecution distinction is required for three reasons:

* First, expanded surveillance powers are justified by difficulties that arise solely in the context of obtaining foreign intelligence.
* Second, expanded foreign intelligence surveillance powers are justified by the President's position under the Constitution as "Commander in Chief" of the military, which provides enhanced powers to protect against foreign enemies.
* Third, the intelligence/prosecution distinction will help ensure that the government's extensive foreign intelligence surveillance powers are not used to violate Fourth Amendment privacy rights.

Fulbright Helps Dallas Women’s Foundation to Achieve New Fundraising Heights
Fulbright’s Dallas Women’s Foundation gold sponsorship helped DWF achieve nearly 20% more than last year’s efforts, pushing them to a record $772,000. Joining area businesses such as Chase Bank, Bank of America, Blockbuster, Dave & Busters, EDS, Exxon Mobil, Fidelity, Kimberly-Clark and Texas Instruments, Fulbright was one of only three law firms that contributed to this important women’s program.

The 21st Annual DWF Luncheon featured Nobel Peace laureate and Kenyan environmental activist Dr. Wangari Maathai, the first African woman to ever receive a Nobel.

Held on October 21, DWF’s founding member Helen LaKelly Hunt and author and speaker Harville Hendrix were the honorary chairs of the luncheon. Verizon Executive Vice President Mary Beth Bardin and President of Women’s World Banking Nancy Barry were the co-chairwomen.

Founded in 1985, DWF supports community programs that help females achieve their full potential through grants, programs and community organizations. With over $10 million in total assets, DWF has distributed over $6 million in grants.
