Howard Waltzman, Former Chief Counsel from the House Energy and Commerce Committee, Joins Mayer, Brown, Rowe & Maw
International law firm Mayer, Brown, Rowe & Maw LLP today announced the addition of Howard Waltzman, former chief counsel for the U.S. House Energy and Commerce Committee's Subcommittee on Telecommunications and the Internet, as a partner in the firm's Washington, D.C. office. Mr. Waltzman, 38, will work with both the Government and Global Trade Practice in Washington, D.C. and the Telecommunications Litigation Group based in Chicago.

"It's not easy to leave the House Energy and Commerce Committee, one of Capitol Hill's premiere committees. But I'm very pleased to be joining one of the world's leading law firms, and to collaborate with some of the best legal talent around," said Waltzman. "Mayer, Brown, Rowe & Maw affords me the opportunity to continue my efforts to promote free-market policies that ensure that communications companies can deploy networks and offer services in a minimally-regulated environment. My practice will significantly add to the capabilities and strategic counsel the firm can offer its telecommunications clients on a variety of difficult issues ranging from the FCC's regulation of broadband networks, to the conclusion of the digital television transition, to federal and state efforts to streamline the video franchising process. "

During his tenure on the Energy and Commerce Committee Mr. Waltzman was involved in the drafting and development of all major telecommunications legislation. He authored the Auction Reform Act of 2002, which saved the U.S. Treasury billions of dollars by preventing the Federal Communications Commission from conducting an ill-timed auction. He drafted the Commercial Spectrum Enhancement Act of 2004, which raised $14 billion and will enable the use of additional spectrum for commercial mobile voice, video and data services. Mr. Walzman also co-authored the Digital Television Transition and Public Safety Act of 2005, which will provide all television consumers with the benefits of digital TV by February 2009. In addition, he advised the Chairman on a wide range of issues including wireline and wireless telephony, spectrum management and Internet services, and supervised the committee's other telecommunications counsels on media and satellite regulation.

"Howard has been a leading voice in the telecommunications community," said Ty Fahner, Chairman of Mayer, Brown, Rowe & Maw. "He has a proven track record of addressing issues and challenges facing the industry, and developing legislation and other solutions to address them. Our clients will greatly benefit from his unmatched knowledge in the field, and we're thrilled he's decided to join the firm."

Mr. Waltzman was also the architect of the Committee's recent telecommunications reform legislation, the Communications Opportunity, Promotion, and Enhancement Act - a framework for a national video franchise which could result in greater video competition, lower cable bills and an increase in the sophistication of the broadband networks used to deliver voice, video and data services. He led the committee's oversight of the Federal Communications Commission and the National Telecommunications and Information Administration, and has worked with the Office of the United States Trade Representative on the telecommunications chapter of several free trade agreements.

Prior to joining the Energy and Commerce Committee, Waltzman served as general counsel to U.S. Senator Sam Brownback (R-Kansas). He was the senator's principal liaison to the Committee on Commerce, Science and Transportation and authored several communications bills, including the Mobile Telecommunications Sourcing Act, which ended the double-taxation of wireless calls. He also worked for Brownback in the House of Representatives where he served as a member of the House High Technology Trade Steering Committee and formulated policy related to telecommunications, international trade and foreign affairs.

"Howard's breadth of knowledge and expertise are well respected by both government officials and the private sector alike," said Peter Scher, co-head of the firm's Government and Global Trade Group. "His addition to our team provides our clients with one of the leading minds in the telecommunications industry for legislation, regulation and policy."

Mr. Waltzman graduated with honors from Wesleyan University with a degree in Government and received a master's in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University. He received his J.D. from the National Law Center at George Washington University, where he was a member of the Journal of International Law and Economics.

Mayer, Brown, Rowe & Maw is among the largest law firms in the world with 1,500 lawyers in seven U.S. cities (Charlotte, Chicago, Houston, Los Angeles, New York, Palo Alto and Washington), six European cities (Berlin, Brussels, Cologne, Frankfurt, London and Paris), and Hong Kong.
