Luce Forward's Los Angeles Office Relocates to Accommodate Continued Expansion
Luce Forward Hamilton & Scripps LLP’s Los Angeles office will be located at 601 S. Figueroa Street, Suite 3900 in Downtown Los Angeles, effective January 15, 2007. The firm’s Los Angeles office was previously located at 777 S. Figueroa Street.

Luce Forward’s new office space has expanded conference and meeting facilities, state-of-the-art video conferencing technology, improved amenities and additional office spaces to accommodate the firm’s continued expansion. In 2006, the firm’s Los Angeles office experienced significant growth, adding 12 attorneys and 8 staff members to the office.

“Our new office allows us the opportunity to upgrade our amenities while continuing to serve our clients from a convenient downtown Los Angeles location,” said Bruce S Ross, Partner In Charge of Luce Forward’s Los Angeles office. “The expanded space also allows for Luce Forward’s continued growth in Los Angeles.”

Blank Rome Promotes 11 Attorneys to Partnership
Blank Rome LLP announced today that it has elected eleven attorneys as partners throughout the Firm in its New York, Philadelphia and Wilmington, DE offices.

New York

Marc Rothenberg – White Collar – focuses his practice on white collar criminal defense and internal corporate investigations, handling high-profile cases throughout the country. Mr. Rothenberg represents individuals in corporate internal investigations, grand jury and SEC investigations, trials, sentencings and appeals in federal and state courts in areas including securities, mail and wire fraud, public corruption and bribery, money laundering, embezzlement and tax evasion, SEC and other federal regulatory proceedings and criminal forfeiture. Prior to joining Blank Rome, Mr. Rothenberg served for approximately five years as an Assistant United States Attorney for the District of Columbia. Admitted to practice in New York and the District of Columbia, Mr. Rothenberg received his law degree from Boston College Law School and his Bachelor of Arts, cum laude, from Franklin & Marshall College.

Philadelphia

Michael P. Broadhurst – Litigation – concentrates his practice generally in commercial litigation, and more specifically in the areas of business disputes, professional malpractice defense, class-action defense and land use litigation. Admitted to practice in Pennsylvania and New Jersey, Mr. Broadhurst received his law degree from Temple University School of Law. Pelayo Coll – Real Estate – maintains a national practice in the areas of real estate development and finance. Mr. Coll represents developers, investors, real estate investment trusts (REITs), lenders and institutional users of real estate in acquisitions, development, permanent and construction financing, equity investments and joint ventures, leasing and ground leasing and dispositions. Thomas P. Dwyer – Privately Held and Emerging Companies – focuses primarily on advising and executing purchase, sale, and corporate financing transactions for middle-market businesses. Mr. Dwyer represents private equity firms—buyout and venture capital—and private and public companies with respect to such transactions. Mr. Dwyer also serves as "outside general counsel" to a number of private and public companies and assists such companies with coordination of corporate, securities, litigation, employment, intellectual property, and regulatory matters. Mr. Dwyer has also served as special in-house counsel to the treasury and capital market groups of a Fortune 500 company. Admitted to practice in Pennsylvania, Maryland and New Jersey, Mr. Dwyer received his law degree from University of Baltimore School of Law and holds a Bachelor of Arts from Brown University.

Robert P. Harrill, Jr. – Business Tax – concentrates his practice in the areas of corporate and individual tax law. Mr. Harrill’s practice is focused in state and local tax litigation in the Mid-Atlantic region, tax efficient structuring and planning in connection with domestic mergers, acquisitions, dispositions, reorganizations, and public offerings and advice on day-to-day tax issues involving compliance, risk assessment, and tax policy. Admitted to practice in Pennsylvania, Mr. Harrill received his law degree from the University of Pittsburgh School of Law and his Bachelor of Business Administration in Finance from the University of Notre Dame.

Kathy E. Ochroch – Litigation – serves as Blank Rome’s Pro Bono Coordinator, and in this capacity, administers and facilitates the Firm’s pro bono program. In addition, Ms. Ochroch concentrates her practice in commercial litigation, and represents clients in trusts and estates litigation, media and first amendment law and product liability. Ms. Ochroch clerked for the Honorable William H. Yohn, Jr. of the United States District Court for the Eastern District of Pennsylvania. Admitted to practice in Pennsylvania and New Jersey, Ms. Ochroch received her law degree, with high honors, from George Washington University Law School, where she where obtained Order of the Coif status. Mark L. Rhoades – Litigation – concentrates his practice in the areas of complex commercial and corporate litigation providing services to businesses ranging from international corporations to regional and local companies. Mr. Rhoades’ litigation practice encompasses all types of business disputes including contract disputes, partnership disputes, landlord-tenant disputes, accounting malpractice, construction litigation, franchise litigation, bankruptcy and insolvency litigation as well as significant plaintiff's personal injury litigation. Jeremy A. Rist – Litigation – focuses his practice on the resolution of disputes related to business transactions (including mergers, acquisitions, joint ventures, and divestitures), ongoing commercial relationships, controversies implicating constitutional rights and unconstitutional state action, corporate governance, and antitrust law. He also counsels clients in the antitrust aspects of transactional activity. Admitted to practice in Pennsylvania, Mr. Rist received his law degree, cum laude, from Harvard Law School and his Bachelor of Arts, summa cum laude, from the College of William & Mary.

Mathew S. Rotenberg – Financial Services – has broad experience in commercial financing transactions and related matters, including asset based and cash flow financings, acquisition financings, workouts and restructurings, chapter 11 debtor in possession and exit financings and intercreditor relationships. Mr. Rotenberg regularly represents banks, commercial finance companies and other providers of senior secured debt and mezzanine and other subordinated debt. He also regularly represents equity sponsors and their portfolio companies as well as publicly and closely-held companies in various industries in connection with financings and general business and commercial matters. Admitted to practice in Pennsylvania and New Jersey, Mr. Rotenberg received his law degree, magna cum laude, from Villanova University School of Law and a Bachelor of Arts from Pennsylvania State University.

Todd A. Schoenhaus – Product Liability – concentrates his practice in commercial and tort litigation, with emphasis on product liability and construction defects, insurance coverage, contracts and general business disputes. In addition, Mr. Schoenhaus’ represents clients in personal injury and medical malpractice actions. Admitted to practice in Pennsylvania and New Jersey, Mr. Schoenhaus received his law degree from University of Michigan Law School and his Bachelor of Arts from the University of Michigan.

Shearman & Sterling Advises on $779 Million DIP Financing for Northwest Airlines
Shearman & Sterling recently represented Citibank, N.A., as lead arranger, in a $779 million debtor-in-possession (DIP) aircraft financing for Northwest Airlines, which is the fourth largest U.S. airline and currently is operating under Chapter 11 bankruptcy protection. The facility will enable Northwest to finance up to 13 Airbus A330, A320 and A319 aircraft. Unlike typical DIP financings, this facility is structured to survive Northwest's exit from bankruptcy.

Shearman & Sterling is Awarded for Capital Markets and Projects Work
Shearman & Sterling’s work in capital markets and project finance has recently been recognized by FinanceAsia, Project Finance International and Asian Counsel.

The initial public offering by Industrial and Commercial Bank of China Limited has won five top awards at this year's FinanceAsia Achievement Awards. The transaction has been named “Deal of the Year”, “Best Equity Deal”, “Best IPO”, “Best Privatization” and “Best China Deal.” Shearman & Sterling advised the underwriters, led by Merrill Lynch, Credit Suisse, Deutsche Bank, China International Capital Corporation and ICEA Capital in the US$22 billion Rule 144A/Regulation S offering and dual listing on the Hong Kong Stock Exchange and the Shanghai Stock Exchange. The transaction has been commended not only for its size and investor demand, but also for having overcome numerous regulatory hurdles in the first simultaneous listing in Hong Kong and mainland China, as well as the time frame within which it was done. In print, it is described as "The defining deal of the year."

Ratchaburi Power was named "Power Deal of the Year 2006" at the Project Finance International Asia Pacific Awards. Shearman & Sterling advised the lenders in connection with the US$748 million multi sourced project financing for the development by Ratchaburi Power Company Limited of 2x700MW gas-fired power project in Ratchaburi, Thailand. This was the last of the 1995 Thai Independent Power Producers to reach financial close. The transaction represented the first Thai IPP involving the Japan Bank of International Cooperation as an original lender rather than a refinancing lender. It was also the largest project financing in Thailand in 2005.

Asian Counsel has named the Fujairah Independent Water & Power Project one of their "Deals of the Year 2006". Shearman & Sterling advised the lead arrangers in connection with the US$1.5 billion financing for the acquisition and expansion of the IWPP in Fujairah in the United Arab Emirates. This was the first major investment by a Singapore investor in a Middle East power project.

Leading Real Estate Tax Attorney Donald Liebman Joins Proskauer Rose as Senior Counsel
Mr. Liebman is the latest addition to the firm's rapidly-expanding real estate and tax practices, which recently announced the addition of Eric Remensperger as partner and head of the firm's West Coast Real Estate Department and Raj Tanden as partner in its Tax Department, resident in Los Angeles.

Mr. Liebman represents institutional and real estate clients in every aspect of property taxation and the tax certiorari field, from strategic real estate tax planning to trial and appeal. Matters he has been involved with include successfully challenging valuations, obtaining tax exemptions for new construction and redevelopment, rendering opinions on the potential taxation of projects, and the negotiation, drafting, auditing and defense of lease tax escalation clauses. In addition, he has experience in tax issues relating to Mitchell-Lama housing, PILOT programs, and IDA agreements.

"Don is one of the most prominent and talented real estate tax attorneys in New York and constitutes a critical component in the expansion of Proskauer's real estate group," said Lawrence J. Lipson, partner and chair of the firm's Real Estate Department.

Mr. Liebman joins Proskauer from Stroock & Stroock & Lavan LLP. He formerly served as Assistant Corporation Counsel in the New York City Law Department's Condemnation and Tax Certiorari Division, where he litigated a range of matters and successfully defended challenges to the city's taxing authorities and municipal agencies.

Mr. Liebman received his J.D. from Brooklyn Law School and his B.A. from the State University of New York at Stony Brook. He is a Director of the Real Estate Tax Review Bar Association and member of the International Association of Assessing Officers and the Association of the Bar of the City of New York. He is also Chairman of the Board of Assessment Review for the Town of Cortlandt Manor in Westchester County, where he has presided over a number of unique tax valuation cases including the Indian Point Nuclear Plant.

Proskauer's Real Estate Department advises clients in the diverse and complex legal aspects pertaining to commercial real estate. The firm's clients include property owners, developers, mortgage and mezzanine lenders, debt and equity investors, tenants, brokers and managers. Zeb Alley Joins Nelson Mullins Riley & Scarborough.
Former State Senator Zebulon D. Alley, one of North Carolina's best known and most influential lobbyists, has joined Nelson Mullins Riley & Scarborough LLP's Government Relations team, bringing extensive legislative experience to serve the Firm's clients.

"It is an honor that Zeb Alley has chosen to join our seasoned veterans in government relations," said Noah Huffstetler, managing partner in the Raleigh office. "He has a distinguished record of experience in North Carolina state government and brings a wealth of knowledge and more than 30 years experience in representing clients to our Firm."

Patrick BuffkinPatrick T. Buffkin, an experienced lobbyist and an associate in Mr. Alley's consulting firm, also is joining the Government Relations team.

A former legislative counsel to former Gov. Jim Hunt, Mr. Alley founded Alley Associates Inc. in 1984, a full service governmental affairs consulting firm.

He has become one of the most respected and influential lobbyists in private practice in North Carolina. He has earned the first place ranking as "most influential lobbyist" in North Carolina eight consecutive legislative sessions and currently ranks second as determined by a North Carolina Center for Public Policy and Research survey of legislators, lobbyists, and capital press corps.

Mr. Alley and Mr. Buffkin join Nelson Mullins Partners George Teague and Chip Killian in Raleigh on the Government Relations practice group, which also includes six attorneys in Washington, Atlanta, and Columbia.

"The merger of Alley Associates and Nelson Mullins is a strategic response to the rapidly evolving practice of governmental relations in North Carolina," Mr. Teague said. "With new lobbying laws in effect this year, the complexity and competitiveness of the industry continues to increase. The addition of Zeb to our government relations team will make us one of, if not the most, experienced and effective practices in the state."

In addition to his Legislative and Governor's Office service, Mr. Alley's public service in North Carolina state government includes:

* former chairman of the State Capitol Foundation Board of Directors;
* former chairman of the Task Force on Governmental Relationships of the Board of Visitors of the University of North Carolina at Chapel Hill;
* member of the North Carolina Board of Alcohol Beverage Control, (1977-80); and
* commissioner of the North Carolina Courts Commission (1973-75).


Mr. Alley served in active duty in the United States Army from 1948-51, and served in combat duty during the Korean War, 1950-51, with the 2nd Infantry Division where he was the recipient of the Bronze Star with "V" device for valor and the Purple Heart. Today, Mr. Alley serves as State Legislative Liaison for the Veterans of Foreign Wars and lobbies on behalf of North Carolina Veterans on a pro bono basis, a relationship he has maintained for 20 years. He is a life member of The American Legion, the Veterans of Foreign Wars, the Disabled American Veterans, the Am-Vets, the Military Order of the Purple Heart, and the North Carolina Veterans Council.

Mr. Alley is also a member of the N.C. Bar, the N.C. State Bar Association, the N.C. Professional Lobbyists Association, the N.C. Citizens for Business and Industry, the N.C. Forum for Research and Economic Education, and the Association Executives of North Carolina.

Mr. Alley earned a Bachelor of Laws from the University of North Carolina at Chapel Hill School of Law, after having previously earned a Bachelor of Liberal Arts from the University of North Carolina at Chapel Hill.

Mr. Buffkin's work experience includes an intimate knowledge of the legislative process at the North Carolina General Assembly. He worked as an aide to Rep. Edd Nye, then a chairman of the House Appropriations Committee and a chief budget writer. He went on to work in the Legislature's Bill Drafting division under legal expert Gerry Cohen. Mr. Buffkin also has worked in two cabinet department Secretaries' Offices, first at the Department of Administration and later at the Department of Health and Human Services. Mr. Buffkin is an alumnus of N.C. State University.
