Silver Featured in Article on Rolan Case
Samuel Silver was featured in an article in The Philadelphia Inquirer, “Murder Retrial Begins for Former Death-Row Inmate.” The article discusses the retrial of the Commonwealth v. Florencio Rolan case, which promises that jurors will hear the previous testimonies of deceased witnesses, as well as testimonies from current “aging” witnesses.

The new trial was ordered in 2006 by the United States Court of Appeals for the Third Circuit because of inadequate legal services provided by Mr. Rolan’s previous defense attorney during his 1984 trial regarding the May 1983 murder of Paulino Santiago. Mr. Rolan was convicted in 1984 and sentenced to death for the Santiago shooting, but he won a new sentencing hearing and in 2003 was resentenced to life in prison. The prosecutor, Assistant District Attorney Mark Gilson, alleges that after an argument between the parties, Mr. Rolan obtained a rifle, proceeded to follow Mr. Santiago into an abandoned house a block away, and shot him.

In Mr. Rolan’s defense, Sam stated that Mr. Santiago, who had been drinking heavily, entered the abandoned house “brandishing a knife and threatening to kill Florencio Rolan.” Sam also mentioned that deceased witness Daniel Varagas’ testimony would validate his argument.

Joyce Elizabeth Boyle, of New Brunswick, concentrates her practice in insurance coverage and defense litigation. She is also experienced in environmental insurance coverage, mass torts and products liability. Prior to joining Riker Danzig, Ms. Boyle was an attorney with McElroy, Deutsch, Mulvaney & Carpenter, LLP of Morristown. She earned her law degree from Seton Hall University School of Law in 2004 and her undergraduate degree from Rutgers, The State University of New Jersey in 1993.

Ms. Boyle is a former Judicial Intern for Hon. Patrick F.X. Fitzpatrick, Bergen County Court-Law Division. While attending law school, she earned the Best Oralist and Best Brief/Appellate Advocacy Award. She is the author of "To Pay or Not to Pay, That is the Question: Finding an Intermediary Solution Along the Moore Spectrum," 7 Mich. St. DCL L. Med. & L. (2004).

Pierce Atwood celebrates successful completion of Bulgarian Energy Regulatory Assistance Project
Under contract to the United States Agency for International Development (USAID), Pierce Atwood served for more than three years as full-time energy regulatory development advisor to Bulgaria’s independent State Energy and Water Regulatory Commission (“SEWRC”). Pierce Atwood’s work involved support of the SEWRC as it transformed from a new and inexperienced regulatory agency to an effective and well functioning European Union Member State national energy regulator. Pierce Atwood provided hands-on training in-country as well as exposure to international experience through study tours and seminars; drafted rules of practice and procedure; served as a ready resource to address controversial issues as they arose, from customer complaints on service quality to proposed legislation limiting SEWRC’s authority; developed tariff methodologies and facilitated review of proposed tariffs; drafted rules, laws, model contracts, and licenses; and generally focused on helping SEWRC fulfill its responsibilities through effective and transparent processes and procedures. A key focus of Pierce Atwood's assistance was supporting the Government of Bulgaria in the privatization of its power assets, involving over $1 billion USD in privatization agreements and private sector investment.
Throughout the course of the project, Pierce Atwood attorneys John Gulliver and Elizabeth Butler traveled extensively to Bulgaria to assist the Commission in its work. On December 8, 2006, Project Manager John Gulliver spoke at the close-out ceremony in Sofia, attended by SEWRC Commissioners and staff, members of Bulgaria’s Ministry of Economy and Energy and USAID officials.

Debbie Durban Certified as Employment Specialist.
The Supreme Court of South Carolina has certified Nelson Mullins Riley & Scarborough Partner Debbie Whittle Durban as a specialist in Employment & Labor Law.

Also a litigator, Ms. Durban is a member of the South Carolina Bar and is admitted to practice before the 4th U.S. Circuit Court of Appeals and the U.S. District Court for the District of South Carolina. She is the author of "Impeachment of Witnesses: Application of South Carolina Rules of Evidence 608(b) and 609(a)(2)," S.C. L. REV., Vol. 49, No. 5, Summer 1998.

Ms. Durban is a member of the American Bar Association, the Richland County Bar Association, the South Carolina Defense Trial Attorneys' Association, and the S.C. Women Lawyers Association. She earned a Juris Doctor, cum laude, from the University of South Carolina School of Law in 1999, where she was inducted into The Order of the Coif. During law school, she served as associate articles editor of the South Carolina Law Review, received CALI Awards for Constitutional Law and Business Crimes, and was a member of the John Belton O'Neall Inn of Court and the Order of Wig and Robe. Ms. Durban earned a Bachelor of Arts in Political Science from the University of South Carolina in 1972.

The Employment and Labor Law Specialization Advisory Board reviews attorneys for certification based on their involvement, experience, competency, and practice in the field of employment and labor law for at least five years.
