Tom Stukes to Lead Womble Carlyle's Health Care Practice Group
Womble Carlyle Sandridge & Rice, PLLC today announced that Tom Stukes has been appointed as the Practice Group Leader of the firm's Health Care Practice Group. Stukes is a member in the firm's Greensboro, NC office.

Stukes specializes in representing hospital systems, academic medical centers and other health care providers, provider networks, management services organizations, and managed care organizations throughout the Southeast. He has handled over 40 hospital and medical center acquisitions, sales, mergers, consolidations, conversions and restructurings of public, nonprofit and for-profit clients and has been instrumental in the formation of a number of the largest hospital systems in North Carolina. Health care providers have engaged Stukes to form numerous joint ventures among hospitals, physicians and other health care providers, including imaging centers, ambulatory surgical centers, managed care networks, home health agencies and technology companies. For his efforts on their behalf, the North Carolina Hospital Association and the North Carolina Medical Society presented Stukes with the pen that Governor James B. Hunt, Jr. , also a Womble Carlyle attorney, used to sign into law health care legislation that enabled the development of provider sponsored health plans in North Carolina. His twenty years of experience in dealing with hospital operational issues and their relationships with physicians have made Stukes a valuable resource in resolving hospital-medical staff conflicts.

Tom's breadth of healthcare law experience, combined with his fine reputation among the hospital systems and health professionals across our region, will serve him well in his new role." Horoschak continues his healthcare and antitrust practice as a member in the firm's Charlotte, NC office.

Stukes received his bachelor's degree from the University of North Carolina at Chapel Hill and his J.D. from the University of North Carolina School of Law where he served as editor in chief of the North Carolina Law Review. He is currently a member of the North Carolina Bar Association's Health Law Section, Guilford County Bar Association, American Health Lawyers Association and the North Carolina Society of Health Care Attorneys. He is licensed to practice law in North Carolina and before the United States Circuit Court, Middle District of North Carolina. Stukes obtained the first approval from the North Carolina Department of Insurance for risk-bearing provider owned managed care networks designed for self-funded employers and has assisted in the formation of numerous provider networks.

Womble Carlyle's Health Care Practice Group consists of over 50 attorneys who have experience in all areas of particular interest to health care industry clients. This group serves a wide variety of health care clients, including hospitals and health systems, long term care facilities, nursing homes, home health providers, multi and single specialty physician groups, managed care organizations, independent clinical laboratories, pharmaceutical companies, ambulatory surgery centers and providers of outpatient and ancillary care services. Additionally, these attorneys have experience in representing health care clients in antitrust, regulatory & compliance, business transactions, labor & employment, litigation, risk management & insurance counseling, construction, environmental and public finance & tax.

Fenwick & West LLP Announces 2007 Relocation of San Francisco Office
Fenwick & West LLP announced today that after seven years at its Embarcadero Center West location, it will relocate its San Francisco office to 555 California Street. The custom-renovated 58,144 square foot office space has room for more than 100 attorneys and 70 staff. Seventy-seven attorneys will move into the office on Monday, January 22.

San Francisco office managing partner Laurence Pulgram said, "Fenwick & West has been a prominent part of the San Francisco legal landscape for the past seven years, and is rapidly expanding its practice in San Francisco. As our target technology and life sciences clients thrive in the city and the areas that immediately surround San Francisco, the resulting growth stretched our capacity in the Embarcadero Center West offices. This move allows us to prepare for additional anticipated growth in the foreseeable future."

Managing Partner Kate Fritz commented, "We were really bursting at the seams. Our new offices are more than a third larger than the Embarcadero Center West offices, and most importantly, they give us room to grow.

Choate, Hall & Stewart Hosts Event for the Hispanic National Bar Association Region 1 & Massachusetts Association of Hispanic Attorneys
Choate, Hall & Stewart LLP yesterday hosted an event for Region 1 of the Hispanic National Bar Association and the Massachusetts Association of Hispanic Attorneys to honor three organizations for their outstanding contributions to the New England Hispanic community. Jimmie Reyna, the president of the Hispanic National Bar Association presented awards to John Bonifaz of the National Voting Rights Institute, Maria Elena Letona of Centro Presente, and Luis Lugo and Javier Marin of El Planeta. More than 130 Hispanic attorneys, community leaders and other Hispanic professionals attended the event.

“We were very pleased to be able to host this special event,” said Carlos Perez-Albuerne, a partner at Choate, Hall & Stewart LLP and an active member of the New England Region of the Hispanic National Bar Association. “The individuals who were honored here last night are remarkable and have made a huge difference in the lives of so many people. It was a privilege to honor to them.”

John Bonifaz, who founded the Boston-based National Voting Rights Institute in 1994, was recognized for his tireless dedication to protecting the right to vote and to broaden citizen participation in the democratic process. The National Voting Rights Institute serves as a prominent legal and public education center dedicated to protecting the right of all citizens to vote and to participate in the electoral process on an equal and meaningful basis. After directing the organization for a decade, Bonifaz (a 1999 recipient of a MacArthur Foundation Fellowship) now serves as the organization’s general counsel.

Maria Elena Letona, the Executive Director of Centro Presente, was recognized for her continued work for immigrant rights and economic and social justice. Centro Presente empowers Latin American immigrants through the provision of basic services, development of leadership skills, and the promotion of civic and democratic participation. Letona, who is considered the dynamic force behind Centro Presente’s many successes, has focused her work on changing anti-immigrant prejudice and racism while protecting human rights, human dignity, and democracy.

El Planeta, the largest circulating Spanish weekly newspaper in the Greater Boston area and New England, was recognized for playing a key role in educating Hispanics about the electoral process by providing information in a concise, clear, and non-partisan manner and empowering the Hispanic community in Massachusetts. In 2006, El Planeta partnered with MassVOTE, a non-partisan voting rights organization, to run a series of articles entitled “Ruta Electoral” or “Electoral Route.” La Ruta Electoral covered topics such as the elected offices and their roles, the importance of voting, understanding the political process, etc. Luis Lugo and Javier Marin accepted the award on behalf of El Planeta.

Richard J. Suhrheinrich Selected as a Fellow of Michigan State Bar Association Foundation
Kitch firm principal Richard J. Suhrheinrich was recently selected as a Fellow of the Michigan State Bar Foundation.

According to the Michigan Bar Association, Fellows are selected for their outstanding professional contributions to the legal community. In 1984, thirty-two leading lawyers started the fellows to sustain leadership and financial support for the Foundation and its charitable programs.

The stated mission of the Michigan Bar Association Foundation is to provide leadership and funding to improve the justice system by improving access to justice for all and improving public understanding about the law, the importance of the rule of law and peaceful resolution of disputes through education, research and publicity.

Brett Miller Co-Authors Article on ADA and Zoning Issues
The Ever Expanding Scope of the Americans With Disabilities Act: Whether Title II of the ADA Applies to Zoning Issues," which appeared in the November, 2006 issue of Zoning and Planning Law Report, was co-authored by Kitch firm associate Brett Miller. The article reviews the expansion of this issue, and explains that the ADA should not be read "to require affirmative action for disabled people on the part of local governments to change their zoning laws." The article maintains that "the ADA can fulfill its purpose of ending discrimination against the disabled without requiring a municipality to change its laws.
