Pillsbury Transaction Latest in Trend to Outsource HR Functions
Pillsbury Winthrop Shaw Pittman recently drew on its industry-leading outsourcing practice, using its integrated consulting/legal advisory model to represent software market leader CA, Inc., in a five-year, $60 million deal to outsource global human resources and recruiting services to Arinso People Services, Inc.

The transaction is the latest in a growing trend by organizations to outsource their human resources functions, such as benefits and employee data management services.

"This global transaction is significant because it is a critical first step in the company's vision to transform its human resources department into a more strategic, flexible and proactive organization, by outsourcing various transactional and operational functions, while focusing on its core business," said John Haworth, Consulting Principal and HRO practice lead for Pillsbury. "This transaction also demonstrates how the HRO (human resources outsourcing) services market is maturing as most Fortune 500 companies are considering outsourcing certain HR functions in some form, if they have not done so already."

CA, Inc., will outsource functions including recruiting processes, benefits, data and information management, third party vendor management and call center operations for 15,000 employees across 30 countries.

The Pillsbury team included Haworth, partner Craig Wolff and counsel Michael Steinig from Pillsbury’s Washington, DC office.

Jervis Finney Returns to Ober|Kaler as Of Counsel
Ober|Kaler announced that Jervis S. Finney, a former U.S. Attorney for Maryland and legal advisor to former Governor Robert Ehrlich, is rejoining the firm as Of Counsel in Baltimore.

A member of Ober|Kaler from 1958 to 2003, Mr. Finney left the firm after being tapped by former Governor Ehrlich to serve on the Governor's staff as Chief Counsel and Criminal Justice Advisor.

Mr. Finney led many initiatives during his tenure as Chief Counsel including the selection of nearly 75 new judges in Maryland, securing a stopover in Baltimore for the prestigious Volvo Ocean Race in Baltimore, and establishing the National Sailing Hall of Fame in Annapolis. Mr. Finney will resume his litigation and government relations practice at Ober|Kaler.

"Throughout his distinguished legal career with Ober|Kaler, a term that spans nearly half a century, Jervis has led by example in promoting professionalism and high ethical standards," commented Ober|Kaler CEO John A Wolf. "We are proud of his accomplishments and thrilled to have him return."

One of Maryland's most respected trial lawyers and dedicated civic leaders, Mr. Finney served as a member of the Baltimore County Council from 1962 to 1966 before being elected as Maryland State Senator in 1967. In 1975, then-President Gerald Ford appointed Mr. Finney U.S. Attorney for Maryland. His term was dominated by the political corruption trial of former Governor Marvin Mandel.

Devoting his career to raising the ethical standards of the legal profession and improving the administration of justice, Mr. Finney served on the Maryland State Ethics Commission (1979 to 1983) and in 1998, was asked to serve as Special Independent Counsel to the Joint Legislative Ethics Committee regarding the allegations against State Senator Larry Young.

Mr. Finney, a Fellow of the American College of Trial Lawyers, is the recipient of numerous awards including the Maryland Bar Foundation's Professional Legal Excellence Award for the Advancement of Public Service Responsibilities.

After graduating from Princeton University (A.B., cum laude, 1953), Mr. Finney served in the U.S. Army Paratroops, 11th Airborne Division. He earned his LL.B. at Harvard University School of Law (1958).
