Kramer reappointed Chair of Economic Development & Zoning for Crestview Hills
David Kramer, a partner with Deters, Benzinger & LaVelle, a member of Crestview Hills City Council and Chairman of the City's Economic Development & Zoning Committee since 2000, has been reappointed by City Council as Chairman of the Economic evelopment Committee. He has also been reappointed to the Governing Board of the Lakeside Park/Crestview Hills Police Authority.

During Kramer's tenure, economic development in Crestview Hills has included redevelopment of the Crestview Hills Mall into the Crestview Hills Town Center, an upscale lifestyle center, the relocation of scores of new companies and professional firms to the Thomas More Research Park, and most recently the announcement that Columbia Sussex Corporation, the largest privately held corporation in Greater Cincinnati, will move its headquarters to Crestview Hills. The City's payroll tax now generates nearly $1.2 million in tax receipts per year, an increase of more than 350% since 1990. The growth in the payroll tax has enabled the City to keep residential property tax rates among the lowest in Northern Kentucky.

New CDO and Derivatives Partner for Mayer, Brown, Rowe & Maw
Mayer, Brown, Rowe & Maw LLP is pleased to announce that Edmund Parker, a derivatives and structured securities specialist (in particular in CDOs), joins the firm as a partner in its London Finance Group. He joins the finance team from the London office of Gide Loyrette Nouel (Gide) on 5 February, 2007.

Ed's extensive experience includes acting for arrangers and other parties in a wide variety of structured securities transactions (including Collateralised Fund Obligations (CFOs), Collateralised Debt Obligations (CDOs) and synthetic Constant Proportion Portfolio Insurance (CPPI) transactions), as well as advising on credit, equity and commodity derivative transactions (especially in relation to emissions trading), repackagings, securitisation, OTC derivatives and capital markets transactions generally.

At Mayer, Brown, Rowe & Maw, Ed's practice will have a number of priorities.These fall into three areas.Firstly, advising on complex cash and synthetic CDOs, dynamic CPPI and principal protected structures, OTC derivatives and innovative new products; this will be with a view to developing new products for clients of other areas of the firm, including securitisation, insurance derivatives and property derivatives products. Secondly, advising on issues of asset repackagings and single name, basket and portfolio credit linked notes as well as broader derivatives work.Thirdly, advising on the listing of structured bonds and advising leading financial institutions on major credit events impacting on their credit derivatives portfolios.Additionally Ed has experience of structured finance in Africa which will augment the primarily project finance workfor which the firm is well known.

He has advised a number of high profile banks and financial institutions including Merrill Lynch, Deutsche Bank, Société Générale Asset Management, Natexis Banques Populaires, GE Company, BNP Paribas and Morgan Stanley. Ed spent nearly four years at Gide in both London and Paris. Before that he worked at Sidley Austin and Clifford Chance in London.He was admitted in February 1999 and received his LLB from Dundee University in 1994 and his LLM in International Business Law from University of London (Queen Mary & Westfield College) in 1995.

In addition to English he speaks both Spanish and French. He recently contributed significant chapters on credit derivatives, emissions trading and property derivatives to "Practical Derivatives: A Transactional Approach",and is currently writing a 400 page work on credit derivatives to be published by Globe Business Publishing in Spring 2007.
Bruce Bloomingdale, co-head of the London Securitisation Group for Mayer, Brown, Rowe & Maw LLP, commented:"The securitisation and structured finance team is going from strength to strength. We are ramping up our capabilities in London and will leverage off both Ed's expertise in CDOs and derivatives in Europe and on our existing CDO capability in London and the rest of Europe. His appointment will also add to the significant experience Dominic Griffiths has in cash-funded CDOs."

In 2006, Mayer, Brown, Rowe & Maw's London securitisation and structured finance team hired an additional six assistants into the group, and advised a number of new clients on significant and innovative transactions and was appointed to a number of high profile panels. Examples of innovative transactions in 2006, include acting for:

* ING in its first UK CMBS;
* Bear Stearns, as lead manager, on all English and New York law aspects of the Sciens CFO I transaction - a €240 million fund-of-funds transaction collateralised by shares in over 50 hedge funds;
* Kazkommertsbank as the originator on its US$300 million Diversified Payment Rights securitisation; and
* HSH Nordbank AG on the establishment of its innovative new Structured Investment Vehicle, Carrera Capital Finance Limited.
