Hank Morgan Joins GR Public Finance Group
GrayRobinson has expanded its Public Finance Group to include Hank Morgan, a veteran public finance attorney of twenty-four years, as a partner in its Lakeland office.

"I am pleased to welcome Hank to our Public Finance Team," said GrayRobinson Public Finance Chair Frank Fleischer, "Hank is a friend with whom I have worked on a number of transactions and I respect his abilities and work ethic."

Morgan will bring to GrayRobinson his experience and expertise as bond counsel, adding that capacity to GrayRobinson's well established practice as disclosure and underwriters counsel.

Formerly with Holland & Knight of Lakeland, Morgan has practiced in the area of public finance for twenty-four years. He has served as bond counsel, disclosure counsel, underwriter's counsel, issuer's counsel, borrower's counsel, bank counsel and trustee counsel in county, municipal, school board and special district transactions of various types over his career.

Morgan has enjoyed representing a wide variety of clients during his career in public finance, including Pinellas County, Seminole County, Brevard County, Hillsborough County, Miami-Dade County and Leon County, the Cities of Orlando, Leesburg, Melbourne, Ft. Myers, Punta Gorda and Jacksonville, and authorities and districts such as Polk County Industrial Development Authority, Martin County Industrial Development Authority, Volusia County Industrial Development Authority, Tampa Sports Authority, and Vista Lakes Community Development District.

Morgan joins a public finance team, headed by Fleischer in the firm's Tampa office, that recently assisted in handling Florida's largest-ever municipal bond sale to protect Citizens' policyholders from future hurricane loss. GrayRobinson was also ranked number one among law firms both throughout the nation and the State of Florida in 2005 for municipal bond issues in Florida by Thompson Financial and was responsible for the 2004 "Deal of the Year" award for previous bond work with Citizens Property Insurance. In total, the team has handled over $10 billion in public finance offerings over the past six years and has been involved in innovative and unique bond financings for hospitals, school districts, airport facilities, water and sewer facilities, port districts, reclaimed water facilities, resource recovery facilities, a performing arts center, a convention center and a water desalination plant.

Shuman Appointed to The Florida Bar Grievance Committee for the Eighteenth Judicial Circuit Court
GrayRobinson is pleased to announce that Erik P. Shuman has been appointed to serve on The Florida Bar Grievance Committee for the Eighteenth Judicial Circuit Court.

The Grievance Committee reviews complaints with much the same purpose as a grand jury. That is, the committee decides whether there is probable cause to believe a lawyer violated the professional conduct rules imposed by the Supreme Court of Florida and whether discipline against the lawyer appears to be warranted. There is no right to appeal "no probable cause" determinations by grievance committees.

Mr. Shuman, an "AV" rated attorney, practices in the areas of estate planning, guardianship, trusts and estates, elder law, and Medicaid planning. He obtained his law degree from the University of Florida in 1993. Mr. Shuman is a member of the National Academy of Elder Law Attorneys and the Academy of Florida Elder Law Attorneys.

Scalia is with Gibson Dunn's Washington, D.C. office. He co-chairs the firm's Labor and Employment Practice Group and chairs the Administrative Law and Regulatory Practice Group.

Giuliani stated to the reporter his decision to align with Bracewell was based on his impression with the firm's culture, vision and the caliber of the practice.

Adams and Reese Welcomes Three New Attorneys
Adams and Reese is pleased to announce that three new attorneys have joined the firm. James R. Austin joins the firm as a partner in the Baton Rouge office, Mark L. Gaines joins the Birmingham office as Special Counsel, and Jade Brown Russell joins the New Orleans office as an associate.

James R. Austin is a member of the Banking and Finance and Real Estate Practice Teams in the Transactions and Corporate Advisory Services Practice Group. He has nearly 30 years of outside and in-house commercial legal experience focusing on all aspects of lending law, debtor/creditor relations and contract law. He is AV-Rated by Martindale-Hubbell. Prior to the private practice of law, Mr. Austin served nearly 14 years as counsel for various financial institutions. He received his Juris Doctor degree from the Paul M. Hebert Law Center of Louisiana State University in 1978, and his Bachelor of Science degree in Industrial Management from the Georgia Institute of Technology in 1975.

Mark L. Gaines is a member of the Governmental Relations Practice Team in the Special Business Services Practice Group in the Birmingham office. Prior to becoming the Probate Judge for Jefferson County, Mr. Gaines served 4 terms in the State House of Representatives. During his 15 years of service in the House, he served on various legislative committees including the Judiciary Committee, 1990-1998; Banking Committee, 1990-1998; Chairman of the Business and Labor Committee, 1994-1998; Commerce Committee, 1998-2005; and Boards and Commissions, 1998-2005. He also served as the Minority Leader of the House and Chairman of the House Republican Caucus from 2000-2002. Mr. Gaines earned his Juris Doctor degree from the Birmingham School of Law in 1985. In 1979, he earned his Bachelor of Arts degree in Political Science from Auburn University.

Jade Brown Russell is a member of the Corporate/ Securities/ Mergers and Acquisitions Practice Team in the Transactions and Corporate Advisory Services Group. She has extensive experience in mergers, acquisitions, dispositions, corporate finance and securities related transactions, with a special emphasis on debt and related transactions. She manages all aspects of deals from inception to completion for her clients, and advises them on various corporate and federal securities laws issues. Ms. Russell earned her Juris Doctor degree cum laude from Southern University Law Center in 2003. She served on the Student Bar Association as President of the Senior Class, and was Vice Chairman of Moot Court. She earned her Bachelor of Arts degree cum laude in Political Science from Howard University in 2000.

Thornton and Chambers Named Tennessee Bar Foundation Fellows for 2006
Guilford F. “Gif” Thornton, Jr. and John L. Chambers, members of the Nashville office of Adams and Reese LLP, have recently been elected Fellows of the Tennessee Bar Foundation. Invitations to membership in the Foundation were extended to 35 attorneys this year by the Board of Trustees. The introduction of new Fellows took place at the annual Fellows' Dinner in Nashville.

Thornton is a member of the Special Business Services Practice Group, and serves on the Governmental Relations Practice Team. He is legislative counsel to a number of trade associations, as well as business and governmental entities with interests at the Tennessee General Assembly. In addition, he represents clients before regulatory boards and administrative agencies of local, state and federal government. He has extensive experience in the areas of public utilities, telecommunications, energy, health care, insurance, transportation and public safety. Thornton received his Bachelor of Science degree from Vanderbilt University in 1984, and received his Juris Doctorate from Vanderbilt University School of Law in 1990.

Thornton has chaired the Government Affairs Committee of the Tennessee Bar Association, and has served as an elected member in its House of Delegates. He is a former president of the board of the Legal Aid Society of Middle Tennessee and is a Fellow of the Tennessee and Nashville Bar Foundations. He has served on the Boards of Trust of Vanderbilt University and Brentwood Academy, as well as Daystar Counseling Ministries. He is a member of the Leadership Nashville Alumni Association.

Chambers is a member of the Litigation Practice Group, and serves on the Commercial Dispute Practice Team. His practice includes corporate, securities and real estate litigation, as well as bankruptcy reorganizations, and probate and tax law. He graduated from Princeton University in 1957 and received his law degree from Harvard University School of Law in 1960.

Chambers served as Secretary/ Treasurer of the Nashville Bar Association from 1969-1970, and was a member of the State of Tennessee Franchise and Excise Tax Study Committee in 1975. He currently serves as First Vice President of the Nashville Bar Association and is an active member of the Tennessee, and American Bar Associations, and its sections on taxation, real property, and probate and trust law. He is also a member of the American Judicature Society.

Thornton and Chambers join Adams Reese attorneys Samuel Bartholomew, William Bruce, Anne Russell, James McLaren and Lucian Pera, who were named Fellows in previous years.

THE ARIZONA WOMEN LAWYERS HONORING JUSTICE O’CONNOR APPOINTS PATRICIA LEE REFO AS CO-CHAIR OF THE FUND
Snell & Wilmer partner Patricia Lee Refo has been named Co-Chair of the Arizona Women Lawyers Honoring Justice O’Connor Fund at the Sandra Day O’Conner College of Law at Arizona State University.

Refo is a partner in Snell & Wilmer’s Phoenix office where she concentrates her practice on complex commercial litigation. She represents clients in Articles Nexis variety of business matters including class actions and claims involvingfiduciary duty, contract, business torts, securities fraud and professional malpractice.

The fund is the beginning of a 50-state effort by the Sandra Day O’Connor College of Law to recognize the justice’s legacy of judicial and community leadership. “This is an opportunity for the women lawyers in Arizona to show their profound appreciation for Justice O’Connor’s many years of public service. I was in law school when Justice O’Connor was named to the Supreme Court. That appointment forever changed what women lawyers can do. Every women lawyer in Arizona has personally benefited from O’Connors trailblazing,” said Refo.

Refo is a graduate of the University of Michigan and the University of Michigan Law School.
