Federal Government Relations Attorney Terry Haines Quoted on Sarbanes-Oxley Reform
Terry Haines was quoted in the March 13, 2007, edition of Roll Call, a publication that is widely regarded as the leading source for congressional news and information. Haines is a member of Buchanan Ingersoll & Rooney's Federal Government Relations Section in the firm's Washington, D.C., office.

The article, titled "Lobbyists Leery of Sarbanes-Oxley Bill," discusses the introduction of legislation meant to reform the 2002 Sarbanes-Oxley corporate accountability law. Some lobbyists are urging caution with regard to reforms.

Haines, who was chief counsel and staff director for the House Financial Services Committee when it wrote and passed the original bill, said, "You're going to have to give some to get some.

"If Sarbanes-Oxley were reopened, it would also open the door to all sorts of things the business community might not want. I don't know if those who would want to change Sarbanes-Oxley are ready for that kind of debate," Haines told Roll Call.

Buchanan Ingersoll & Rooney's Ranking on the Legal Times' Influence 50 List Climbs
For the second year, Buchanan Ingersoll & Rooney has earned a spot on the Influence 50, a list of lobbying practices and law firms with the highest revenues from government relations work in 2006. The list was included in the March 12, 2007, edition of the Legal Times.

After making its debut in the No. 22 spot on the list of top law firms in 2006, the firm has captured the No. 16 spot in 2007. The firm ranked 25th in the combined list of law firms and lobbying practices.

An article accompanying the lists in the Legal Times said that the surge of law firms (as opposed to lobbying-only firms) on the list seemed to be a growing trend, and noted Buchanan's ascension on that list.

Baker & McKenzie LLP Acts for Citigroup Venture Capital International on its Investment in Sindicatum Carbon Capital
Baker & McKenzie, London has acted for Citigroup Venture Capital International (CVCI) and Black River Asset Management (Black River), an independently managed subsidiary of Cargill, on their investment into Sindicatum Carbon Capital Limited (SCC).

SCC is a specialist climate mitigation company utilizing capital and technology to convert greenhouse gas emissions into long-term sources of revenue in this rapidly emerging market. The London, Sydney and Beijing offices of the Firm combined to execute this transaction which involved conducting reviews of SCC's projects in China and elsewhere.

Clive Cook, Corporate Partner at Baker & McKenzie, said: "We were delighted to have acted for CVCI and Black River on this transaction. This was another very interesting project for us which enables us to exploit our transactional lawyers' experience of carbon related projects and, of course, the cross border strengths of our global climate change practice.''

Former H&R Block Chief Legal Officer Joins K&L Gates Washington
Kirkpatrick & Lockhart Preston Gates Ellis LLP (K&L Gates) welcomes Nicholas J. Spaeth as partner in the firm’s Washington, DC office. Spaeth comes to K&L Gates from H&R Block, where he served as the company’s senior vice president and general counsel. Spaeth also served eight years as the elected Attorney General of North Dakota, and as law clerk to late Associate Justice Byron R. White of the United States Supreme Court.

At K&L Gates, Spaeth focuses his practice on independent investigations, financial services regulatory issues and enforcement actions. He also counsels clients in connection with state attorney general enforcement activities on behalf of consumers. Spaeth's background—which includes service as general counsel of major corporations subjected to state attorney general activity—and his tenure as a state attorney general give him unique perspective on these issues.

Oppenheimer’s Community Service Day Sponsor of the Winter Special Olympics
The Minnesota law firm of Oppenheimer Wolff & Donnelly LLP is pleased to announce that on Saturday, March 10, 2007 eighty-five attorneys, paralegals, staff and their families participated in Oppenheimer’s third annual “Community Service Day,” devoting more than 400 hours of service to the Winter Special Olympics.

The Winter Special Olympics’ mission is to “enhance the human potential and quality of life for children and adults with intellectual disabilities by offering year-round sports training and competition.” As a sponsor, Oppenheimer participated in numerous roles—time keeping, score keeping and officiating—at several events, including poly hockey, alpine skiing and roller skating. At an Appreciation Dinner at Buck Hill Ski Lodge, Oppenheimer held a silent auction of gift baskets donated by the firm and friends of the firm. Twyla Hobbs, an Oppenheimer Legal Administrative Assistant, earned the highest bid for her gift basket and therefore received the honor of donating all auction proceeds to her charity of choice. She said, “I was extremely pleased to donate $2,100 to Safe Hands Animal Rescue of Minneapolis. I know this money will make a huge impact on this little start-up rescue that began just six months ago and has already saved more than 200 animals.”

Tonia Teasley Schulz, Oppenheimer’s Managing Partner commented, “We were honored to participate in this event and share in the excitement of the day. It was inspiring to work with the athletes and rewarding to see the people we were helping. It feels like we’ve come full circle—serving on the Special Olympics Board, donating money to the organization and working hands-on at their event. Andrews Kurth Partner Recognized With Jaworski Award
"In recognition of 40 years of service to the Houston community, Jonathan Day has become the 20th recipient of the Leon Jaworski Award from the Houston Bar Association Auxiliary. Day received the honor March 6 at a luncheon hosted by the HBAA, which gives the annual award in honor of Leon Jaworski, whose achievements exemplified a lifetime of commitment to the Houston community.

Over the years, Day has supported the community in many areas, including public education, non-profit organizations, the arts and in his role as a law partner focused on public law.

""We are proud of Jonathan's achievements, and are grateful to the HBAA for recognizing his commitments to public service,"" said Managing Partner Howard Ayers. ""Jonathan is clearly a leader in the community and sets a great example for each of us.""

Day has helped in many ways to improve public education in Houston. He led Citizens for Good Schools, which reformed governance of the Houston Independent School District. He has co-chaired the last two successful HISD bond elections; chaired the Board of Houston A+ Challenge; led the Greater Houston Partnership's Education Committee; and served as a trustee of the Texas Interscholastic League Foundation.

""It is an honor to be recognized,"" Day said. ""The award is part of a great tradition and I'm pleased to be representing the vast array of lawyers who are supporting so many community organizations that better Houston.""

He is currently Chairman of the Board of Neighborhood Centers, Inc., a United Way agency that each year serves more than 180,000 individuals and families.

Day's commitment to the Houston arts scene includes serving as a board member of the Alley Theater, the Contemporary Arts Museum, The Wortham Theater Foundation, DiverseWorks and Lawndale Art Center.

In his professional role, Day has been instrumental in creating and structuring a wide range of public institutions, including the Metropolitan Transit Authority; the Cultural Arts Council; the Wortham Center; the Houston Parks Board; the new downtown park, Discovery Green; and the Houston Zoo, where he currently serves as Chair of the Board. "
