Drescher-Rhoades Joins Baker & Daniels' Public Finance Practice
Tenley L. Drescher-Rhoades, former deputy corporation counsel for the City of Indianapolis, has rejoined Baker & Daniels LLP as an associate in the firm's public finance practice group.

As deputy corporation counsel, Drescher-Rhoades was involved in the management of the city's legal department, counseled the Office of Mayor, participated in several major policy initiatives and developed an expertise in election law. Drescher-Rhoades joined the City of Indianapolis in 2004 as assistant corporation counsel where she represented various city entities, including the Department of Metropolitan Development. She actively participated in economic development and redevelopment projects and the historic preservation regulatory process.

Drescher-Rhoades first joined Baker & Daniels after graduating from law school. She specialized in employee benefits law for 3½ years before entering the public sector with the City of Indianapolis.

Drescher-Rhoades graduated cum laude from Butler University in 1997 and cum laude from the Indiana University School of Law in Bloomington in 2000.

Paul Seiler participates in the Second International Colloquium on Secured Transactions hosted by UNCITRAL (United Nations Commission on International Trade Law) in Vienna, Austria on January 18-19, 2007
"Paul F. Seiler, a shareholder in the firm's Reorganization/Corporate Finance practice group, participated in the Second International Colloquium on Secured Transactions held in Vienna, Austria, on January 18-19, 2007. The Colloquium, attended by approximately 120 law professors, lawyers and business people from all over the world, was called for the express purpose of discussing security interests in intellectual property rights in connection with the draft Legislative Guide on Secured Transactions distributed to members of the United Nations Commission on International Trade Law (UNCITRAL) in July 2006. Mr. Seiler's presentation at the Colloquium addressed the topic of trade secrets and other non-traditional types of intellectual property as collateral (in contrast to copyrights, patents and trademarks as collateral). His presentation was preceded by papers on trademarks, patents and copyrights as collateral, the creation of security interests in those types of property, the priority and effect of securing interests on third parties and enforcement remedies. Mr. Seiler focused on the attributes of a legal regime that would enable lenders to extend credit on the basis of such property rights, including: (i) the need for clarity and certainty of results, (ii) ease of use, and (iii) general applicability.

In conjunction with his presentation, Mr. Seiler submitted a paper co-authored with Jeff Dunn, also a shareholder in the firm's Reorganization/Corporate Finance practice group, titled ""Trade Secrets and Non-Traditional Categories of Intellectual Property as Collateral,"" which addresses the challenges associated with clarifying the legal requirements to perfect a security interest in such intellectual property rights.

UNCITRAL was established by the United Nations General Assembly in 1966 to address the disparities in national laws governing international trade that create obstacles to the flow of trade, positioning the Commission as the vehicle by which the United Nations could play a more active role in reducing or removing these obstacles. The General Assembly gave the Commission the general mandate to further the progressive harmonization and unification of the law of international trade. The Commission has since come to be the core legal body of the United Nations system in the field of international trade law. The Commission is composed of sixty member States elected by the General Assembly. Membership is structured so as to be representative of the world's various geographic regions and its principal economic and legal systems."

Thomas J. Magee admitted to American College of Trial Lawyers
"Thomas J. Magee has become a Fellow of the American College of Trial Lawyers, one of the premier legal associations in America.

The induction ceremony at which Thomas J. Magee became a Fellow took place recently before an audience of 810 persons during the recent 2007 Spring Meeting of the College in La Quinta, California.

Founded in 1950, the College is composed of the best of the trial bar from the United States and Canada. Fellowship in the College is extended by invitation only and only after careful investigation, to those experienced trial lawyers who have mastered the art of advocacy and whose professional careers have been marked by the highest standards of ethical conduct, professionalism, civility and collegiality. Lawyers must have a minimum of fifteen years trial experience before they can be considered for Fellowship.

Membership in the College cannot exceed one per cent of the total lawyer population of any state or province. There are currently approximately 5,610 members in the United States and Canada, including active Fellows, Emeritus Fellows, Judicial Fellows (those who ascended to the bench after their induction) and Honorary Fellows.

The College strives to improve and elevate the standards of trial practice, the administration of justice and the ethics of the trial profession. Qualified lawyers are called to Fellowship in the College from all branches of trial practice. They are carefully selected from among those who customarily represent plaintiffs in civil cases and those who customarily represent defendants, those who prosecute accused of crime and those who defend them. The College is thus able to speak with a balanced voice on important issues affecting the legal profession and the administration of justice.

Hodgson Russ partner Timothy P. Noonan columnist for State Tax Notes
Timothy P. Noonan, a partner in Hodgson Russ LLP's State & Local Tax and Tax Dispute Resolution Practice Groups, has been invited to write a monthly column for State Tax Notes, a leading publication in the state tax field. The column, "Noonan's Notes on Tax Practice," will cover practice and procedure issues arising in the everyday practice of the state and local tax practitioner.

State Tax Notes provides news and commentary on state and local taxation from all fifty states and the District of Columbia, as well as in-depth analysis from leading practitioners, scholars, and government officials.

Mr. Noonan concentrates his practice in state and local tax law, with a focus on New York State and City tax issues. He lectures frequently on New York State and multistate tax matters and is on the faculty of the Institute of Continuing Professional Education. Mr. Noonan is the author of numerous articles for publications such as Journal of Multistate Taxation and Canadian Tax Highlights. He received the 2004 Burton Award for excellence in legal achievement, presented to Mr. Noonan for his co-authorship of "Executive Compensation and Employer Withholding," Journal of Multistate Taxation.

WHITEMAN OSTERMAN & HANNA LLP NAMES RANDALL BEACH PARTNER
Whiteman Osterman & Hanna LLP, the Capital Region’s largest law firm, has named Randall S. Beach partner.

Mr. Beach, of Clifton Park, joined the firm in 2002 and is a member of the Real Estate Development, Zoning and Land Use Practice Group. His principal area of practice is commercial real estate, real estate development and base closure law. He has assisted in the economic revitalization of communities affected by military base closure and is experienced with regard to the acquisition, disposition, development and re-development of commercial and corporate real property, commercial leasing, construction law, financing and land use matters.

Mr. Beach holds a B.A. in political science from Union College and graduated from Boston University School of Law. He is a member of the New York State Bar Association, the American Bar Association, the Albany County Bar Association, and the Capital Region Building Owners and Managers Association. He is also a member of the Board of Directors of Junior Achievement of Northeastern New York, Inc., a member of the Board of Directors of CASA New York State, a member of the Board of Directors of Literacy Volunteers – Mohawk/Hudson, Inc., and a member of the Community Affairs Committee of the Southern Saratoga Chamber of Commerce.

Judith Elkin and David Epstein of Haynes and Boone to Address Annual PLI Bankruptcy Event
Two Haynes and Boone, LLP bankruptcy experts will address the 29th Annual Current Developments in Bankruptcy & Reorganization conference April 9 at the Practising Law Institute New York Law Center.

New York-based partner Judith Elkin and Dallas of counsel David G. Epstein, a professor at Southern Methodist University’s Dedman School of Law, will explore issues surrounding unsecured claims in bankruptcy cases in their presentation at 11:30 a.m on opening day of the two-day event.

Topics to be covered include priority claims, severance and employee claims, late claims, CERCLA claims, equitable and mandatory subordination, disallowance of claims and recoupment distinguished from set-off.

Ms. Elkin has 25 years of experience representing debtors, creditors, creditors' committees, lenders, trustees, acquirors and other parties in interest in reorganization proceedings and financial restructurings. She is also a bankruptcy litigator with particular expertise in bankruptcy appeals.

Mr. Epstein’s bankruptcy practice has included representing committees, debtors, secured creditors and third parties acquiring assets. He has also served as an examiner, representative of future claimants and trustee. Before coming to Dallas, he taught at a number of law schools (including the University of Texas, Harvard, and New York University) and served as Dean at the University of Arkansas and Emory.
