R. James Cox Jr. Joins Troutman Sanders In Its Raleigh Office
The law firm of Troutman Sanders LLP is pleased to announce the addition of R. James Cox Jr. as of counsel to its Retail Properties practice group in Raleigh, N.C.

Cox comes to Troutman Sanders from the Raleigh office of Smith Moore LLP, where he had been an associate since 2001.

“We are thrilled to welcome Jamie to the firm,” said Ashley Story, managing partner of Troutman Sanders’ Raleigh office. “He brings to Troutman Sanders a thriving practice and a broad range of experience dealing with land use and real estate development issues.”

At Troutman Sanders, Cox’s practice will continue to focus on commercial real estate, serving clients in the retail, office, mutli-family and industrial sectors. He will also assist clients with a variety of real estate development, permitting and entitlement issues, as well as land use and zoning issues.

Additionally, Cox has counseled local governments in the development and adoption of growth management regulations, and has regularly dealt with complex, multi-state acquisitions and dispositions, leasing, restrictive covenants and the particular issues associated with the development of medical office buildings.

Cox’s clients are developers and investors, including both large-scale national REITs and individual investors, including several professional athletes.

Prior to his transition to a legal career, Cox spent more than ten years in the planning and development field, working in a variety of capacities for public agencies across North Carolina, including Brunswick County, the City of High Point, the Town of Wake Forest and The Triangle Transit Authority.

“Jamie’s extensive contacts in the real estate community, as well as his fifteen plus years of experience in planning and development will be an asset for the firm in assisting our current and future real estate clients,” said Robert W. Webb Jr., chairman and managing partner of Troutman Sanders.

Cox received a Bachelor of Environmental Design in Landscape Architecture, cum laude, in 1991 from the North Carolina State University College of Design, and earned a Master of Regional Planning and his J.D., with honors, from the University of North Carolina in 2001.

Cox currently serves in leadership positions in the Wake County Real Property Lawyers Association (vice-chair); the Zoning, Planning and Land Use Section of the North Carolina Bar Association (treasurer); and the National Association of Industrial and Office Properties (NAIOP), where he co-chairs committees at both local and national levels.

Smith Moore Awards Scholarships to Duke, UVa Law Students
Smith Moore LLP has selected this year's recipients of the annual scholarships the firm awards to first-year minority law students. Earning the Smith Moore scholarships for 2007 are Tevenia Jacobs who attends law school at the University of Virginia and Sowmya Krishnamoorthy who attends Duke University School of Law.

Smith Moore annually provides law school scholarships of $5,000 per year to outstanding minority law students. In addition to the scholarship awards, Smith Moore scholars work at the firm as summer associates following their first year of law school.

"The attorneys at Smith Moore have long recognized the importance of enhancing the opportunities for minority students to attend law school, and ultimately practice law in North Carolina, Georgia or the Southeast," Smith Moore managing partner Steve Earp said. "We believe our scholarship program was the first of its kind in North Carolina and, for the last ten years, it has provided us with a way to help foster opportunities for top minority students."

The Smith Moore LLP scholarship program, which was instituted in 1998, has provided more than $250,000 in scholarship assistance to minority law students.

Friedman Says Gansler Met Eligibility Requirements
Dan Friedman, Special Counsel in the Litigation Department in the Baltimore office and author of The Maryland Constitution: A Reference Guide, was quoted in this article about last year's debate over Attorney General Douglas F. Gansler's eligibility to hold the office.

Last week, Maryland's top court said it dismissed a challenge to Mr. Gansler's candidacy last year because it came too late, but the court did not comment on his eligibility to hold office. The Maryland Constitution states that an attorney general must have "practiced Law in this State for at least ten years," a requirement that Nikos Stanford Liddy, a voter represented by the campaign manager for Mr. Gansler's opponent, Scott Rolle, did not believe Mr. Gansler met. Mr. Liddy filed a lawsuit against Mr. Gansler and the State Board of Elections. Mr. Friedman was one of the attorneys who represented Mr. Gansler in the case.

Mr. Friedman said Mr. Gansler met the eligibility requirements.

“I think under the Abrams decision (a decision reached last week on the candidacy of Attorney General Thomas Perez), bar membership looks like it’s sufficient, in which case Mr. Gansler had 17 years of bar membership,” Mr. Friedman said. “Even under [the stricter] test, the evidence presented to the trial court was ...dispositive, that Mr. Gansler has practiced law on the dirt of the state of Maryland for 10 years.

Patricia M. Annino named Estate Planner of the Year

Margaret Cook was a Pioneer in Law
Margaret Cook, one of the first female attorneys to practice law in Grand Rapids more than 50 years ago, died March 19 at the age of 82.

"Margaret was a great example," said Michigan Court of Appeals Judge Janet Neff, one of the many women Cook took under her wing.

"Margaret was a person who quietly knew what she wanted and set out to get it."



She graduated from the University of Michigan Law School in 1949, one of three women allowed in the program at that time.

In Grand Rapids, she established an influential and long career, along with fellow attorneys Rosemary Scott and Jean McKee.

"She's the last of the original three," Neff said.

Mrs. Cook worked at the law firm now known as Law, Weathers & Richardson, in the U.S. Attorney's office and, later, at Old Kent Bank, becoming vice president and trust counsel in 1971.

"She was a pioneer ... trying to develop female leaders in the banking business," said John Canepa, former president of Old Kent.

"She deserved a lot of credit."

She also was a past secretary of the Grand Rapids Bar Association and former president of the Grand Rapids Red Cross.

After the death of her husband, former Kent County Circuit Judge George R. Cook in 1988, Mrs. Cook moved to Chelsea, west of Ann Arbor, to be closer to family.

"It never seemed odd to me that she worked," said her daughter, Anne Merkel, recalling her mother's career. "I realized as I got older what she had done .... I admired that tremendously."

Merkel said her mom was politically savvy, staying updated on current events.

Friends and family said her quiet and private nature didn't stop her from achiev-

ing what she wanted or positively impacting lives around her.

Mrs. Cook is survived by her daughter, son-in-law, Tim, and two grandsons, Brian and George, all of Chelsea.

A memorial service is planned for 11 a.m. April 20 at Silver Maples Retirement Community in Chelsea. Memorials may be made to the American Red Cross of Greater Grand Rapids, Faith in Action or the Huron Valley Humane Society.

Matthew A. Jacober Joins Lathrop & Gage as an Associate
Matthew A. Jacober joined the St. Louis office of the Lathrop & Gage L.C. law firm as an associate in the tort litigation practice area. He will focus his practice on toxic tort litigation, primarily asbestos and benzene litigation.

Prior to joining the firm, Jacober was a senior litigation associate in a medium sized firm. Jacober also served as a panel attorney for the Criminal Justice Act on the Criminal Justice Panel for the Eastern District of Missouri. He served as law clerk for Judge Frederick J. Hess of the Illinois Court of Claims from 1998 – 2001.

Jacober earned his bachelor’s degree from Southern Illinois University in Political Science in 1994, and his juris doctorate from The John Marshall Law School in 1998. He is a member of the American Bar Association, Illinois State Bar Association, Bar Association of Metropolitan St. Louis, The Missouri Bar, American Trial Lawyers Association and the Criminal Justice Society. He was selected by Editor-in-Chief, Bryan A. Garner, to Panel of Practicing Contributors of Black’s Law Dictionary, Abridged Eighth Edition in 2005.
