Five Practices and 21 Attorneys at Potter Anderson Listed in 2007 Chambers Guide to Leading Lawyers for Business

Phelps Dunbar's Florida Growth Continues With the Announcement of a New Partner and Associate
Phelps Dunbar LLP continues its growth in the Tampa market with the addition of Robert R. Hearn, who has joined the firm's Tampa office as an equity partner in the regional commercial litigation practice group. Mr. Hearn joins Phelps Dunbar almost one month after the firm announced that Scott P. Weber, a franchise and distribution attorney, joined the firm as a partner. In addition, Paige E. Provenzano has joined the firm as an associate in the regional commercial litigation practice group.

"To make a second announcement within a month about continued growth for this office is terrific," said Lawrence P. Ingram, managing partner of the firm's Tampa office. "Bob and his clients will certainly benefit from the regional nature of Phelps Dunbar and Paige will provide additional depth and experience to our intellectual property and employment practices."

Mr. Hearn’s practice focuses on complex civil litigation, with an emphasis on health care law. He represents a major clinical testing laboratory in matters including medical malpractice claims, health care oriented commercial disputes, contract award administrative proceedings, and Medicaid related issues. In addition to his health care litigation practice, Mr. Hearn has experience representing clients in securities matters, including civil insider trading litigation, cases arising from the purported malfeasance of corporate officers and directors, and legal malpractice actions. He also has experience in the environmental arena, counseling clients on waste management issues, including hazardous waste management and disposal, and environmental liabilities arising from real estate transactions. Further, he has experience defending charges of environmental crimes arising under the Clean Water and Endangered Species Acts. Prior to joining the firm, Mr. Hearn served as a clerk to U.S. Magistrate Judge Mark A. Pizzo, U.S. District Court, Middle District of Florida. He received his J.D., cum laude, from Tulane University School of Law in 1995 and his B.A. in English from Vanderbilt University in 1990. He is a member of The Florida Bar, Federal Bar Association, and the National Association of Criminal Defense Lawyers.

Ms. Provenzano practices in the areas of employment law and intellectual property litigation, including patent and trade secret litigation matters. Ms. Provenzano received her J.D., magna cum laude, in 2004 from the University of Florida Levin College of Law, where she was a member of the Florida Law Review. She received her B.S. in Chemistry, cum laude, in 1999 from the University of Miami. Ms. Provenzano is a member of the New York State Bar Association and a registered patent attorney admitted to practice before the U.S. Patent and Trademark Office. She is not yet admitted in Florida.

Emily Perkins Joins Nexsen Pruet's Business Litigation Practice
Emily I. Perkins has joined the Greenville office of Nexsen Pruet as an associate and will concentrate her practice on business litigation.

Perkins is an experienced litigator whose background spans multiple sectors. Before joining Nexsen Pruet, she worked with Washington, D.C.-based Arnold & Porter, where her focus was antitrust litigation; Stroock & Stroock & Lavan L.L.P. in Los Angeles, working in energy litigation; and Williams Mullen, in their Tyson’s Corner office, where her practice included commercial litigation and business law.

“Emily has gained a lot of skills in a number of highly complex areas,” said board member David Gossett of Nexsen Pruet’s Greenville office. “She’s handled state and federal cases and appeared before administrative bodies, and has worked in areas beyond energy and antitrust such as patent infringement, land-use, real estate, and discrimination. Those capabilities are going to make a deep Litigation team even deeper.”

Perkins earned her undergraduate degree from the University of California, Santa Cruz, and her law degree from the George Mason University School of Law in Arlington, Va.

Nine Ward and Smith, P.A. Attorneys Selected for Inclusion in Business North Carolina's "Legal Elite"

In 2007, Business North Carolina mailed nearly 18,000 ballots to every member of the State Bar living in North Carolina. Mr. Fanning is certified by the North Carolina State Bar as a Board Certified Specialist in Business and Consumer Bankruptcy Law. He has represented lenders, trade creditors, and telecommunications companies in various reorganization proceedings, including commercial real estate, manufacturing, and wholesale and retail transactions. Mr. Fanning is experienced in state court foreclosures and receiverships and other aspects of creditor-debtor litigation.

Mr. Flanagan is leader of the Financial Institutions Section. His practice experience encompasses many years of representing lenders and creditors. Mr. Flanagan has represented creditors in many of the largest bankruptcy cases in North Carolina. He has coordinated statewide representation in more than 2,500 consumer bankruptcy cases. Mr. Flanagan has managed foreclosures in all 100 counties of North Carolina. He has represented numerous banks in farming and auto dealer workouts. Mr. Flanagan has been a lecturer for the North Carolina Bar Foundation and for numerous trade groups. He is a former director and chairman of the Bankruptcy Section of the North Carolina Bar Association. Mr. Flanagan is included in The Best Lawyers in America, has been rated by his peers as being "preeminent" in his respective field of law, and is recognized in "Super Lawyers," a list of top North Carolina attorneys by North Carolina Super Lawyers.

Mr. Sheffield has more than 30 years of experience in environmental matters. His professional career includes state and local government, environmental consulting, and private law practice. Mr. Sheffield's law practice encompasses federal and state environmental law and regulation, air quality and water quality permitting, hazardous waste remediation, compliance counseling, agricultural operations, and underground storage tank regulation and site cleanup. He also handles legislative initiatives and rule making, and judicial and administrative litigation and appeals, and he serves as counsel to a regional water and sewer authority. Mr. Sheffield is the former mayor of Hillsborough, North Carolina (1983 to 1987), and is a former chair of the Environmental Law Section of the North Carolina Bar Association. Mr. Smith 's practice experience encompasses a broad range of business law, from start-up businesses to complex transactional matters. He also represents health care providers, both private and institutional, and is regularly involved in government affairs, land use regulation, and municipal law matters. Mr. Smith has been a continuing legal education lecturer for the North Carolina Bar Association. Mr. Wooten is one of the managing directors of the firm. He handles various types of litigation, including construction, business and commercial, contract, public housing, insurance coverage, and federal litigation. Mr. Wooten is an international fellow and past district governor of Civitan International and has served on the executive boards of many civic organizations. He is included in The Best Lawyers in America, has been rated by his peers as being "preeminent" in his respective field of law, and is recognized in "Super Lawyers," a list of top North Carolina attorneys by North Carolina Super Lawyers. Attorneys Join Tyler Cooper as Associates
Tyler Cooper has added three new associates to its staff, Elizabeth K. Adams, Nicole M. Bertrand and Michael C. Sorensen. Elizabeth and Mike practice with the firm’s Litigation Group and Nicole joins the attorneys in the Business Services Group.

Elizabeth is resident in the firm’s Hartford office. She concentrates on commercial litigation, insurance coverage and defense, personal injury law and appellate work. She represents clients in state and federal courts and in arbitration.

Additionally, she teaches a course on risk management and insurance at the Center for Continuing Studies at the University of Connecticut.

Elizabeth is a graduate of the University of Connecticut and the University of Connecticut School of Law, where she was Executive Editor of the Connecticut Law Review. She is admitted to practice before the Connecticut and Massachusetts state bars and is a member of the American Bar Association and the Connecticut Bar Association.

Prior to law school, Elizabeth was a case manager at Rockville General Hospital, coordinating services to low income families, as well as families at risk for child abuse and neglect.

Nicole is resident in the Hartford office. She focuses her practice on business services. Her legal background includes advising and representing businesses in an array of transactions, including mergers, stock sales, asset sales, divisive reorganization, redemptions, recapitalizations, and contract drafting and review.

During law school, Nicole worked as a law clerk at OptiCare Health Systems, Inc. in its corporate law department. She assisted with projects involving corporate governance and transactional matters for the national company and its subsidiaries.

Nicole is a graduate of Saint Anselm College and the Western New England College School of Law. She is admitted to practice before the Connecticut bar and is a member of the American Bar Association, Connecticut Bar Association and New Haven County Bar Association.

Mike is resident in the firm’s New Haven office. He focuses on commercial litigation, insurance defense and medical malpractice cases. He handles cases in state and federal courts and in arbitration.

Mike is a graduate of Providence College and the Quinnipiac University School of Law, where he was Associate Editor of the Quinnipiac Law Review and the winner of a number of moot court competitions.

He is admitted to practice before the Connecticut bar and is a member of the American Bar Association and the Connecticut Bar Association.

James W. Cooper Fellows’ Photo Exhibit Features Women in Judiciary
The Connecticut Bar Foundation James W. Cooper Fellows is sponsoring a photographic exhibit of 76 women serving on the state and federal bench in Connecticut between 2001 and 2007. The photos will be on display through March 15, 2007, at the Legislative Office Building in Hartford.

The exhibit, “Women in Black, the Changing Face of the Connecticut Judiciary,” is being held in conjunction with Women’s History Month and is part of the Connecticut Bar Foundation’s Oral History of Connecticut Women in the Legal Profession Project.

The James W. Cooper Fellows comprises 636 judges, attorneys and law professors who develop and present law-related educational symposia and other projects. James W. Cooper was a founding Tyler Cooper partner who had a particular interest in pro bono legal work. He was instrumental in founding the New Haven Legal Assistance Association and served on numerous boards.

A number of Tyler Cooper attorneys are members of the James W. Cooper Fellows, including Samuel W. Bowlby, James R.Greenfield, Margaret P. Mason, William H. Champlin III, Joseph C. Lee, Robert W. Allen, Ben A. Solnit, Charles R. Andres, Robert C. Hinton and Michael J. Dorney. The organization has sponsored programs on legal services for the poor, improving representation of children in the justice system, the expanding role of the judiciary, and the significance of professionalism for Connecticut lawyers.

Currently the organization is compiling a history of Connecticut women in the legal profession, sponsoring an essay contest on the law for high school students, and co-sponsoring with the Connecticut Bar Association a truancy intervention pilot project in the New Britain Public Schools.

Tyler Cooper Attorney Testifies Before Legislature
Tyler Cooper attorney Charles R. Andres testified February 26, 2007, before the Connecticut General Assembly on behalf of the Connecticut Bar Association’s Planning and Zoning Section.

Chuck spoke at a public hearing of the Planning and Development Committee of the General Assembly in support of proposed legislation related to zoning appeals. The bill – S. B. 1085, An Act Concerning Zoning Appeals – is intended to clarify land-use statutes by providing for a uniform appeals process for special permits and exceptions.

The legislation was proposed by the CBA Planning and Zoning Section in response to a Connecticut Supreme Court decision in 2006. Chuck is the current Chairman of the CBA Planning and Zoning Section. He also serves as Chairman of the South Central Regional Planning Commission, which deals with land-use proposals affecting an area encompassing 15 municipalities in South Central Connecticut with a population of approximately 550,000.

Chuck is Counsel in the firm’s New Haven office. He focuses his practice on zoning and land use, municipal law, tax valuation and tax appeals, administrative law, personal injury defense, and public utility and telecommunications matters.
