Widely Recognized Leader in Export Controls and Trade Sanctions Laws Joins Latham
Latham & Watkins LLP1 is pleased to announce that William M. McGlone has joined the firm's Washington, D.C. office as a partner effective April 10, 2007. His practice focuses on legal, policy and enforcement issues arising under United States export controls, trade and economic sanctions, and other laws governing cross border transactions

McGlone is one of the leading practitioners in the United States in the field of export controls, representing companies with issues under a broad array of trade control laws and regulations, including the International Traffic in Arms Regulations (ITAR) administered by the Directorate of Defense Trade Controls within the State Department; the Export Administration Regulations (EAR) overseen by the Commerce Department; nuclear export controls promulgated by the Nuclear Regulatory Commission and the Department of Energy; trade and economic sanctions administered by the Office of Foreign Assets Control (OFAC) within the Treasury Department; the Foreign Corrupt Practices Act (FCPA) enforced by Department of Justice and the Securities and Exchange Commission; and anti-boycott laws and regulations. He has counseled domestic and foreign clients on hundreds of issues arising under these complex and aggressively enforced legal regimes, which often involve the extraterritorial application of United States laws and regulations.

Eric Bernthal, Office Managing Partner of Latham & Watkins in Washington, D.C. stated, “It is with great delight that I welcome Bill to the firm. Bill has a formidable reputation and his skill and experience counseling companies on complex compliance and enforcement issues associated with US export controls and trade sanctions will be a strong addition to both our transactional and litigation practices in Washington, and a critical component of our global platform.”

Everett (Kip) Johnson, Jr., Chair of Latham & Watkins' Litigation Department in the Washington, D.C. office, said, “Bill brings an invaluable knowledge and expertise in the areas of regulation and enforcement that are of critical and growing importance to our clients. In today's security-conscious environment, the area of export controls is heavily regulated and scrutinized. To protect their profits and their reputations, companies need Bill's legal skills to comply with and manage these complex legal and policy issues.”

McGlone stated, “I am very excited about becoming a part of the firm's outstanding and highly respected legal team. The quality and depth of the firm's practices and its lawyers provide an exceptional opportunity for me to enhance the level of service to clients in an increasingly challenging compliance and enforcement environment.”

McGlone has served as Chair of the Committee on Export Controls and Economic Sanctions of the American Bar Association's Section of International Law and Practice. He has written numerous articles on export controls, trade sanctions, and anti-boycott laws.

McGlone graduated from Georgetown University Law Center in 1987 and received his undergraduate degree from Harvard University in 1982. He joins Latham from Miller & Chevalier in Washington, D.C.

EBG Collaborates With AILA On Immigration Options For Artists And Entertainers
Epstein Becker & Green announced today that Members of the Firm Leigh N. Ganchan and Pierre Georges Bonnefil have contributed to Immigration Options for Artists and Entertainers, published by the American Immigration Lawyers Association (AILA). The new book, which is the first publication devoted solely to legal issues of foreign national artists, athletes, entertainers and other performers, was published by AILA in March 2007.

Ganchan, of Epstein Becker Green Wickliff & Hall in Houston, edited the volume. Bonnefil, of EBG’s New York office, provided the opening chapter on O & P Nonimmigrant Visas.

Immigration Options for Artists and Entertainers offers an in-depth look at major immigration issues facing artists and entertainers, an overview of the legal requirements for different types of professionals, and a closer look at temporary work visas, verification of employment eligibility and tax requirements for foreign guest artists.

With the increasing globalization of the arts and entertainment, Immigration Options for Artists and Entertainers is a “must-have” guidebook for attorneys and others representing artists, entertainers, athletes and other performing professionals.

“U.S. Immigration laws are in some ways more difficult to navigate than the tax laws,” said Ganchan. “For instance, artists and entertainers who have never received widely-recognized awards such as a Grammy or an Oscar find it difficult to qualify for an O-1 ‘extraordinary ability’ temporary visa. The Guidebook walks readers through each step of the complex laws and suggests creative forms of evidence to develop a case for entertainers who have gained distinction in other ways.”

Bonnefil said: “In the current climate, the representation of artists and entertainers has become more complex and uncertain. This Guidebook helps the practitioner better understand the procedures and how the recent changes will impact their cases. The days of ‘cookie cutter’ and ‘slam dunk’ cases are over. The Guidebook assists the practitioner in preparing a case which anticipates the potential problems and obstacles in today’s ever-changing U.S. immigration legal landscape.”

Other chapters of Immigration Options for Artists and Entertainers are devoted to such topics as the loosening of restrictions imposed after 9/11, temporary work visas for amateur athletes and coaches, and the nuts and bolts of consular processing.

The book is available for purchase through the American Immigration Lawyers Association at www.ailapubs.org/imopforarand.html.
