Salans expands into Spain with new offices in Madrid and Barcelona
Salans has opened new offices in Madrid and Barcelona to strengthen further the firm's presence in Western Europe.

Salans has acquired the Madrid-based law firm Masons Buxeda Menchen as well as the firm led by Alejandro and Juan Ignacio Alonso, based in both Madrid and Barcelona. The acquisition adds 24 Spanish lawyers to Salans, taking the firm to 550 lawyers globally operating from 18 offices.

The new offices bring with them considerable expertise in the corporate/M&A arena as well as in energy, tax and real estate and construction. Stephen Finch, Salans' Chairman commented, "Our new German presence was a big success story for the firm for 2006, and we are excited about expanding further our presence in Europe with these new offices in Spain. Spain is a major world economy and a key market for many of our clients, so it is a natural progression to establish operations there. The firms joining us, headed by Javier Lasa and Alejandro Alonso, combine experience and dynamism."

Commenting on the move to Salans, Javier Lasa, who will become co-Managing Partner of Salans' Spanish operations said, "We are delighted to join Salans and are impressed by the firm's strong presence in a significant number of markets and its track record in referring work across its offices. By joining Salans, we can now offer our clients access to international resources and expertise particularly in the growth areas of Central and Eastern Europe, Russia and China.

Tom Wolf Appointed to VPA Board of Commissioners
Virginia Governor Tim Kaine has appointed Tom Wolf to the Board of Commissioners of the Virginia Port Authority ("VPA"), the Commonwealth's leading agency for international commerce. VPA owns and operates the Port of Virginia, one of the largest and most successful port complexes in the world, comprising the general cargo marine terminals in Norfolk, Portsmouth, and Newport News and the inland terminal in Front Royal, Virginia.

LeBoeuf Lamb Represents Corral Finans AB on €355 million and $350 million SCoups High Yield Note Issue
The international firm of LeBoeuf, Lamb, Greene & MacRae LLP has advised Corral Finans AB (publ) on its issue of €355 million and $350 million high yield Floating Rate Split Coupon Notes (SCoups) in the international capital markets. The Notes will be listed on the Irish Stock Exchange and sold to institutions in Europe and qualified US institutional buyers under Rule 144A. Corral is the holding company of Preem Petroleum, one of Europe's largest independent oil refining companies and based in Sweden.

The Notes contain both traditional and unique terms for a high yield issue. Corral offered both a euro denominated tranche and a dollar denominated tranche. In 2005, the Preem group was one of the first to sell notes that includes the innovative split coupon feature of the Notes, which has been dubbed "SCoups". A portion of the interest is payable in cash at a rate of 1.50% above EURIBOR and LIBOR, respectively. In addition, a portion of the interest on the Notes accrues at 3.50% and is payable either in cash or in kind through the issuance of additional notes (a PIK component).

As in 2005, LeBoeuf Lamb advised Corral on all aspects of the Notes offering, as well as managing and advising on legal issues relating to the reorganisation and structure which preceded the transaction, coordinating the documentation process, and working with local Swedish counsel.

The LeBoeuf Lamb team was led by partners Mitri Najjar and Joseph Ferraro in London and by partner John Fallon in New York. They were assisted in London by Sarah Kight, Jessica Mider, Emma Pond, Meredith Steinhaus and Zaki Shubber.

Robert Tengeler Joins Hiscock & Barclay Law Firm
Robert Tengeler joins the Albany office of Hiscock & Barclay, LLP, as Of Counsel.

Tengeler, former Assistant Medicaid Inspector General for the New York State Department of Health as well as years of service in senior positions with the New York State Department of Social Services, brings to the firm a wealth of experience with State health care programs, including audits, fraud investigations, policy guidance, defense of state and federal litigation, and drafting of state legislation, regulations and budget initiatives.

Tengeler also served on The National Medicaid Fraud Control Advisory Group, assisted federal agencies in the implementation of fraud control initiatives and developed program integrity safeguards for the new State Medicaid Management Payment System, E-MEDNY. He was the liaison with the State Attorney General’s office in areas of potential Medicaid criminal activity and coordinated numerous joint projects with that agency.

Tengeler is admitted to practice in New York, as well as the U.S. District Court for the Eastern, Northern and Southern Districts of New York. He is a graduate of Hofstra University School of Law, (J.D. 1975) and the State University of New York at Oneonta, (B.A., 1972).

Hong Kong Practice Ranked by Asia-Pacific Legal 500
The Asia-Pacific Legal 500 recommends Blank Rome's Hong Kong partners. Earning accolades are Nigel Binnersley, maritime attorney and Hong Kong administration partner, as well as Andrew Hart, litigation partner.

Foley Hoag Congratulates Jeffrey B. Mullan on Appointment to Undersecretary/General Counsel of Transportation and Public Works
Foley Hoag LLP congratulates Jeffrey B. Mullan, a Partner in the Administrative Law Practice and Chair of the Infrastructure and Transportation Practice, on his appointment as the Commonwealth’s Undersecretary and General Counsel for the Executive Office of Transportation and Public Works.

Jeff’s work at the Transportation Department will continue the work he has done at Foley Hoag, where he played a key role in building the firm’s Infrastructure and Transportation practice, which has handled many high profile transportation matters including the Central Artery/Tunnel project, Route 3 North - the Commonwealth’s first design/build/ finance highway project, the development of the Greenbush Line for the MBTA, and the creation of the Rose Kennedy Greenway.

Jeffrey H. Wolf Recognized as a Franchise "Legal Eagle"
