Leading WTO Team Joins Miller & Chevalier
Miller & Chevalier Chartered today announced that C. Christopher Parlin and David S. Christy, Jr., who are among the top World Trade Organization (WTO) lawyers in the world, have joined the firm's International Trade Practice as Members. Their significant experience will greatly enhance the firm's existing depth in the areas of international trade policy and bilateral and multilateral negotiations and dispute settlement.

"David and Chris bring unsurpassed experience with WTO and bilateral disputes and negotiations. Combined, they have litigated over 80 GATT and WTO disputes. Chris was the lead U.S. lawyer who negotiated the current WTO dispute settlement understanding. He also negotiated the subsidies and countervailing measures agreement and played a key role in the Uruguay Round implementing legislation," said Jon Huenemann, Coordinator of Miller & Chevalier's Trade Policy Practice. "Chris and David were the first private lawyers to argue a Member's case before a panel and the Appellate Body. In addition, they have outstanding experience in a broad range of WTO negotiations, including the multilateral and bilateral aspects of WTO accession negotiations, which require exacting knowledge of all WTO agreements and procedures."

"For clients competing in the global market, the depth Chris and David bring is a real asset," said Huenemann. "We now have an even greater capacity to advise clients requiring a thorough knowledge of the complex web of relationships among domestic and international policies, laws and regulations."

Unparalleled WTO Experience
Since the creation of the WTO in 1995, Parlin and Christy have advised WTO Members on the full range of WTO issues. They have represented governments, major industries, companies and associations in various sectors, including services, intellectual property, agriculture, and natural resources, and major industrial sectors such as aerospace, automobiles, semi-conductors, and steel. Recently, they represented the Saudi Ministry of Commerce and Industry in Saudi Arabia's successful bid to join the WTO. They advised Saudi Arabia in its multilateral and bilateral negotiations and helped restructure its trade and economic regimes. They participated directly in nearly every change of law necessary to allow the nation to become the 149th Member of the WTO. Since accession, they have advised Saudi Arabia regarding implementation and other trade issues.

Parlin also had a distinguished government career prior to entering private practice. He served in a number of roles at the Office of the United States Trade Representative, including Assistant U.S. Trade Representative for Environment and Natural Resources, Deputy Assistant U.S. Trade Representative for North American Affairs, Deputy Assistant U.S. Trade Representative for Multilateral Trade Negotiations, and Associate General Counsel and Legal Advisor at the USTR Mission in Geneva. Prior to USTR he served as Director of Policy within the Import Administration at the Department of Commerce. Parlin and Christy are both adjunct professors of international trade law at Georgetown University. For additional information on Parlin and Christy, view their biographies at: http://www.milchev.com/cparlin and http://www.milchev.com/dchristy.

Miller & Chevalier's Strong International Trade Platform
Parlin and Christy augment Miller & Chevalier's significant international trade practice, which features attorneys and other professionals with decades of experience representing clients in complex matters across the spectrum of international trade, investment and interrelated domestic policy, laws and regulations. The practice includes:

* Jon Huenemann, who formerly served as Assistant USTR and in a variety of trade and investment negotiating and policy roles at USTR over nearly 16 years;

* Homer Moyer, who served as General Counsel and Counselor to the Secretary at the Department of Commerce;

* Welles Orr, who served as Assistant USTR and was the chief congressional liaison for USTR during negotiation of the North American Free Trade Agreement and the Uruguay Round among other trade legislative initiatives;

* Mélida Hodgson, who served as Associate General Counsel at USTR for nearly eight years, handling WTO, FTA and investment and government procurement issues;

* Dave Foster, who occupied senior positions at the U.S. International Trade Commission and the Senate Finance Committee, and was instrumental in crafting and implementing trade related intellectual property rights legislation;

* John Gilliland, former International Trade Counsel to the Chairman of the Senate Finance Committee and Trade and Agriculture Legislative Advisor to another Senator; and

* John Magnus, a 17-year practitioner well known in the international trade bar for his expertise in trade remedies, trade policy and market access strategies.

According to Parlin, the firm's depth in the trade policy area played a key role in the decision to join the firm. "Miller & Chevalier's practice extends far beyond trade remedy matters," Parlin said. "The firm has widely recognized experience in trade policy and other trade issues and is an excellent match for our WTO and bilateral trade litigation and negotiation experience."

Christy added: "The firm's broad-based knowledge of the evolving policy, political and legal landscape, as well as its integrated trade, investment, tax, government contracting and specialized litigation experience, provides clients a competitive advantage in navigating the myriad of complex issues critical to their global business strategies.
