First Ever Public Offer of Sukuk in Saudi Arabia Wins in Islamic Finance News Deal of the Year Awards 2006
Baker & McKenzie has announced that the issue of the first ever public offer of sukuk in Saudi Arabia has won 'Sukuk Deal of the Year 2006' and 'Country Deal of the Year - Saudi Arabia 2006' in the Islamic Finance News 'Deals of the Year' Awards. Baker & McKenzie acted for the issuer, Saudi Basic Industries Corporation (SABIC), which is the largest publicly listed company in Saudi Arabia.

The transaction, which totalled SAR 3 billion (US$ 800 million), should pave the way for sukuk and other publicly issued asset-oriented securities to be issued in Saudi Arabia. Prior to SABIC's sukuk issuance, there were no public non-equity capital market issuances by any issuer other than the Saudi Arabian Monetary Agency (SAMA).

Recognised as an excellent example of how shariah compliant instruments can be structured and issued under the new capital markets legislation in Saudi Arabia, it was also said to highlight the strong demand for income-oriented shariah compliant instruments. The sukuk issued by SABIC were not offered outside Saudi Arabia.

The Baker & McKenzie team who advised SABIC was led by Chris Hogan (partner) and Atif Hanif (senior associate) from London and also involved Bahrain partner, Ian Siddell and Riyadh based senior associate, Dr Nasser Alfaraj.

This recognition follows on from Baker & McKenzie's representation of SABIC and Yanbu National Petrochemical Company (Yansab) in one of the largest project financings in Saudi Arabia, which was awarded 'Middle East Petrochemicals Deal of the Year 2006' by Euromoney Project Finance.

HARRIET MIERS RETURNING TO LOCKE LIDDELL & SAPP; WILL SPLIT TIME BETWEEN D.C., DALLAS AND AUSTIN OFFICES
After six years in the White House, most recently as White House Counsel, Harriet Miers is returning to Locke Liddell & Sapp, the law firm she co-managed before she left for Washington, D.C., in 2001. Miers will join Locke Liddell on May 1 as a Partner and will have offices in D.C., Dallas and Austin. Miers joins the Firm’s Public Policy Group, as well as the Firm’s Litigation Group.

“We are thrilled to have Harriet back home,” said Locke Liddell Managing Partner Jerry Clements. “Harriet could have so many opportunities with other law firms and other organizations, so we are especially honored that she has chosen to come back to Locke Liddell. Harriet is well-known and respected for her outstanding skills as an attorney, her vast experiences in both the private and the public sectors, and her trailblazing accomplishments. She was an integral part of Locke Liddell’s success and growth in the past. With her additional experience as White House Counsel and her experience gained in her prior White House positions, Harriet will provide unique expertise for our clients.”

“Returning to the practice of law and Locke Liddell is the right choice for me,” Miers said. “In addition to being an outstanding law firm with a national reputation, Locke Liddell is like family to me. I am excited about the opportunities to serve as an adviser and advocate in the private sector, and to work once again with great professionals I admire—many of whom are close personal friends.”

In 1972, Miers was the first woman hired at Dallas’ Locke Purnell Boren Laney & Neely, and became the first woman to lead the Firm when she was elected President of the Firm in 1996, then known as Locke Purnell Rain Harrell. In 1999, when Locke Purnell merged with Houston-based Liddell, Sapp, Zivley, Hill & LaBoon, she became Co-Managing Partner, a position she held until she left to join the Bush Administration in 2001.

“Harriet’s background and commitment to excellence will strengthen the quality legal services Locke Liddell provides, and her immeasurable knowledge will be key in helping make sure we are innovative going forward,” Clements said.

Bruce LaBoon, who served as Co-Managing Partner with Miers in the 1990s, describes her as an excellent attorney with enviable business skills. “She is extremely bright and leads by example,” LaBoon said. “It’s a treat to have her back. All of our clients will benefit from her fair-minded and strategic approach, her hands-on philosophy and her strong sense of what’s right and wrong.”

Prior to joining the White House, Miers had a distinguished career in her commercial litigation practice, representing a broad range of clients in a broad range of industries, including such clients as Microsoft, Walt Disney Co. and SunGard Data Systems, Inc. She is well-connected and well-known in Texas and in Washington, D.C. Throughout her career, she has been committed to public service. She has been an elected official, and she has served as an appointed official at the state and national levels. Well respected as a leader in the legal community, she has served in many professional and community volunteer positions and has been a strong advocate of pro bono work and the advancement of minorities in the profession.

She received her bachelor’s degree in mathematics in 1967 and J.D. in 1970 from Southern Methodist University. Upon graduation, she clerked for U.S. District Judge Joe E. Estes from 1970 to 1972, before joining Locke Purnell Boren Laney & Neely as its first female lawyer. In 1985, she was selected as the first woman to become President of the Dallas Bar Association. In 1989, she was elected to a two-year term as an at-large member of the Dallas City Council. After service on the Dallas City Council, she chose to run for President of the State Bar of Texas, and she was elected to serve in 1992 as the first woman President of the State Bar. From 1995 until 2000, she served as Chairwoman of the Texas Lottery Commission. Over the years, she also served in many leadership roles in the American Bar Association, including Chair of the Board of Editors of the American Bar Journal and the Texas State Delegate. She was appointed Assistant to the President and Staff Secretary on January 20, 2001. In 2003, she was named Assistant to the President and Deputy Chief of Staff. In that position her responsibilities included assisting in the coordination of policy formulation within the White House. Appointed Counsel to the President in February 2005, she served as the top lawyer to the President and the White House until she resigned in February 2007.

Among her many recognitions and awards: in 2005, she received the Sandra Day O’Connor award by the Texas Center for Legal Ethics and Professionalism; she has been named one of the Nation’s 100 most powerful attorneys and as one of the Nation’s Top 50 women lawyers by the National Law Journal; and in 1979, she was honored as the Outstanding Young Lawyer of Dallas.
