Prominent Democrat Rick Kessler, Senior Advisor to Dingell & Pallone, Joins Leading Republican Stephen Sayle at New Dow Lohnes Government Strategies
Dow Lohnes PLLC today announced that Eric "Rick" Kessler has joined the law firm’s newly formed government relations entity, Dow Lohnes Government Strategies LLC, as President. In his new role, Kessler will be responsible for providing strategic counsel and representation to Dow Lohnes Government Strategies clients.

With nearly 20 years of legislative and political experience, Rick Kessler is best known as the longtime chief of staff and committee staffer for House Energy and Commerce Committee Chairman John D. Dingell (D-MI). Kessler also is well known for his years of work as a top aide to Energy and Commerce Health Subcommittee Chairman Frank Pallone, Jr. for whom he worked in a variety of legislative and political roles between 1992 and 1997, including Legislative Director during Pallone’s tenure as Ranking Member of the Energy Subcommittee.

Earlier in his career, Kessler honed his command of energy and environment issues in legislative positions with Senator Frank R. Lautenberg (D-NJ) and former Representative William J. Hughes (D-NJ) and as the Associate Director of Government Affairs for Princeton University. Kessler most recently worked for New Jersey Governor Jon S. Corzine (D), serving as Director of the state’s Washington, DC office and as the principal staffer to Governor Corzine in his role as Chairman of the National Governors Association Health and Human Services Committee.

Kessler’s hiring coincides with the official formation of Dow Lohnes Government Strategies LLC, a Washington, DC-based government relations firm that will provide clients with advocacy and extensive government relations expertise in Washington. Stephen Sayle, a well respected energy lobbyist who joined Dow Lohnes as Senior Counsel in 2006, will be Chief Executive Officer of the new entity. Mr. Sayle is a former Legislative Counsel to House Energy and Commerce Committee Ranking Member Joe Barton (R-TX) and spent three years as professional staff on the Committee. He was previously a Principal at Dutko Worldwide, where he co-directed the energy practice and represented technology, telecommunications, energy and environment clients.

"Dow Lohnes is committed to building a best in class public affairs management firm. Today, we take a major step toward that goal with the addition of Rick Kessler. Rick brings a wealth of political experience, and substantive expertise on such issues as health, energy and environment. But most of all, Rick brings the integrity and character that has earned respect from both sides of the aisle," said Stephen Sayle.

"I’m really excited to be joining Dow Lohnes Government Strategies," said Kessler. "I have worked with Stephen on a variety of issues over the years and I think we collaborate so well because we both enjoy solving problems and crafting bi-partisan win-win solutions that benefit everyone. Together with the incredible intellectual resources and impeccable reputation of Dow Lohnes, I believe that Stephen and I can build this new entity to become one of the top government relations groups in Washington."

Dow Lohnes Government Strategies offers experience in a variety of issues including: energy, environment, communications, telecommunications, technology, health care, higher education, pensions, and automotive. "Our team, which includes former Congressman Bob Carr (D-MI), has the experience and proven track record required to identify and overcome the key government and regulatory issues that in one way or another affect our clients' business interests," said Kenneth Salomon. "We are well positioned to help our clients analyze and anticipate the ways in which Washington will influence their corporate interests and develop effective proactive public affairs strategies." Mr. Salomon adds that, "Rick and Stephen are a formidable bipartisan team, particularly before the powerful House Energy and Commerce Committee."

Mr. Salomon, who will continue to lead the Government Relations practice of Dow Lohnes, will serve as Chairman of Dow Lohnes Government Strategies. Mr. Carr, who joined Dow Lohnes as Of Counsel in 2005, served for 18 years in Congress and was Chairman of the House Appropriations Subcommittee responsible for transportation funding.

"We’ve invested a significant amount of time and thought formulating the most effective way for Dow Lohnes to offer comprehensive government relations solutions to our clients," said Leonard Baxt, Chairman of Dow Lohnes. "With the launch of Dow Lohnes Government Strategies, we’ve built a team with significant knowledge of legislative and administrative processes and experience across all levels of the government. This knowledge and experience, backed by Dow Lohnes’s substantive legal expertise, puts us in a position to provide clients with information, insight, advocacy and critical thinking, bringing more value to their businesses.
